II. General Information & Status Update
A. Unemployment Insurance Update – The Texas Workforce Commission continues to
receive historic levels of requests for benefits and services. The attached
unemployment report information below outlines operational improvements,
information for claimants and employers, and data (updated as of April 23) related to
claims. Staff members compiled this information from a variety of sources, but most
information is available on the TWC website. Staff contact: Jessica Rogers, Economic

B. Special Session Petition – On April 7, the City Council adopted a resolution calling for
a special session of the Texas Legislature to be held in order to consider and address
evictions, defaults of required rent payments, and other measures relating to benefits
available to those impacted by the COVID-19 pandemic. This resolution has been
delivered to the Office of the Governor for consideration. Staff contact: Ryan Adams,

C. Fire Department Assists Nursing Homes – This the past week, the Denton Fire
Department (DFD) reached out to Denton’s 16 nursing homes and assisted living
centers to check their Personal Protective Equipment (PPE) preparedness and to assist
with any supply issues. DFD helped the facilities rank their PPE status using the CDC’s
Burn Rate Calculator. Twelve facilities were found to be in good condition and four
were in critical condition, lacking various supplies. DFD assisted the facilities with
submitting PPE requests to the North Central Texas Trauma Regional Advisory
Council (NCTTRAC). Additionally, DFD contacted two supplier resources and helped
the facilities order critically needed oxygen pulse oximeters and thermometers. DFD
has established a vital link and rapport with these facilities, beyond the normal
patient/staff interaction, that will create better communication and coordination of

D. Update on Federal Business Assistance Programs – Both the Paycheck Protection
Program (PPP) and the Economic Injury Disaster Loan (EIDL) Program were approved
to receive additional appropriations in the Paycheck Protection Program and Healthcare
Enhancement Act, as approved by Congress and signed by President Trump on
April 24. The PPP will receive an additional $321 billion (in addition to the $349 billion
approved in the CARES Act), while the EIDL program will receive $10 billion.
On April 23, the SBA announced new guidance making it less likely that publicly
traded companies can access the additional round of funding. Under the new rules,
companies must certify in good faith that their PPP loan request is necessary. This
reduces the likelihood that a publicly traded company, which has access to capital
markets, could make such a certification. Borrowers that applied for a PPP loan prior
to the issuance of the new guidance can repay the loan in full by May 7. The new
guidance can be read here (question 31, page 11).
Information regarding how program funds from the CARES Act were distributed have
also been released. The attached provides information from each program as of
April 16.
PPP: Texas businesses received 134,737 loans, totaling more than $28 billion.
EIDL:
o Loans: Texas businesses have received 1,243 loans, totaling more than
$263 million.
o Advance: Texas businesses have received 63,815 advances, totaling
more than $287 million.

In anticipation of the additional funding, some lenders have begun accepting PPP loan
requests from customers or working with customers in anticipation of requests being
accepted again. Businesses that wish to apply are encouraged to contact their
banks/lending institutions to discuss options and the application process as soon as
possible. While there are some additional limitations on the new round of funding, the
program remains first-come, first served. Those without required relationships with
lending institutions may consider applying through such fintech companies as PayPal,
Square, or QuickBooks, all of which have been approved to participate as lenders in
the PPP. Businesses interested in applying for the EIDL must apply directly with th e
SBA at SBA.gov once the application is live. Staff contact: Jessica Rogers, Economic

E. Retail-to-Go Assessment and Outreach Strategy – Effective Friday, April 24, Governor
Abbott’s Executive Order GA-16 allows certain non-essential retail establishments to
begin providing “to-go” services with restrictions on how those services should be
provided. Through the new retail “to-go” model, customers may order and pay for items
online or by phone. They can then either pick-up items purchased from the business
curbside, have the items delivered to their home or business, or have the items shipped.
Key requirements for the new retail “to-go” service delivery model include:
The “to-go” model represents a significant shift in service delivery for many local retail
outlets and will be the first time many businesses have reopened since the pandemic
began. Staff will initiate a targeted assessment and outreach strategy on April 24 to
ensure “to-go” retail outlets are exercising necessary safety precautions in alignment
with Governor Abbott’s Executive Order. The strategy includes observing curbside
pickup operations to ensure employees are wearing face coverings and to confirm that
items are placed in either the back seat or trunk of vehicles, distributing copies of the
attached educational materials, and conducting targeted outreach with large retailers
to review cleaning, sanitizing and social distancing best practices. As additional
businesses are granted permission to reopen, staff will expand their enforcement and
education efforts to include proactive outreach to businesses as they resume operation

to ensure necessary safety precautions are implemented. Additional COVID-19 related

