Pending Council Requests Work Session Topics—Pursuant to Ordinance No. 21-1837,the following items will be discussed during the May 16, 2023, Council Work Session: (1) Request for a work session to discuss the possibility of making Election Day a municipal holiday. (2) Request for a 60-Day Implementation Plan for Proposition B (Chapter 21. V). Staff contact: Monica Benavides, City Manager's Office B. Process for Electing a Mayor Pro Tern at the May 16, 2023, Special Called (Canvassing) Meeting—Following each annual election,the City Charter requires the election of a mayor pro tem to act as mayor during the absence or disability of the mayor. The election of the 2023-2024 mayor pro tem is scheduled as part of the May 16 special-called meeting. The attached process for electing a mayor pro tem is being shared with Council for prior mayor pro tem elections and is also included in the backup materials for Tuesday's mayor pro tem election agenda items. Municipal Court Closed for Staff Development — The Municipal Court will be closed on Friday, May 19 from 11 a.m. to 5 p.m. for staff development. The closure is necessary to allow all employees to actively participate and should have minimal impact on the public. All online options will remain available for case information, payment remittance, and submission of resolution requests.Messages advising of the closure and online options will be placed on the phone system,court website,and at the court entrance. Staff contact: Jamie Lindsay, Municipal Court D. 2023-27 Consolidated Plan&2023 Action Plan-The City's 2023-2027 Consolidated Plan and 2023 Action Plan for Housing and Community Development are available for citizen review from May 15 to June 16. The 2023 Action Plan is the City's annual application for federal funds from the U.S.Department of Housing and Urban Development(HUD).Funds available in Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME), and local program income total $1,586,760.67. Citizens may review the plan online,which includes a list of projects that the City plans to undertake during the 2023-24 program year. Written comments may be mailed to Community Development(401 North Elm Street,Denton, TX 76201). Remarks may also be submitted via phone by calling 940-349-7726, by email, or via the public comment form. Additionally, a public hearing will be held during the June 6 Council meeting. Temporary Bus Stop Benches — In April 2023, Abundance Denton, a local organization focused on housing and transportation options, 1 constructed temporary benches and placed them in the City's right-of-way (ROW) at various bus stops. City management met with Abundance Denton and Denton County Transportation i Authority (DCTA) to work through an interim solution while DCTA conducts the planning process to relocate and improve facilities. The outcome of the meeting resulted in the three entities partnering together to place heavy-duty park benches at six bus stops where there is an 2 existing concrete pad outside of the sidewalk. Once DCTA is ready to install the permanent benches or shelters, the City will remove the benches and reuse them in the park system. This week,Parks and Recreation staff installed benches at stops located at the Denton Civic Center(321 E.McKinney)and Community Shelter(909 Loop 288). The City will continue to work closely with DCTA to identify the additional four locations based on ridership data and existing pad sites. Staff contact: Christine Taylor, City Manager's Office F. Rental Repair Program• - City Council approved the newly created Rental Repair Program in February 2023. The program will offer a grant of up to $24,500 as a 5-year forgivable loan at the term of the loan to Property Owners(landlords)to repair and rehabilitate single- family (1-4) rental units. Property Owners will be able to make needed improvements in exchange for leasing to low-income eligible households over the 5-year loan period, thereby improving housing quality standards and increasing the number of affordable housing units in Denton. The program supports initiatives the Denton City Council adopted as part of the 2020-2022 Consolidated Plan for Housing and Community Development and the Affordable Housing Strategic Toolkit. In the Plans, the City of Denton recognizes that affordable housing is essential to the quality of life and building communities that support community diversity and stability. The new program will launch on May 15 and will start accepting online applications through Nei hey. Staff is also working on a marketing campaign that includes website updates, social media posts, constant emails, and sending out the attached flyers at public buildings in English and Spanish. Staff has also scheduled a Rental Repair Program Webinar for property owners interested in the program on May 24. Staff contact: Luisa Garcia, Community Development Manager. G. Linda McNatt Animal Care and Adoption Center at Capacity for Dogs - Denton Animal Services (DAS) continues to receive a high volume of surrendered dogs to the shelter, resulting in the shelter being at capacity for dogs. Some animals have been in the shelter for several months, which can have a negative impact on their overall mental and physical health. Animal Services staff is working diligently with rescue and foster groups to help place the animals;however, animal shelters,rescues,and foster groups are all experiencing the same influx of dogs and demand for resources. Recently, DAS reached out to the Denton Animal Support Foundation (DASF) for assistance with five dogs that needed a home. DASF graciously accepted the call for assistance, emailed their supporters, and helped push social media posts about the most vulnerable dogs. DASF also offered a$100 Pet Smart Gift Card upon adoption. Since then, DAS has seen a spike in interest, and staff expects the dogs will soon find their forever homes. DAS extends its appreciation and gratitude for the support of DASF. Elm Street/Locust Street Update—On May 8,Mayor Hudspeth requested an update on the Elm/Locust Street construction schedule. Utility improvements were completed on Elm and Locust south of Hickory Street. The street reconstruction was coordinated with TxDOT, along with a pavement section. Staff and TxDOT are working on a construction agreement, along with the turnback of the roadways to the City. Roadway sections north of Oak Street were included in the Denton County TRIP 2022 Bond Election in November 2022, and once funding is secured,the project will commence. Agreements are anticipated to come before Council in the third quarter of 2023. Staff contact: Seth Garcia, Capital Projects B. Angelina Bend Construction Update - On May 8, Mayor Hudspeth requested an update on the construction of Angelina Bend Drive,which is part of the Denton Street Rehabilitation project. The Street Rehabilitation project includes street segments that have reached