Following the citywide compensation study completed by Evergreen in 2023,staff committed to evaluating the City's pay structure in smaller annual phases rather than conducting another large-scale study.Due to current budget constraints,the City has been unable to complete the planned smaller annual studies.Staff currently utilize PayFactors to evaluate pay for new hires,transfers,promotions, and routine position reviews. The Texas Demographic Center estimates that by 2030 Denton will gain 8,814 households.Of those, 4,014 are projected to be renters.Of those renters,753 would require a 50%AMI restricted rental unit and 1,073 would require a 30%AMI restricted rental unit to not be cost burdened. The estimated value in 2035 is$2,090,803,which is a 249%increase from$840,000. The annual growth in appraised value is kept consistent for each year at 9.54773%. The tax rate remains constant at the current rate of$0.59542/$100 valuation. 11/17/2025 Suzi Rumohr Individual Consideration C HL25-0003a Development Services Sec.10-128(c)states that the tax exemptions are"a maximum of ten(10) Section 11.24 of the Texas Tax Code states that a city may not repeal nor reduce an exemption without the (cont.) successive years."Is it possible for a 50%tax exemption to have a shorter consent of the owner.Additional research is needed to confirm if City Council can vary the duration of the duration than 10 years? tax exemption.Such action would be contrary to historical practice and the applicant has arguably relied on this length of time,in spending the minimum$10,000 amount to be eligible.Therefore,it is recommended that City Council to stay with the 10-year time frame. 2 11/17/2025 Suzi Rumohr Individual Consideration F 25-1933 Procurement/Customer Slide 2:When did the follow-up review occur?What factors made a 20-year Technology Services performed a review of the application in September of this year and deemed this (cont.)