F. Road Maintenance on Dallas Drive – There have been some recent inquiries as to the
road construction activity along Dallas Drive from I-35 to just past Teasley Lane. The
road construction on Dallas Drive is a TxDOT project where they are doing some
extensive maintenance. The City completed intersection improvements at
Dallas/Teasley to make the left and right turn lanes safer, improved pedestrian safety
via medians, and added new signals in the intersection. That was the extent of the City’s
participation as this road still belongs to TxDOT. The remainder of the road was in
rough shape and TxDOT has had plans to perform heavy maintenance along Dallas
Drive for a while. With traffic volumes being lighter at the moment, now is the ideal
time to do this kind of work and not disrupt commuters. In regards to a timeline,
TxDOT has indicated that they will be completed with the work by June 15, 2020

G. EMS CARES Act Relief Fund Payment – As part of the CARES Act, the Denton Fire
Department received a stimulus of $61,281.43 from the US Department of Health and
Human Services. This payment will be used to fund EMS expenses related to COVID-
19 response measures. Allowable projects and purchases include, but are not limited
to, overtime, equipment, supplies, training, and travel expenses. Staff contact: Kenneth

H. Dallas Drive and I-35E Frontage Road Update – Over the last few weeks, the City
received concerns from citizens related to the Dallas Drive/I-35E exit and entrance
ramps and its intersection with the I-35E Northbound Frontage Road. Based on these
concerns, City staff conducted field assessments and collected traffic data to identify
issues and develop solutions to improve safety in this area. It should be noted that both
Dallas Drive and I-35E Frontage Road are state facilities that are owned, maintained,
and operated by TxDOT. As such, any improvements/changes along these facilities
(including intersections) have to be approved and implemented by TxDOT. City staff
has submitted a formal request in the form of a letter (attached) to TxDOT that
identifies the existing issues at the exit/entrance ramp for Dallas Drive at I-35E. The
submittal of the letter will be followed by developing a short term and long term
improvement plan at Dallas Drive/I-35E Northbound Frontage Road. In the next few
days, City staff will actively engage TxDOT staff to develop and implement a short
term improvement plan and begin the development of an implementation plan for the
long term improvements at Dallas Drive/I-35E Northbound Frontage Road. The short
term improvements are estimated to be completed this summer. Staff contact: Pritam

I. Longridge Update – On the evening of April 20, 2020, Atmos Energy notified the City
of Denton of a damaged storm water pipe that was discovered while they were working
in the area. Streets and Drainage on-call personnel were dispatched to Longridge Drive
between Hollyhill Lane and Woodbrook Street. Upon arrival, crews blocked off the
area and detoured traffic. Crews have excavated the area and are working on the repair.

Weather permitting, the road should be repaired and reopened by Friday, May 1. Staff

J. Parks and Recreation Refund – During the April 21 Council meeting, more information
was requested regarding the refunds for programs, rentals, and events Parks and
Recreation expects to process this summer due to the pandemic. The below figures are
as of April 22 and will continue to change as staff reaches out to patrons regarding
cancellations due to facility closure updates.

Additional information regarding Water Park Passes:
In an effort to accommodate patrons during this time, Parks and Recreation is offering
three different options for refunds for Water Works Park Passes purchased during the
Holiday Sale for Summer 2020.
1. Transfer passes to the Summer 2021 season. This locks in the discounted rate
paid during the sale and makes their pass usable for Summer 2021.
2. Return the money back to their CivicRec account as a credit, which can be
used for any future Parks and Recreation fee.
3. Full refund via Check or Credit Card (depending on the method of payment).
A total of 1,579 Water Works Park season passes were sold during the holiday sale.
As of April 21, 71 passes have been refunded, which equaled the above figure.
Another ten passes have been transferred to summer 2021, totaling $440. Patrons can

K. KDB Tree Health Assessment Survey – To capture the success rate of trees planted
through Keep Denton Beautiful urban forestry programs over the last five years, KDB
is asking residents to complete a short survey that is open to all Denton residents who
received a free tree from 2014 to 2019. This includes free trees given away at Arbor
Day Campus plantings, Community Tree Giveaway, Free Tree Class at the Redbud
Festival, Trees Mean Business, Tree Rebate Program, or Tree Your Block. Survey
feedback is requested by June 1. The survey is available at www.kdb.org and here.

