HomeMy WebLinkAbout2026-006 Sustainability Framework Fund Work Plan October 31, 2025 Report No. 2025-006 INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL SUBJECT: Sustainability Framework Fund Workplan for Fiscal Year 2025-2026 recommended by the Sustainability Framework Advisory Committee. EXECUTIVE SUMMARY: The Sustainability Framework Advisory Committee has recommended the FY2025-2026 Sustainability Framework Fund Workplan linked below. BACKGROUND: The Sustainability Framework Fund, established via Ordinance 21-1698 on August 17, 2021,was intended to commit revenue to sustainability initiatives.An annual Sustainability Framework Fund Workplan (Workplan) was called for to be reviewed and recommended by the Sustainability Framework Advisory Committee(SFAC). The Workplan is developed based on revenue estimates and funds are not expended or encumbered prior to accrual. The FY2022-2023 Workplan FY2022-2023 Sustainability Framework Fund Workplan.pdf approved by City Council on January 10, 2023, was based on a revenue estimate of$4,000,000, while actual revenue for FY2022-2023 was $1,286,099.75. The FY2022-2023 Workplan was continued into FY2023-2024. Based on revenue estimates for FY2024-2025 a refined Workplan was developed that prioritized projects and programs from the approved FY2022-2023 Workplan and aligned with revenue projections. FY 2025-2026 Workplan Projects and Programs Project/Program Budget Energy efficient /minor home repair pilot for low income. $350,000 Low water use medians/ecos stem protection enhancement $200,000 Electric vehicle rebate $150,000 Electric bike rebate $100,000 Air quality sensors O&M $7,500 Electric lawn equipment $100,000 Parks electric mowers $52,500 Bike lane/sidewalk connections $140,000 TOTAL $1,100,000 October 31, 2025 ReportNo. 2025-006 DISCUSSION: The approved FY2022-2023 Workplan contained several projects that have experienced delays such as Electric Vehicle Charging Stations for city fleet. The City has been able to primarily use existing infrastructure for existing and new fleet. In the coming years as city EV fleet grows this effort will be initiated. Projects from the FY2022-2023 Workplan funded to date include an Air Quality Sensor Network, Electric Fire Engine and Denton Police EBike acquisitions, Electric Vehicle, EBike, and Electric Lawn Equipment incentive programs. Other projects did not require support from the Sustainability Fund such as Styrofoam densifier, city facility energy conservation, irrigation incentives, and dollars held to support grants that were not awarded. The FY 2025-2026 Workplan will be implemented based on the current Sustainability Fund balance. The revenue for the fund has been inconsistent and as such Environmental Services & Sustainability is focused on accrued revenue for project/program planning and costs. As the fund grows, future workplans will include that revenue for programs and projects.
