Inclement Weather Cooling Stations —Cooling stations are available community-wide for individuals seeking respite from inclement weather during the 2023 summer season. The listing of cooling stations (attached) includes City facilities available for daytime use, including libraries, fire stations, and recreation centers. Cooling stations provide access to restrooms,water fountains,and a sitting area. These facilities are in addition to the services community partners make available during inclement weather. Staff confirmed extended hours at community partner agencies included in the cooling stations list. Staff shared the updated list with community partners and will continue to share with community members throughout the summer. Staff contact: Megan Ball, Homeless Programs Coordinator B. In the Loop — The Newest edition of"In the Loop", Denton Municipal Electric's (DME) quarterly newsletter, is now available online. This edition contains information regarding the Technology Operations Division, Compliance, and the Easter Eggstravaganza. Staff contact: Bill Shepherd, DME C. General Fund Revenues —The General Fund reflects the City's general service operations such as public safety, libraries, and parks. Its two major revenue sources are sales and ad valorem taxes. Greater than one-third of the total General Fund revenue is generated from ad valorem taxes. As such, staff is currently monitoring weekly preliminary ad valorem values from Denton Central Appraisal District (DCAD) to evaluate potential growth for next fiscal year as the City awaits receipt of the certified tax roll on July 25. To date, the City has received three weekly updates, as is customary while DCAD resolves protests from property owners. Initial data was indicative of a 24.9% increase in values compared to last year's certified estimate. However, it is important to note that,when looking at a 10- year history, overall valuations tend to decrease approximately 10% from the first week's report to the certified roll. The second largest revenue source in the General Fund is sales tax receipts. Though sales tax revenues are above budget year-to-date, they have been below budget for the past several months. In comparing actuals to actuals, revenues through March are 5.8% above the previous fiscal year 2022 actuals for the same period. In comparison, fiscal year 2022 sales tax revenues were 17.3% above the fiscal year 2021 actuals, indicating a potential softening of sales tax revenues. Staff will continue to monitor both revenue sources and update City Council throughout the FY 23-24 budget development process. Staff contact: Aimee Kaslik, Finance D. Traffic Box Vinyl Wraps — The first of several traffic box wraps funded in part by the Texas Commission on the Arts will soon be installed in the Original Denton District around the Downtown Square. The wraps feature artwork designed by Denton Independent School District students. Future traffic box artwork installations will feature art designed by local university students. Library Seeks Teen Volunteers for Summer Reading Challenge — Denton Public Library is looking for teen volunteers, ages 11-17, to help roll it back to the `60s for this year's Denton Public Library Summer Reading Challenge (SRC), "All Together Now!" Teen volunteers primarily assist at the SRC table to help the library register participants for this year's challenge and pass out free book prizes — all while earning hours towards serving 2 their community. Teens ages 11-17 can volunteer at any of the three locations after attending one of the following orientation sessions: • Tuesday, May 30, at the North Branch Library, beginning at 5 p.m. with no registration required. • Wednesday, May 31, online beginning at 5 p.m. with registration required online. Availability of Free Feminine Hygiene Products in City Facilities — On May 16, Council Member McGee inquired whether free feminine hygiene products are available in the restrooms at all City facilities. Free products are currently available at City Hall, and staff in all other City facilities open to the public will ensure products are available. Installation of Temporary Barriers on McKinney Street — On May 16, Council Member McGee asked if staff could set up temporary barriers to protect pedestrians who utilize the shoulder on McKinney Street between Woodrow Lane and Mockingbird Lane. Staff are looking into sidewalk gaps on both sides of McKinney Street between Woodrow Lane and Loop 288. A survey was requested to assist staff in determining right-of-way needs as well as existing drainage conditions for sidewalk constructability. Traffic Engineering Staff are also evaluating temporary barrier options which comply with the Manual on Uniform Traffic Control Devices (MUTCD)standards. Staff