L. Virtual Recreation Center – Nothing can take the place of a real recreation center
bustling with programs, people, and employees. However, the outreach a recreation
center provides was something Parks and Recreation staff believed could be substituted
with a virtual one. Staff created a virtual recreation center that can provide Denton
residents with ways to connect with their favorite PARD staff through videos, blogs,
and other easy to access opportunities. The virtual recreation center focuses on health
and fitness, virtual events, at-home crafting, and learning opportunities for children and

M. Urban Forestry Master Plan Clarification – On April 10, Parks and Recreation staff
sent an update on the Urban Forest Master Plan (UFMP) to City Council, including a
draft copy of the UFMP for review. A formal presentation to City Council was delayed
due to the COVID-19 pandemic. Staff is now planning to present to City Council in
June.
To clarify a point made in a recent op-ed in the Denton Record-Chronicle, the fourth
goal of the UFMP (page 45) “recognizes trees as green infrastructure,” which later
states the UFMP would “maintain a tree committee to review changes to the Denton
Development Code.” This committee is not recommended to be full-time, but rather
function as an ad hoc focus group. The focus group would be able to review any
proposed changes to the Denton Development Code/Code of Ordinances regarding tree

III. Upcoming Community Events and Meetings
A. Events
All City-sponsored events and programs are suspended through Monday,
May 4, or until further notice. Certain areas of Parks and Recreation facilities
will also be closed through Monday, May 4, or until further notice, such as
gymnasiums, fitness areas, meeting rooms, and the walking track at the Denton
Civic Center. Signs will be posted at these facilities. As conditions change,
these periods may be extended, and additional announcements may be made.

Unemployment Information (as of 4/23/2020)
Texas Workforce Commission Operational Changes
Currently seven (7) call centers accepting calls, 7 days a week, from 7 a.m. to 7 p.m.
o This includes four (4) TWC call centers and three (3) contracted call centers.
o Eighth call center (fourth contracted call center) will go online this week.
Improvements still being made to online system and phone system.
350 Texas House and Senate staffers are providing additional assistance.
450 TWC staff members from other departments have been reassigned to assist with
unemployment claims.
119 emergency assistance workers have been hired in the TWC call centers, with a goal to hire 175
total (applications still being accepted).
In total, more than 1,000 individuals will be added to assist with unemployment claims once
everyone is hired and operational.
o In total, TWC has more than 1,500 staff members helping support unemployment insurance
services.
Artificial intelligence chat bot added to TWC website has already helped more than 175,000 Texans
by responding to more than 456,596 questions.
TWC reallocated $12 million for remote services and training to help Workforce Development
boards provide remote services including layoff aversions and training.
On average, it takes about 21 days from the time an application is made and qualified, to when an
individual receives benefits. However, some people are able to receive benefits sooner, while for
some it may take longer.
Stats about Unemployment Claims
TWC has received an average of 2 million calls per day.
o TWC has more capacity to intake claims online than over the phone, so TWC continues
to encourage claimants to submit claims online.
Since March 14, TWC has processed 1.5 million applications for unemployment benefits.
o That is the equivalent of 2 years’ worth of claims in 36 days.
On April 13, $183 million in claims were paid out to approx. 137,000 claimants.
On April 20, $276 million in claims were paid out to approx. 151,000 claimants.
More than 800,000 Texans are eligible to receive payments this week.

Information for Claimants
Claims are paid out bi‐weekly.
If an amount is allocated on weekly basis (e.g. the $600 federal pandemic unemployment
compensation), a claimant will receive two weeks worth in each payout.
Claimants SHOULD NOT use a third pay application company or system. TWC WILL NOT process any
claims made by a third‐party application or service. TWC will only accept claims made directly by
impacted individuals or made directly by a business on behalf of their employees.
Claimants must request payment every two weeks:
o Logon to Unemployment Benefits Services and select “Request a Payment.”
o Call 800‐588‐8321, select Option 1.

