II. General Information & Status Update
A. Mayor and Council Reception – Staff is planning a reception to honor and recognize
Mayor Watts and outgoing Council Members on Tuesday, November 17 from 4 to 6
p.m. The reception will be held at the Denton Civic Center, 321 E. McKinney St, to
allow for more space and distancing than the reception traditionally held in the Council
Work Session room before canvassing. An invitation is attached. The reception will
be open to the public with face coverings required. Staff will count and manage
capacity for proper social distancing.
At approximately 5 p.m., Mayor Watts and any outgoing Council Members will be
recognized for their service and dedication. Light, individually-wrapped refreshments
will be available.
Following the reception, the City Council will convene in a virtual meeting at City Hall
starting at 6:30 p.m. to canvass the election results and swear -in new members. New
members will be asked to come in-person to City Hall to be sworn-in. As with other
recent Council meetings, this Council meeting will not be open to the public for in-
person viewing, but it will be streamed live and recorded. Staff contact: Sarah

B. Denton County COVID-19 Relief Fund (CRF) Eviction Prevention & State Eviction
Diversion Programs – As of October 23, the United Way of Denton County (UWDC)
COVID-19 Relief Fund (CRF) Eviction Prevention program has provided 2,669
households in Denton County with 4,557 months of financial assistance. To date, 910
Denton residents have been provided 1,667 months of assistance. The fund saw its
highest number of requests and highest amounts of assistance provided in one week
($290,000) between October 19 and 23. While wait times persist due to increased
volumes, UWDC has successfully collaborated with CRF agencies to manage urgent
requests and prevent evictions and shutoffs. UWDC staff are working with The
Junction (formerly Our Daily Bread) and Grace Like Rain staff to house individuals
and families experiencing literal homelessness with assistance from the CRF.
Additionally, UWDC staff are assisting both agencies in past and present data entry
into the HMIS to ensure accurate data for the community.
City and UWDC Staff are currently reviewing the Texas Eviction Diversion Program
(TEDP), a program that the Texas Supreme Court, Texas Department of Housing and
Community Affairs, and Office of Court Administration have piloted in 19 counties
that will become effective statewide November 9. The TEDP (flyer attached) aims to
help tenants who can’t keep up wit h rent due to the COVID-19 pandemic and who have
been sued for eviction to keep their current living situation. If both the landlord and
tenant agree to participate in the program, the TEDP can provide up to five months of
past-due rent payments, and for up to six months of future rent payments. Tenants must
be sued for eviction and meet income requirements to be eligible for assistance through
the program. Staff will provide more information about how the program will be

C. Health Department Provides Flu Shots to People Experiencing Homelessness –
Community Services partnered with Denton County Public Health (DCPH) to
coordinate free flu shots for people experiencing homelessness at Our Daily Bread and
staying at the alternative shelter hotel in Denton. Thursday, October 29, DCPH staff
provided 49 total vaccinations to individuals at both locations at no cost. City staff will
continue to coordinate with DCPH, Our Daily Bread and Grace Like rain to ensure
families with children staying in shelter and hotel can make clinic appointments for the
safe distribution of flu vaccines to children in a monitored setting. Staff contact:

D. Civic Center Open for General Elections – The Denton Civic Center will be open for
early voting, October 13 through October 30. The Civic Center will be open from 7 a.m.
to 7 p.m. on Monday through Saturdays. On Sundays, the hours are 11 a.m. to 4 p.m.
On Election Day, November 3, the Civic Center, MLK Jr. Recreation Center, and North
Lakes Recreation Center will be voting sites.
Curbside voting is available to any voter who has difficulty walking or standing for
long periods. When you arrive at the Civic Center, have them notify the election official
at that time if you have an assistant with you. The election official will then bring your
ballot to your car outside the polling location. If you do not have an assistant, please
call (940) 349-3200 ahead to notify the voting clerk you want to vote curbside.
Otherwise, the Civic Center will remain closed and not open to the public. During the
voting hours, staff will be at the Civic Center; however, the walking track and other

E. Positive COVID-19 in Youth Volleyball League – On Wednesday, October 28, Parks
and Recreation staff learned that a player who participated in a Youth Volleyball game
on October 24 at 10:10 a.m. tested positive for COVID-19. The Youth Volleyball
League took place at the Denia Recreation Center. The individual wore a mask in and
out of the building and only interacted with their respective teammates and immediate
family members. At the time o f the game, the individual did not feel sick and was not
experiencing any symptoms. The individual did not begin to experience symptoms until
the evening of Tuesday, October 27, and tested positive for COVID-19 on October 28.
Following the CDC’s exposure guidelines and based on the information provided by
the individual, the individual was not considered medically contagious at the time of
the game. Per the doctor's note, the player will be cleared from quarantine on November
8. The player will be required to provide a negative test result before they are allowed
back into the Youth Volleyball League.
Additionally, PARD staff advised the team members to monitor for symptoms. At this
moment, no other team members have reported any symptoms or illness. The
participant did scrimmage with their respective team on the evening of Tuesday,
October 27. The scrimmage included an additional team that plays in the same age
division. To maintain the spread of the illness and allow for all team members to self-
monitor, neither team will be allowed to participate in games on Saturday October 31.

