HomeMy WebLinkAbout2026-015 DCAD Nominations Date: January 9, 2026 Report No. 2026-015 INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL SUBJECT: Nomination to the Board of Directors of the Denton Central Appraisal District. EXECUTIVE SUMMARY: The Denton Central Appraisal District Board of Directors received notification of the resignation of Board Member Rob Altman, Place 5, effective as of December 15, 2025. Mr. Altman was an appointed member of the DCAD Board of Directors whose term ends on December 31, 2027. Therefore, DCAD is seeking nominations from the taxing jurisdictions to fill this vacancy. The City Council may nominate one individual to fill the unexpired term. Once nominations are received by DCAD, the current Board of Directors shall appoint one of the nominees by majority vote to fill the vacancy. BACKGROUND: The DCAD Board of Directors board composition includes 5 members appointed by the taxing jurisdictions, the Tax Assessor/Collector serving as a voting member, and 3 publicly elected members. Board members serve staggered 4-year terms. The resignation of Mr. Altman and nomination process to follow is separate from the regular board appointment process conducted in December 2025 for terms ending in the prior year. As a follow-up to the regular board appointment process conducted in 2025, on September 30, 2025, the City Council nominated Ann Pomykal and Mike Hennefer for open place 4 and 7, respectively. The City Council then cast their vote to elect Board members at the December 2, 2025 City Council meeting allocating all 80 votes to candidate Jordan Villareal. In accordance with Texas Property Tax Code §6.03, the Denton Central Appraisal District compiled and verified the votes submitted by resolution from all taxing entities. A total of 1,815 votes were cast, representing 90.75% of the 2,000 total votes allocated among the taxing entities. The cumulative vote totals and corresponding percentages of votes cast are as follows: 1. Mike Hennefer—693 votes (38.19%) 2. Ann Pomykal—555 votes (30.58%) 3. Jordan Villarreal—496 votes (27.33%) 4. DeVon English—71 votes (3.91%) Pursuant to statute, the two candidates receiving the highest cumulative vote totals were determined to be Mike Hennefer (Place 7) and Ann Pomykal (Place 4). Their four-year terms of service on the Denton Central Appraisal District Board of Directors will run from January 1, 2026 through December 31, 2029. DISCUSSION: If the City Council chooses to pass a nominating resolution to fill Mr. Altman's vacancy at the January 13, 2026 City Council meeting, the resolution will be submitted to the Chief Appraiser Date: January 9, 2026 Report No. 2026-015 prior to the DCAD requested deadline of Thursday, January 29, 2026. Following this deadline, the Chief Appraiser will prepare a list of all submitted nominees, and the current Board of Directors shall appoint one of the nominees by majority vote to fill the vacancy. This process is not an"election" governed by the Texas Election Code. It is an independent procedure unique to the property tax system. An appraisal district director must reside in the appraisal district for at least two (2)years immediately preceding the date the member takes office. Most residents are eligible to serve as a director. An individual who is serving on the governing body of a city, county, or school district is eligible to serve as an appraisal district's director. An employee of a taxing unit served by the appraisal district is not eligible to serve as a director. However, if the employee is an elected official, he or she is eligible to serve. Additionally, a person may not serve as a board member if closely related to anyone in the appraisal district if related to anyone who represents owners in the district, or if the person has an interest in a business that contracts with the district or taxing jurisdiction. CONCLUSION: Staff will bring forward a resolution for nomination at the January 13, 2026 Council meeting. The City Council may nominate one individual. Once nominations are received by DCAD, the Chief Appraiser will prepare a list of all submitted nominees, and the current Board of Directors shall appoint one of the nominees by majority vote to fill the vacancy.