Workforce Development Boards
o Employer services: WDBs provide a full array of job posting and placement services, up‐to‐
date information on the labor market and emerging occupations, recruiting, retention, and
training assistance, tax and hiring incentives and more. Due to the spread of COVID‐19,
Workforce Solutions Offices across the state have had to adjust their schedule and
availability. Before you physically go to any office please check the below list to confirm the
office is open and its hours. Some offices have moved to offer services virtually. The below

TWC Rapid Response for Businesses
o When businesses close plants or lay off workers, Texas Workforce Solutions can provide
immediate on‐site services to assist workers facing job losses. Rapid Response provides early
intervention assistance designed to transition workers to their next employment as soon as
possible. Rapid Response services are tailored to each company, based on needs of the
affected employees.

Mass Claims and Shared Work Programs
o If you have to close your business either temporarily or permanently and need to lay off
employees, you may be able to submit a mass claim for unemployment benefits on their
behalf. The Mass Claims program streamlines the unemployment benefit claims process for
employers faced with either temporary or permanent layoffs. Employers can submit basic
worker information on behalf of their employees to initiate claims for unemployment
benefits. You can submit a mass claim request on Employer Benefits Services 24 hours a day,
seven days a week.

o If your business has slowed down due to the pandemic and you need to reduce employee
working hours, you may be able to avoid laying off employees by submitting a shared work
plan. The Shared Work program provides Texas employers with an alternative to layoffs.
TWC developed this voluntary program to help Texas employers and employees withstand a
slowdown in business.

Dear Ms. Massey:
The City of Denton has received a number of inquiries from citizens regarding the area adjacent to and
including the IH 35E northbound exit to Dallas Drive. The area where the northbound IH 35E service
road crosses the northbound exit ramp and southbound lanes of Dallas Drive (in front of Calloway’s) are
of particular concern to the city.
The city is requesting that TxDOT initiate an engineering analysis of the area to determine the best short-
term improvements needed to reduce traffic conflicts and improve safety. Additionally, we have received
comments related to the movement of traffic from Dallas Drive in the southbound direction and merging
with the fast-moving freeway traffic on the left side as opposed to the typical freeway merge that occurs
on the right side with the slower moving freeway traffic. The merging distance on the left side of the
freeway appears to be less than desirable for that movement. Also, a considerable portion of this traffic
from Dallas Drive merging from the left, wants to exit at Brinker/Buc’ees Blvd. The distance between
the on-ramp and the off-ramp appears to be less than desirable for that movement.
We are aware that the ultimate solution for these issues will be the implementation of the improvements
depicted in the approved schematic and environmental documents for IH 35E. Therefore, the City of
Denton requests that discussions begin as to how the city, county and state can work to identify a
breakout project for this section of IH 35E as well as the funding needed for its construction. We have
attached our latest traffic count information to assist with your analysis. Our staff is available to assist
TxDOT in whatever capacity you need to implement a plan to address these concerns.

retail businesses will be able to provide "to-go" services with some restrictions.

Through retail-to-go, customers may order and pay for items
online and by phone from retail stores. Items may then be:
• Picked up curbside
• Items picked up at the store must be placed

or by a third-party carrier and left at the

BACKGROUND:
The Denco Area 9-1-1 District seeks nominations of individuals to serve on the Denco Board of
Managers.
DISCUSSION:
The City has received a request (attached) from Greg Ballentine, Executive Director for Denco
Area 9-1-1 District, for nominations of individuals to serve on the Denco Board of Managers. The
Denco Area 9-1-1 District was created in 1987, and is governed by a board of managers appointed
by the County, participating cities, and the Denton County Fire Chief’s Association. Board
members serve staggered two-year terms and are eligible for reappointment. A list of the current
Board Members is attached to the memorandum.
Each year, the term of one of the two members appointed by participating municipalities expires.
This year, the term of Mr. Jim Carter, expires September 30, 2020. Members are eligible for
consecutive terms. Mr. Carter has expressed his desire to serve another term. His résumé is also
attached.
Nominations must reach Denco on or before May 31, 2020. If you have a nominee for
consideration by City Council, please contact Public Safety Communications Division Manager,
Suzanne Kaletta and it will be considered at the May 19 Council Meeting.
On June 1, 2020, Denco staff will send the slate of nominees to each city for consideration,
requesting the city to vote for one of the nominees. Written notice of the council’s selection must
reach the Denco Area 9-1-1 District by 5:00 p.m. on July 31, 2020. Requests for votes from