The Youth Volleyball League has established several safety measures for players,
spectators, and staff members. See below for some of the key measures.
• The players sanitize the ir hands prior, in between, and after each game.
• The game ball is sanitized throughout the game.
• Teams are advised to avoid the common practice of high-fives, shaking hands
etc. Teams are encouraged to find alternative ways to show sportsmanship, such
as air high-fives and waves from the opposite side.
• The referee uses an electronic whistle instead of a regular whistle to avoid
spillage of saliva in the air.
• Referees and staff members wear a face covering and maintain social distance
from other individuals.
• It is recommended that players wear masks, but this is not required because they
are considered active on the playing field.
• Spectators are limited to 1-2 people per player. All spectators must wear face
coverings and social distance inside the facility.
The Youth Volleyball league activities will resume as normal. Staff will provide an

F. Veterans Memorial at Oakwood Cemetery – On Monday, November 9, the Texas
Veterans Hall o f Fame will unveil the new Remember Them Forever (RTF) signs and
War Panels. The panels will be located at both flagpoles inside the Oakwood Cemetery,
and be the focal point for the Texas Veterans Hall of Fame Host and Research Program.
The program’s aim is to get more individuals, groups, and community leaders involved
in preserving the history, sacrifices, and accomplishments of Texas Veterans buried
throughout the State of Texas.
Oakwood Cemetery will serve as the model for other cities to reproduce. The Parks and
Recreation Department maintains the grounds at both the IOOF and Oakwood
Cemeteries, where over 600 Veterans are buried. With this program, a marker will
denote the veteran with a small American flag and a QR code at each veteran's
gravesite. Visitors can scan the QR code to learn about the specific veteran, such as
their name, branch of service, dates of service, and awarded medals. Pictures attached.

G. City of Denton Waste Characterization Studies – In the October 9 Friday report, staff
reported of its participation in the 3rd NCTCOG Regional Waste Characterization
Study, taking place October 26 – November 1, 2020. Trash and Recycling samples
(approximately 800 lbs. each) are actively being collected this week and will be
delivered to the sorting facility on Friday October 30, 2020.
During the October 13, 2020 Council consideration of Item 20-2009, Staff reported
that, due to the NCTCOG project, the City of Denton would be able to piggyback on
those efforts to complete its characterization envisioned for the City’s Comprehensive
Solid Waste Management Strategy. Next week, November 2 to 6, the City of Denton
will be collecting and analyzing residential, multi family, and commercial waste
(approximately 1,600, 600, and 1,600 lbs. each respectively). Results from both
activities will be used in the preparation of the City’s final Solid Waste Strategy. Staff

H. Recreation Center Update – Parks and Recreation staff continue to evaluate facility
usage and citizen requests. As a result, beginning Saturday, November 7, MLK Jr. Rec
Center will close Saturdays, and North Lakes Rec Center will operate from 7 a.m. to

I. Mountain Bike Trail Planning – While Parks and Recreation staff have been working
on the Parks, Recreation, and Trails System Master Plan over the last year or so, they
have also been conducting various community meetings to gain feedback for the future
of the park trail system. This plan included park trails, side paths, greenway trail, as
well as the consideration of on-street trails within the Mobility Plan. Staff gained
feedback from residents via a community meeting o n October 1, and presented to the
Parks, Recreation and Beautification Board on September 14 and October 12, and the
Planning & Zoning Commission on October 21. Next, staff will present the draft plan
to City Council on November 10.
One aspect that staff have been researching and planning for is a dedicated mountain
bike trail. At one point, PARD was working with Solid Waste to potentially use the old
city landfill on the east side of Lake Lewisv ille. However, the City Council’s feedback
on this idea was t hat it would be preferred for the mountain bike trail to be closer to
town, inside the City limits.