will provide options during the Capital Improvement Projects (CIP) Budget discussion with City Council. Staff contact: Robin Davis, Capital Projects C. Reduction of CO2 Landfill Emissions—On May 17,Mayor Hudspeth inquired whether the City currently or previously captured CO2 landfill emissions. Staff are currently in the process of identifying a contractor to clean the landfill gas into pipeline-grade quality gas. Staff will follow up with additional information when available. Staff contact: Brian Boerner, Solid Waste and Recycling D. Decommissioned Vehicles—On May 18, Council Member McGee inquired on the process after a vehicle or smaller power vehicle is decommissioned. Staff advised when a vehicle met its life cycle and is ready for decommissioning, staff prepare the asset for auction,then contact the contracted auction vendor for resale. The vendor then takes possession of the asset, auctions it off at best value, then returns the capital to the City. Water Works Park Member Preview Weekend — Water Works Park (2400 Long Rd.) is kicking off the 2023 season with a members-only event this weekend, May 19 and May 20. Free Fan Giveaway — Denton Municipal Electric (DME) and the Sustainability Office, through the GreenSense Energy Efficiency Program, are distributing over 1,000 free 20" air circulator floor fans to DME customers. Floor fans are portable, energy efficient, and can improve comfort during extreme heat. On May 20, a Fan Giveaway event will be held from 9 a.m.to noon at the Civic Center(321 E.McKinney St.). Pre-registration is preferred and available online. Customers will be asked to provide their billing account number, or identification with name and service address, to verify their accounts. MLK Jr. Health Fair — The Martin Luther King, Jr. Recreation Center, and American Legion Hall Senior Center are partnering with several agencies to host an annual health fair on Saturday, May 20 from 10 a.m. to 2 p.m. at the Martin Luther King, Jr. Recreation Center (1300 Wilson St.). This year, the fair has been expanded to include mini sessions on healthy cooking, cardiovascular health, mental health resources, and dermatology/skin care. Vendors include the Foster Grandparents Program, Legal Aid of Northwest Texas, Denton County Public Health, and Aetna Better Health of TX, with the aim of providing resources to families, veterans, and persons with disabilities. Attendees can get cost-free health screenings, such as blood pressure and cholesterol checks.Additionally,the first 300 people in attendance will receive goodie bags with health information.The event is open to all ages and will include bounce houses and face painting. Mean Green UNT Themed Fire Engine Push-In Ceremony — On Thursday, May 25 at 6 p.m. the Denton Fire Department will host a Wash-Down and Push-In Ceremony for the new UNT Fire Truck at Fire Station 3 (1401 Underwood St.). This ceremony reflects on the history of the fire service when a new piece of equipment would be "washed" by surrounding volunteer fire departments and then"pushed"into the fire station by the crew, since the equipment at that time was either horse drawn wagons or hand carts. The public is encouraged to attend and participate in the wash down and push in, along with photo opportunities and refreshments. Staff contact: Kenneth Hedges, Fire E. Spring Kaygking—Registration is open for the Saturday,May 27(ages 5+)spring kayaking event, meeting and ending at Denia Recreation Center (1001 Parvin St.). Residents ages five and older are invited to join American Canoe Association assessed instructor and American Red Cross lifeguard certified staff on a kayak adventure touring a beautiful local waterway. This event is open to all skill levels and paddling experience is not required. Bring a sack lunch and a bottle of water for a picnic along with the adventure. Children between the ages of five and 11 must share a kayak with an adult, while those 12 and up can use a single kayak. The cost of the program is $25 for a single kayak and $50 for a tandem kayak. Summer Reading Challenge — One, two, three, four...time to turn on good vibes, groovy fun, and far out reads this summer. This year's theme is "All together now!" as staff and participants roll it back to the `60s. Dig it with your friends, neighbors, and the Denton Public Library at this year's Summer Reading Challenge (SRC). Tune in from June 1 to July 31 and read to earn righteous prizes. The SRC program encourages people of all ages to challenge themselves to meet a personal reading goal, be part of a reading community, and get rewarded for their effort. Reading is the perfect summer activity for everyone from children to teens to adults. Babies and pre- readers who have books read to them can participate, too!