DEFINING PROCEDURE FOR APPOINTMENT OF PARTICIPATING
MUNICIPALITIES' REPRESENTATIVE TO THE DISTRICT BOARD OF MANAGERS
WHEREAS, this resolution shall take the place of Resolution 1999.02.04.R01 by the same title; and
WHEREAS, Chapter 772, Texas Health and Safety Code provides for the Denco Area 9-1- 1 District Board of Managers to have
two members appointed jointly by all the participating municipalities located in whole or part of the district."; and
WHEREAS, each member serves a term of two years beginning on October 1st of the year member is appointed; and
WHEREAS, one member representing participating municipalities is appointed each year.
NOW, THEREFORE BE IT RESOLVED BY THE DENCO AREA 9-1- 1 DISTRICT BOARD OF MANAGERS:
The procedure for participating municipalities to appoint a representative to the Denco Area 9-1-1 District Board of
Managers shall be the following:
1. Nominate Candidate: Prior to April 1" of each year, the executive director shall send a written notice to the
mayor of each participating municipality advising that nominations are being accepted until May 31't of that
same year, for one of the municipal representatives to the Denco Area 9-1- 1 District Board of Managers. The

must be received at the Denco office prior to 5:00 p.m. on May 31st of that year. No nominations shall be

3. Tally Votes: The one nominee with the most votes received by the deadline will be the municipal representative
appointed for the two-year term beginning October 1' t.
4. Tie Breaker: If there is a tie between two candidates with the most votes, a runoff election will be held
immediately with the candidate receiving the most votes serving the remainder of the term. The incumbent
representative shall serve in that position until replaced.

BACKGROUND:
In recognition of the City’s efforts to ensure greater financial accountability and transparency,
the City of Denton has been awarded a Financial Transparency Star by the Texas Comptroller of
Public Accounts. The City’s financial transparency website features access to financial reports,
city budgets, CAFRs, payment information, downloadable data sets, and debt reports.
The Comptroller’s office launched the Transparency Stars program in March 2016 to recognize
cities, counties and school districts making strides to greater government transparency by
providing easy online access to important financial data. The Transparency Stars program
recognizes local government entities that provide online access to important financial data.
Denton is one of approximately 75 Cities to be awarded the Traditional Finances Star
Denton’s financial transparency site can be found at the following address:

City of Denton Receives Recognition for Transparency
Efforts from Texas Comptroller
Texas Comptroller Glenn Hegar announced the City of Denton is the latest local
government entity to achieve specific transparency goals through the Comptroller’s
Transparency Stars program. The City of Denton received a star in the area of
Traditional Finances, which recognizes entities for their outstanding efforts in making
their spending and revenue information available.
Transparency Stars recognizes local government entities that provide easy online
access to important financial data.
“By providing meaningful financial data in addition to visual tools and analysis of its
revenues and expenditures, the City of Denton has shown a true commitment to Texas
taxpayers. This effort achieves the goals set by my office’s Transparency Stars
program,” Hegar said. “I am pleased to award the City of Denton a star for its
accomplishments.”
The Comptroller’s office launched the Transparency Stars program in March 2016 to