Since that point, PARD has been working with a Mountain Bike Trail Focus Group
consisting of local riding enthusiasts, bike shop owners, and staff. To fa cilitate an
adequate trail length, the City needed property of about 100-200 acres. A rule of thumb
for a mountain bike trail is to have a ratio of 1 mile of trail per 10 acres of property.
This ratio provides some separation of riders to magnify the trail experience. To this
matter, PARD worked with the Utilities Department to develop a Memorandum of
Understanding (MOU) to gain access to use an underutilized parcel on Hartlee Field
Road. This site was initially planned for a wastewater treatment facility but has been
changed to a pump station. This site is 230 acres, and the pump station will need 30
acres or less. This would leave an extra 200 acres for PARD to potentially use for the
trails. Prior to design, it is that the trail could be approximately fiv e to seven miles in
length.
PARD plans to crowdsource development of mountain bike trails and creation of a
local trail organization. On November 3, Parks and Recreation, Dr. Joseph Walker, the
University of North Texas, and a few resident volunteers plan to spend time walking
the property and flagging a proposed trail utilizing a topographical map. The proposed
trail will work around existing grades, trees, ponds, and creeks to maximize the acreage
while providing a quality trail experience for all ages and abilities. Once the group
designs the trail, staff intends to organize volunteers to help build the trail over the
winter. At this time, it is unknown when the trail could be completed.
Currently, there is no dedicated funding for this construction, though staff are planning
on financial assistance from the PARD operating budget, potential grants, and

J. Bicycle Resources Update – In the October 23 Friday Report, Capital Projects staff
provided information on the expanded role of the previous Bicycle/Pedestrian
Coordinator position, which will now be responsible for bicycle and pedestrian
planning and will serve as one of the City’s Americans wit h Disabilities Act (ADA)
Coordinators with a focus on accessibility of the City’s infrastructure and construction
projects. After reviewing the October 23 Friday Report, Council Member Briggs
submitted a follow-up request to update the position’s title to specify the role’s bicycle
advocacy responsibilities. After consulting with Human Resources, the previously
proposed title (Senior Transportation Planner/ADA Coordinator) has been expanded to
Senior Planner -Bicycle, Pedestrian and ADA Coordinator. Staff p lans to begin
recruitment for this position in November 2020 with a goal of having the position filled
in early calendar year 2021. Staff contact: Brian Jahn, Capital Projects
K. Online Halloween Costume Contest – This year, Parks and Recreation has moved their
annual costume contests online. Traditionally, the Halloween carnivals held at MLK
Jr. Rec Center and Denia Rec Center each featured a costume contest. Since these
events changed to the Treat-to-Trunk event, the costume contests couldn't happen as
they have in the past.
People are encouraged to upload a picture of their costume in one of five categories:
Best Baby Costume, Best Youth Costume, Best Teen Costume, Best Adult Costume,
and Best Pet Costume.

Then, the public can vote on their favorite picture. One vote per person is allowed each
day. The winner of each category will win a trophy and some goodies. Additionally,
three random entries will be selected for a gift bag of candy.

L. Tyson Incentives – On October 24, Council Member Meltzer requested information
regarding the estimated value of the DME Energy Rider for Tyson. The Tyson EGR
value was estimated at $449,886 over five years. The demand reduction occurs on a
sliding scale over the first five years, eventually returning to Tyson paying 100%
demand in year six. The total demand revenue to DME over the 10 -year horizon was
$2.6 million. The total incentive package was valued at $734,436, with the additional
benefit coming from six-year tax abatement of $284,550. Staff contact: Jessica Rogers,

M. Cameras for Illegal Dumping – On October 24, Mayor Pro Tem Hudspeth forwarded a
request to add security cameras on Pertain Street to monitor illegal dumping. Parks and
Recreation and Tech Services are currently evaluating cameras from various
companies. Meetings are scheduled within the next two weeks with companies to
compare their capabilities, pricing, and mobilization. Curr ently, the budget does not
have funding allocated for the purchase of security and surveillance cameras. Parks and
Recreation will monitor Pertain Street for litter control and illegal dumping. Staff

N. Asphalt on Windsor – On Tuesday, October 28, Council Member Briggs inquired about
when the Windsor Drive contractor would remove asphalt piles from the project area.
The contractor should be removing construction debris regularly. As streets area
reconstructed, asphalt piles are a side product of the work being performed. Capital
Project Delivery and Public Works Inspection staff are closely monitoring the status
and general site conditions along Windsor and are asking the contractor to remove
construction debris and rubble piles every one- to two-days. Staff contact: Trevor

O. The Great American Cleanup (Reimagined) Correction – In the October 23 Friday
Report staff incorrectly stated that volunteers collected litter from 100 sections of
roadway in Denton. The correct number was 54 sections of the roadway. Staff contact:

