(2) CREDIT TO MONTHLY BILL OR MONTHLY RATE
Customer's monthly ball and/or monthly rate shall be m accordance with thc
apphcable rate schedule(s) in effect on July 1, 1997, shall be reduced by 20%
"Base Rates" are defined as the sum of the following charges the Faclhty Charge, the
Demand Charge, the Energy Charge and/or the adjustment for short/extended read
cycles of the apphcable rate schedules Base rates do not include recovery of fuel and
purchased energy costs, including, without limitation, energy cost adjustments (the
ECA rate or its successors)
All other charges and calculations m the rate schedule are unchanged
The rates lmtlally established on July 1, 1997 by this Discount Rider shall be the
maximum or ceding rate charged to the Umversity of North Texas CUNT'') and
Texas Woman's University ("TWU") dunng the term of the seven (7) year power
supply agreement If during the term of the power supply agreement any apphcable
tariffed "Base Rates" are reduced by more than 10%, the discounted rates for LINT
and TWU wall be reduced such that the discounted "Base Rates" are always at least
10% below any tariffs that wall otherwise be applicable to the umversltles At no tame
shall tariffed base rate decrease cause the rate discount to the two (2) umversitles to
decrease by more than 50% over the term of the power supply agreement

GENERAL PROCEDURES
A Apphcatmn
1 Eqmpment-
An apphcatmn for eqmpment incentive must be completed and sent to
the Director of Electric Utilities within sixty (60) days of installation
of new or replacement equipment Participating dealers have
application forms and will complete these forms for the purchaser It
is the purchaser's responsibility to see that the dealer completes the
form and submits it to the Director of Electric Utilities
2 Structure Incentive-
To qualify for residential structure incentives, a broider/developer or
authorized agent must be registered as an authorized Denton Mumclpal
Electric EnergySave Authorized Builder To become a recogmzed
EnergySave builder, applicant must complete and submit a Denton
Municipal Electric EnergySave Builder Application form to the Director
of Electric Utilities Applicant must also meet the mqmrements listed
in the EnergySave Final Audit form listing the described construction
requirements
B Inspections
Installations of central air-conditioning systems will be inspected by the City's
Bmldlng Inspection Department and must be approved before rebates will be
processed New structures will be randomly audited to ~nsure adherence to the
required energy efficient construction specifications
C Payments to Participants
1 Equipment Retrofit (Existing residences)
Cash payments will be made to the pumhaser of the quahfy~ng
replacement equipment Participating retail equipment dealers will
receive a cash payment of $20 per unit for the sale of window umts,
central mr conditioning systems, or heat pumps to offset their cost for
properly filling out tbe applications for pumhasers of retrofit equipment
2 New equipment and structure incentive
Program participants are responsible for submitting the correct informa-
tion The Utility Department will not issue any additional payment
unless the payment was incorrect due to a mistake in processing by a
City employee The twenty dollar ($20 00) payments to dealers will be
made only if they supply the qualifying equipment to the customer or
builder who is paying for the installation of the equipment Dealers and
purchasers may be denied payment for failure to follow program
guidelines such as failing to supply correct square footage or
SEER/EER figures, lnstalhng equipment which is not new, replacing
part of a split system, or fadure to fill out rebate forms properly
Payments wilt be made to customers who purchase and install new
quahfying equipment I1' a tenant purchases and installs qualifying
equipment, the payment is made to the tenant If the owner of rental

If the umt ~s not m the cmrent ARI Directory or data approved for pubhcatqon,
the average of the high and Iow SEER/EER cml only, not including blower
coil, w~ll be accepted as hsted m the current ARI Directory
B Computer sxmulatlons may be used if ratings are not listed in the current ARI
D~rectory, provided the following criteria are met
1 Systems using m~x-matched cods must meet all established program
gmdehnes to quabfy fo~ a rebate
2 The computer smmlat~ons must be signed, certffied, and dated by a
registered profesq~onal engineer and an officer of the company making
the submittal
3 The engineer who cert~ ties a slmulat~on must attest to the accuracy of
the input data, the validity of the calculation procedure used, and that
the results are m accordance with Department of Energy approved
methodology
4 A complete set of the input data and an lndicat~on of the source of the
data must accompany the snnulated latlngs
5 The simulated ratings must be based on the condensmg umt's te~ted
combination as listed ~n the current ARI Directory or latest data
approved for publication and identified by the correct model numbers
of both the condensing unit and coil as listed in the current ARI
Directory
6 Simulated ratings must not exceed 105% of the SEER rating of the
tested system used as a base
7 An open file of compute~ simulations will be mmntalned at the Energy
Management Office Supplying erroneous ratings or data can lead to
d~squahficatlon of those involved from further program participation

per KWH, to be known as the energy cost adjustment (ECA) The ECA shall be computed dunng
the last month of each fiscal year quarter (December, March, June and September) to be apphed to
the quarter lmmedmtely following The City shall ~n no case change the energy cost adjustment
more than once m any three (3) month period The ECA shall be calculated using the following

upper level ~nst~tutlon, the Umversity of North Texas, Texas Woman's Umvers~ty or
college" as prowded ~n Section 2 2141, under Subtitle E, Title II, Public Utility
Regulatory Act of 1995
(2) CREDIT TO MONTHLY BILL OR MONTHLY RATE
Customer's monthly bill and/or monthly rate shall be ~n accordance with the
applicable rate schedule(s) in effect on July 1, 1997, shall be reduced by 20%
"Base Rates" are defined as the sum of the following charges the Facility Charge, the
Demand Charge, the Energy Charge and/or the adjustment for short/extended read
cycles of the apphcable rate schedules Base rates do not ~nclude recovery of fuel and
purchased energy costs, including, w~thout himtat~on, energy cost adjustments (the
ECA rate or ~ts successors)
All other charges and calculatmns ~n the rate schedule are unchanged
The rates ~nitlally estabhshed on July 1, 1997 by th~s Discount Pdder shall be the
maximum or cmhng rate charged to the Umvers~ty of North Texas ("UNT") and
Texas Woman's University ("TWU") dunng the term of the seven (7) year power
supply agreement If dunng the term of the power supply agreement any applicable
tariffed "Base Rates" are reduced by more than 10%, the d~scounted rates for LrNT
and TWU will be reduced such that the discounted "Base Rates" are always at least
10% below any tariffs that w~ll otherwise be applicable to the universities At no t~me
shall tariffed base rate decrease cause the rate d~scount to the two (2) umvemttes to
decrease by more than 50% over the term of the power supply agreement