Information on request for a moratorium on 5G wireless permits
BACKGROUND:
On April 16, a concerned resident wrote to City Council and City Manager’s Office staff regarding
the rollout of 5G wireless technology. The citizen requests that the City impose a moratorium on
“small cells” and other wireless infrastructure permits process and deployment until the COVID-
19 pandemic response is complete.
DISCUSSION:
The City of Denton is a member of the Texas Coalition of Cities for Utility Issues (TCCFUI),
which is a coalition of more than 50 Texas municipalities dedicated to protecting and supporting
the interests of the citizens and cities of Texas with regard to utility issues. TCCFUI is comprised
of all sizes of cities from large municipalities to rural villages. TCCFUI monitors the activities of
the United States Congress, the Texas Legislature, the Public Utility Commission of Texas, the
Texas Railroad Commission, and the Federal Communications Commission on utility issues of
importance to municipalities.
The City Attorney’s Office was on a conference call recently with the TCCFUI board regarding
the subject of 5G in the state of Texas. Questions were raised about stopping and/or delaying 5G
permit applications. The TCCFUI board concluded that Texas law does not allow cities to not
issue 5G permits under Chapter 284 of the Texas Local Government Code for which proper
application and review has been made. Also, Texas law does not allow cities to put moratoria in
place to prevent the issuance of the permits and federal law, in this instance, does not preempt
Texas’ legislative effort in this area. Due to the COVID-19 pandemic, the Texas Municipal League
(TML) has requested relaxation of the Chapter 284 shot clock (and other shot clocks)
requirements; however, the governor has not agreed to do so at this time.
To date, 32 permits have been issued to construct the first small cell network nodes throughout the
city, and city staff is currently reviewing permit applicants for another 10 proposed locations.
Based on feedback from Engineering staff, the following are the number of 5G permits in the
queue as of April 22, 2020.
43 applications submitted so far (40 Verizon, 3 AT&T)
The breakdown is as follows:
32 permits issued and in-hand (30 Verizon, 2 AT&T)
10 submittals in Tech Review (All Verizon)
1 submittal is correcting a failed completeness review (AT&T)

CONCLUSION:
Per state law, the City of Denton is not allowed to issue a moratorium for considering 5G permit
applications. However, if Council wishes to act regarding the processing of 5G applications, they
may seek change at the state level. This can be done by either (i) petitioning the governor to take
action under his presently available emergency powers to remedy this problem (but this would
only be effective during the emergency declaration period), or (ii) seeking a change in the law
during the next legislative session. The next legislative session begins in January 2021.

I am a concerned citizen writing to you in regard to the rollout of 5G and the growing mass of
scientific data which suggest there are real dangers posed by what will be unprecedented levels of
exposure to the millimeter wave (MMW) employed in 5G technology. At the very least, this technology
has NOT been proven safe. I am concerned not only for my own health, but the health of everyone in
our community, as no one, even those most sensitive to such interference, will be unable to opt out
once the technology is put in place. Because the pandemic is fueling a push for quicker rollout of 5G, I
ask you to please impose a moratorium on “small cells” and other wireless infrastructure permits
process and deployment until the COVID-19 emergency is over.
The wireless providers are using the COVID-19 emergency as cover to expand and cement their rapid
and virtually unsupervised deployment of harmful wireless infrastructure. Our local leaders should not
have to dedicate time and resources to policing whether the wireless companies are following local and
state law right now – they need to focus on more important things.
The FCC wireless permit rules allow emergency moratoria. Homeland Security guidelines emphasize
that maintenance of existing communications capability is the priority. But new construction is not
“essential.”
The FCC has directly held a local jurisdiction can impose a temporary halt to deployment and permits
during emergencies. In the Matter of Accelerating Wireline Broadband Deployment by Removing
Barriers, FCC 18-111, 33 FCC Rcd 7705, 7784-7785, ¶157 (2018) (“We recognize that there may be
limited situations in the case of a natural disaster or other comparable emergency where an express or

de facto moratoria that violates section 253(a) may nonetheless be ‘necessary’ to ‘protect the public
safety and welfare’ or to ‘ensure the continued quality of telecommunications services.’”)
Homeland Security has declared that local government is on the forefront and can take control over
determining whether to temporarily halt all non-essential activity. Homeland Security guidance
documents prioritize maintenance of existing Communications Systems, and do not support

“protection, response, recovery, and restoration”). Homeland Security, like the FCC, understands that
it is essential in an emergency situations justify focusing on protecting, responding, recovering and
restoring of existing systems, but new communications facilities construction is and should be deemed
nonessential, and subject to lockdown for so long as we are under emergency conditions.
Cities can and should impose a moratorium on deployment in their local area and freeze the permit
process until the COVID-19 emergency is over, and after that, until the dangers to human and animal
life are better understood.