STATE OF TEXAS EVICTION DIVERSION
PROGRAM
The Texas Eviction Diversion Program (TEDP) helps Texas tenants stay in their homes and provides landlords
an alternative to eviction. The TEDP may provide up to six months of rental assistance for eligible tenants who
are behind on their rent due to the COVID-19 pandemic and have been sued for eviction. Both the tenant and the
landlord must agree to participate and meet the requirements in the chart below. This temporary program is a
unique partnership between the Supreme Court of Texas, Texas Office of Court Administration, and the Texas
Department of Housing and Community Affairs (TDHCA).
·Assistance can be used to pay the full contracted rent that is past due (up to five months), and the remainder
may be used to pay for subsequent months of assistance (up to a total of six months).
·The TEDP uses a special court process that allows courts to put eviction lawsuits on hold and divert them to
the TEDP. Under the TEDP, lump sum payments are provided to landlords for rental arrears in exchange for
allowing tenants to remain in their homes and forgiving late fees. Diverted cases will be dismissed and made
confidential from public disclosure.

TEXAS
El Programa de Desvío de Desalojo de Texas (TEDP) ayuda a los inquilinos de Texas a permanecer en sus hogares y les
brinda a los propietarios una alternativa al desalojo. El TEDP puede proporcionar hasta seis meses de asistencia con el
alquiler para los inquilinos elegibles que están atrasados en el pago de su alquiler debido a la pandemia de COVID-19 y han

Boards and Commissions 2020 Screening & Appointment Process
DISCUSSION:
The May 2, 2020 General and Special Elections were postponed to November 3, 2020 due to the
COVID-19 pandemic. The effect of the postponements specific to the City’s boards and
commissions program was the need to delay board and commission nominations/appointments as
they relate to the 2020-2022 terms.
A work session has been scheduled for December 15 during which the 2020-2022 Boards and
Commissions Screening & Appointment Process will be presented to City Council. At that time,
an overview of the nomination, vetting, appointment, terms, qualifications, and application
processes will be detailed. At that time, City Council will be provided pertinent member
information, including any applications submitted by existing Board or Commission members
seeking reappointment , as well as applications for any interested citizens seeking appointment to
a Board or Commission. The information will be provided in binder form to Council Members,
as has been done in previous years.
The proposed timeline is as follows. The nomination/appointment process and related timelines
will also apply to the newly created Chief of Police Advisory Board.
● November 6, 2020 Email notifications will be sent to all existing members and
other interested individuals to submit an online application,
due November 20.
• November, 2020 City staff will promote the upcoming Boards/Commissions
appointment process across its communication channels and
encourage interested individuals to submit by November 20
so their applications can be sent to Council.
● December 15, 2020 Staff Presentation to Council on the 2020-2022 Screening &
Appointment Process
● December 30, 2020 Deadline for Council Members to submit nominations (if
new, contact information is key)
● January 12, 2021 Formal appointments begin at City Council Meeting
Note: Appointments can begin sooner based on nominations received
in advance of the noted deadline and vetting completed.
To better manage, track and monitor nominations, appointments, member database, and
submission of applications, an online program is now available. Detail on current boards and
corresponding membership (available here) will still be retained in the new format, while the
application is streamlined to allow pertinent information to be captured and recorded without the
need for manual entry. You may view the test site here. The program will go live on Monday,
November 2.

REGISTRATION GUIDELINES FOR ADDRESSING THE CITY COUNCIL
Due to COVID-19 precautions, members of the public will not be able to attend the November 10, 2020
City Council meeting in-person. To accommodate and receive input on agenda items, citizens will be able
to participate in one of the following ways (NOTE: Other than public hearings, citizens are only able to
comment one time per agenda item; citizens cannot use both methods to comment on a single agenda item.
Public comments are not held for work session reports.):
• Virtual White Card – On November 6, the agenda was posted online at
www.cityofdenton.com/publicmeetings. Once the agenda is posted, a link to the Virtual White Card, an
online form, will be made available under the main heading on the webpage. Within this form, citizens may
indicate support or opposition and submit a brief comment about a specific agenda item. Comments may
be submitted up until the start of the meeting, at which time, the Virtual White Card form will be closed.
Similar to when a citizen submits a white card to indicate their position on the item, these comment forms
will be sent directly to City Council members and recorded by the City Secretary.
City Council Members review comments received in advance of the meeting and take that public input into
consideration prior to voting on an agenda item. The Mayor will announce the number of Comment Cards
submitted in support or opposition to an item during the public comment period. Comments will not be
read during the meeting. The City Secretary will reflect the number of comments submitted in
favor/opposition to an item, the registrant’s name, address, and (summary of) comments within the Minutes
of the Meeting, as applicable.
