1964-040 AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE
CITY OF DENTON, TE~S, ADOPTING THE SOUTHERN
STANDARD BUILDING CODEm 1960-1961 REVISION, WITH
CERTAIN AMENDMENTS AND DELETIONS, REPEALING THE
EXISTING BUILDING CODE AND OTHER CONFLICTING
ORDINANCES, EXPRESSLY SAVING ARTICLE 4 501 REGU-
LATING THE CONSTRUCTION OF FENCES PROVIDING A
SAVINGS CLAUSE, AND DECLARING AN EFFECTIVE DATE
THE COUNCIL OF THE CITY OF DENTON HEREBY ORDAINS
SECTION I.
IThat the Code of Ordinances of the City of Denton, Texas,
is h~reby amended by substituting the Southern Standard
Bull~lng Code, 1960-1961 Revision, as amended below, and the
same'is incorporated into this ordinance as if set out in
full~hereln, supplanting Part I Building Code Articles 4 01
through 4 50 an Chapter Four of said Code of Ordinances, which
Southern Building Code shall hereafter be amended as follows
A Each division designated as "Chapter" shall hereafter be
designated as "Article", which number shall be preceded by
the numeral 4 0
,Chapter I of the Southern Standard Building Code_is
amended to read "Article 4 01", and
'Chapter II of the Southern Standard Building Code Ks
amended to read "Article 4 02", and so continued through
Article 4 26 and all subsequent additions
B !Ail section numbers shall remain the same except those
directly repealed or supplanted, thus retaining the continuity
of the Southern Standard Building Code
C The name "Board of Adjustments and Appeals" Ks deleted
wherever it appears and the name "Building Code Board" is an
every case substituted therefor
D The term "Chief Appointing Authority" Ks deleted wherever
it appears and the term "City Manager" is in every case
substituted therefor, except an Section III-Building Code
Board, an which Section the substitution shall read "City
Coun~ll "
E |Section 103 4-UNSAFE BUILDINGS, is deleted and the
section number is reserved for subsequent amendment
F Section 106 2-CON~EACTORS LICENSE AND BOND REQUIRED, is
deleted and the section number is reserved for subsequent
amendment
any of the requirements thereof, or who shall
erect, construct, alter or repair, or has
erected, constructed, altered or repaired a
building or structure or portion thereof in
violation of a detailed statement or plan
submitted and approved thereunder, or of a
permit or certificate issued thereunder, shall
be guilty of a misdemeanor punishable by a
fine of not less than Ten Dollars ($10 00)
nor more than Two Hundred Dollars ($200 00)
(2) The owner of a building or structure or
portion thereof, or of the premises where
anything in violation of this code shall be
placed or shall exist, and the architect,
engineer, builder, contractor, agent, person
or corporation employed in connection therewith
and who may have assisted in the commission
of such violation shall each be guilty of a
separate offense and upon conviction thereof
shall be punishable by a fine of not less than
Ten Dollars ($10 00) nor more than Two Hundred
Dollars ($200 00)
(b) Abatement
The ~mposltlon of the penalties herein prescribed
shall not preclude the City Attorney from instituting
an appropriate action or proceeding to prevent an
unlawful erection, construction, reconstruction,
alteration, repair, conversion, maintenance or use,
or to restrain, correct or abate a violation, or to
prevent the occupancy of a building or structure or
portion thereof, or of the premises, or to prevent
an illegal act, conduct, business or use in or about
any premises
J Section 1205 I-MINIMUM DESIGN LOADS~ is deleted and
amended to read as follows

Buildings or other structures shall be capable of
withstanding the horizontal loads shown in the follow-
lng table and, applied in each zone, allowing for w~nd
from any direction The f~rst height zone shall be
measured above the average level of the ground adjacent
to the building and the subsequent height zones shall
,be added progressively upward to the overall height
of the building

The purpose of thas sub-sectaon Ks to provade
unaform concrete slab speclfacataons assuring safe
support of all desagn loads, and provadang a suatable
surface for all floor fanashes
(a) When slab-on-groung constructaon as proposed, the
slte shall be suatable for such purposes Slab-
on-ground ~onstructaon shall not be used on sates
wath a ground water or hydro-statac pressure
condataon near the ground surface
(b) The manamum slab thackness requarements and
spec~facatlons shall be as follows
1 The slab-on-ground shall be a nomanal 4" or
more an thickness Grade beams for brack
veneer shall be a manamum of 12" wide at the
bottom wath a manamum 2" deep brack ledge
The relnforcang steel shall consast of two
$5 bars at the bottom and two $4 bars at the
top These bars shall be properly placed
an the beam and adequately secured
2 Grade beams for frame constructaon shall be
a manamum of 8" wade wath the same steel re-
quarements as stated an the above requirements
for brack veneer grade beams
3 Tae beams to be a mznamum of 8" wade at the
bottom with the same number and saze of steel
bars in the tie beams as an the grade beams
Tae beams shall have a maxamum spacang of 16
feet center to center
4 All beams shall extend a manamum of 12" anto
undisturbed soal All grade beams an slab

depth, and tie beams shall be a man.mum of
16" in depth, measured from the top of the
slab

SECTION II
That all ordanances or parts of ordanances ~n force when the
provisions of thas ordanance become effectave which are ancon-
sastent or an conflact with the terms
thas ordinance are hereby repealed to the extent of any such
conflact, except for Artlcle 4 501, Ordinance number 64-22,
regulatlng fences, whach ordanance as an no part repealed
SECTION III~
That af any article, sectaon, subsectaon, paragraph, sentence,
clause, phrase or word an thas Ordanance, or applacataon thereof
to any person or carcumstances as held anvalad by any court of
competent jurasdactlon, such holdang shall not affect the validity
of the remaanang portions of this Ordanance, and the Clty Councal
of the Caty of Denton, Texas, hereby declares at would have
enacted such remaanang port~ons despite any such anvalad~ty
SECTION IV
That thzs Ordanance shall become effective fourteen (14)
days from the date of ate passage, and the City Secretary
hereby darected to cause the captaon of thas Ordinance to be
published twace an the Denton Record Chronacle wlthan ten (10)
days of the date of ~ts passage