the end of their useful life and are being restored/paved. During construction, a significant amount of groundwater was discovered leading to a delay. To resolve this issue,a modified subgrade section is being installed to direct the water to the drainage system. Due to this modification,the estimated completion date for Angelina Bend has been extended through mid-June, weather permitting. Staff contact: Dustin Draper, Capital Projects C. Wilderness Street Repair Inquiry - On May 8, Mayor Hudspeth contacted staff regarding the street coating issues on Wilderness Street. The Mayor asked whether repairs were covered under warranty and if there were any potential temporary fixes. Staff evaluated and determined that the repairs are not covered under warranty and that temporary removal/reapplication of the crack seal could worsen the street conditions. Wilderness Street is scheduled for full reconstruction in the following year's CIP projects; therefore, the Streets Department will assess its reconstruction schedule to determine if the restoration can be moved up. Woodland St. and Brown Drive Construction Inquiry - On May 10, Mayor Pro Tem Beck requested an update on the construction of Woodland Street and Brown Drive. The intersection of Woodland Street and Brown Drive is part of the Denton Street Rehabilitation project and includes Woodland Street from Cherrywood Lane to Brown Drive, as well as Brown Drive from Woodland Street to Roberts Street. The scope of the project only includes street reconstruction, as utility lines were replaced prior to the 4 construction of the roadway project. During construction, utility line locates are required every two weeks to ensure that any utility lines are clearly marked and avoid potential damage. The estimated completion date for the two street segments is the end of May, weather permitting. Staff contact: Dustin Draper, Capital Projects Upcoming Community Events and Public Meetings A. Food N' Fun Friday at North Lakes Driving Range —Bring your neighbors and friends on Friday, May 12, from 5 to 9 p.m. to the North Lakes Driving Range (2009 W Windsor Dr) to enjoy all-you-can-hit balls and enjoy food for purchase provided by food truck vendors. Adapted Rec Dance — Adapted Rec will host its monthly dance on May 12 from 7 to 9 p.m. at North Lakes Rec Center(2001 W. Windsor Dr). This month's theme is "All Things Orange!" and will include music,a dance floor, a photo booth,and the opportunity to enjoy time with new and old friends. Cemetery Conservation Workshop — Join City of Denton Parks and Recreation, Denton Public Library,and the City's Office of Historic Preservation on Saturday, May 13 to learn more about cemetery conservation. The event begins at 10 a.m. at the American Legion Hall (629 Lakey St). Christopher Goodmaster, Senior Archaeologist at Integrated Environmental Solutions, LLC, will provide a brief introduction to historic cemetery research, documentation, preservation, and restoration techniques. Attendees should wear comfortable walking shoes, sunscreen, and a hat, as the second half of the session will take place at Oakwood Cemetery. World Migratory Bird Day — Learn more about bird migration and how to conserve migration routes at Clear Creek Natural Heritage Center (3310 Collins Rd) on Saturday, May 13 from 10 a.m. to noon. This event is part of Clear Creek Natural Heritage Center's Sustainable Saturdays,a series hosted by the Denton Parks and Recreation Department that focuses on nature, conservation, and our local environment. Chorus Spring Concert at Denton Senior Center— The Denton Senior Center Chorus will conclude their current season of performances with a concert at the Senior Center(509 N. Preschool in Nature at Clear Creek — Preschoolers are invited to explore the outdoors at Clear Creek Natural Heritage Center (3310 Collins Rd.) on Friday, May 19 from 10 a.m. to noon. Participants will search for pieces of nature to create an artistic masterpiece. They will also enjoy kid-friendly activities such as a short hike, a nature story, and natural art. Night Hike at Clear Creek Natural Heritage Center — Join City of Denton Parks and Recreation staff on an organized evening hike providing community members, regardless of hiking experience, an opportunity to experience Clear Creek Natural Heritage Area's (3310 Collins Rd.) trails showcasing the natural environment at sunset. Water Works Park Member Preview Weekend—Water Works Park will kick off the 2023 season with a members-only weekend on May 19 and May 20. MLK Health Fair—The Martin Luther King, Jr. Recreation Center, and American Legion Hall Senior Center are partnering with several agencies to host an annual health fair on Saturday, May 20 from 10 a.m. to 2 p.m. This year, the fair has been expanded to include mini-sessions on healthy cooking, cardiovascular health, mental health resources, and dermatology/skin care. Vendors include the foster grandparent's program, Legal Aid of Northwest Texas, Denton County Public Health, and Aetna Better Health of TX, with the aim of providing resources to families,veterans, and persons with disabilities. Attendees can get cost-free health screenings, such as blood pressure and cholesterol checks.Additionally,the first 300 people in attendance will receive goodie bags with health information.The event is open to all ages and will include bounce houses and face painting. Street Closure Report.........................................................................................................16 6 Election of a Mayor Pro Tem Process The following outlines the nomination/election process for the appointment of a Mayor Pro Tem. • Mayor opens the floor to nominations for a Mayor Pro Tem. o Only after the Mayor announces, "Nominations are now open", can members of the City Council make nominations. ■ If a member indicates a desire to nominate before the announcement, that member will not be acknowledged. ■ Council members must be acknowledged by the Mayor before voicing their nomination. ■ A council member may only make one nomination. • Mayor shall accept as many nominations as members of the City Council may wish to submit. o The nominating council member may make comments to describe the reasoning for their nomination. o The Mayor will inquire of each nominee whether they accept the nomination. • Mayor shall close the nomination process after verifying there are no more nominations received. o At this time, the floor shall be opened for commentary from any member of the City Council. o The item is opened for public comment, if any. • Mayor shall put nominees to a voice vote in the order nomination(s)were submitted. o Once a nominee receives a simple majority vote of those members present, no other nominations will be considered. ■ In the event of a tie vote for any/all nominations received, the nominees previously submitted shall again be presented for election.