SUBJECT:
City of Denton Solid Waste and Recycling Performance Amid the COVID-19 Pandemic
BACKGROUND:
The purpose of this report is to provide performance data on waste generation and revenue
projection at the City of Denton due to COVID-19 impacts.
DISCUSSION:
Stay-at-home orders have caused an unprecedented change in waste generation characteristics.
Although we are working from very small data sets, trends are starting to emerge that will allow
the City to respond with adjustments to service provision that best suit customers’ needs and
preserve fiscal health.
Due to shelter in place orders, our residential customers have increased their weekly waste
generation by 53% over pre-COVID rates, 839 tons last week versus 549 tons the first week of
March. Requests for collections of bulk material have increased 49%, and requests for yard waste
services are also trending upward. Multifamily properties are being closely watched by staff to
ensure that adequate capacity is provided. Anecdotally, the volume of curbside recycling material
collected curbside has increased by 29.3%, 194 tons last week versus 150 tons the first week of
March. The level of contamination, however, has increased notably. A detailed report on City of
Denton recycling trends will follow upon the release of the April data from Pratt Recycling.
Conversely, the City’s commercial sector realized a significant reduction in activity in recent
weeks. They collected 26.2% fewer tons on average, 1,258 tons last week versus 1,706 tons in the
first week of March. Since March 16, 2020, the Solid Waste & Recycling Department has reduced
service levels of approximately 260 containers (8%) and 13 containers (0.4%) have been
permanently removed from service. These actions resulted in a monthly revenue loss of
approximately $85,000.
At the start of the stay-at-home orders, customers visiting the landfill immediately decreased
approximately 30%, however, those volumes began returning to pre-pandemic levels within the
last few weeks.
The performance of our contract waste haulers mirrors the waste generation realized throughout
the City. Initial response to COVID-19 resulted in a reduction of volumes delivered, however,
waste deliveries have started to return to pre-COVID levels. Based on recent trends, staff is
projecting that these haulers will deliver less waste in aggregate to the facility than allowed by
contract. Keep in mind that the contracts approved by Council last fall guarantee minimum

revenues of $5.24 million regardless of any shortfalls in volumes delivered to the landfill. Based
on current trends, staff does not expect landfill life to be negatively impacted.
Staff is continuing to monitor revenue impacts as they develop. To date, the Solid Waste fund is
projecting an increase of $2.9 million in total revenues, largely due to increased gate traffic and
contract waste agreements. It is worth pointing out that original FY 19-20 adopted budget revenues
forecasted contract hauler revenues considerably lower than the final council approved amounts,
$2.79 million budgeted versus updated figure of $5.24 million.
While the Solid Waste and Recycling Department remains cautiously optimistic given the limited
amount of data available for review, they continue to monitor activity and work to ensure the health
of the fund. Like other departments, Solid Waste is working through exercises to reduce
expenditures while maintaining the quality of service that customers currently enjoy. Phase 1
reductions, which include position and merit increase freezes, department expense reductions, and
the reallocation of capital projects, is anticipated to result in approximate annual savings of
$4.5 million. Phase 2 departmental reductions will include savings realized through the Voluntary
Separation Program, approved by City Council on April 21, 2020, and other necessary reductions
to ensure financial viability while assuring service delivery.
The Solid Waste Department will continue to work with the Finance Department to provide
updated performance data in planned updates to the City Council.

REGISTRATION GUIDELINES FOR ADDRESSING THE CITY COUNCIL
Due to COVID-19 precautions, members of the public will not be able to attend the May 5 City Council
meeting in-person. To accommodate and receive input on agenda items, citizens will be able to participate
in one of the following ways (NOTE: Other than public hearings, citizens are only able to comment one
time per agenda item; citizens cannot use both methods to comment on a single agenda item. Public
comments are not held for work session reports.):
• Virtual White Card – On May 1, the agenda was posted online at
www.cityofdenton.com/publicmeetings. Once the agenda is posted, a link to the Virtual White Card, an
online form, will be made available under the main heading on the webpage. Within this form, citizens may
indicate support or opposition and submit a brief comment about a specific agenda item. Comments may
be submitted up until the start of the meeting, at which time, the Virtual White Card form will be closed.
Similar to when a citizen submits a white card to indicate their position on the item, these comment forms
will be sent directly to City Council members and recorded by the City Secretary.
City Council Members review comments received in advance of the meeting and take that public input into
consideration prior to voting on an agenda item. The Mayor will announce the number of Comment Cards

Council. Each speaker is allowed a maximum of four (4) minutes to present their report. At the conclusion
of each report, the City Council may pose questions to the speaker or may engage in discussion. If the
