Public Meetings & Agendas | Denton, TX (civicplus.com) General Information & Status Updates A. Inclement Weather Shelter – The National Weather Service has issued a Winter Storm Warning from Friday night until Sunday afternoon and an Extreme Cold Warning lasting from Saturday night through Monday afternoon. These temperature extremes trigger inclement weather operations at the Denton Community Shelter, where Our Daily Bread provides day and overnight shelter for persons experiencing homelessness. During inclement weather the capacity is expanded and suspensions are lifted. Individuals who have been criminally trespassed are not authorized to re-enter to preserve the safety of other clients and staff. City staff are maintaining open communication with Our Daily Bread staff to ensure they are able to meet the demand for inclement weather shelter. Throughout the weather event, City staff will conduct daily check-ins to identify any needed support and communicate updates to City Council. On Thursday, Jan. 22, The Path Home (also known as the Denton County Homelessness Coalition) and the United Way of Denton County conducted the point in time (PIT) count, the annual census of persons experiencing homelessness in our community. In addition to conducting the PIT survey, volunteers warned individuals of the imminent severe weather and urged them to find shelter, providing them with cold weather clothing, Denton County Transit Authority (DCTA) passes to ensure transportation was accessible, and information regarding inclement weather shelters. City facilities designated as warming stations will be available in accordance with their posted hours, subject to any emergency-related closure. Individuals who are at a warming station and need support getting to the overnight shelter will be provided with a DCTA pass. More information on warming stations can be found online, and any warming station closures due to facility closures will be shared with the community and partners. Contact All City Council Form – The City recently identified and corrected an issue with the “Contact All City Council Members” form on the City Council webpage that temporarily prevented messages from being delivered to Council Members. As soon as the issue was discovered, staff were able to resolve the issue and restore the form to full functionality. All previously submitted messages have been compiled and shared with Council to ensure they have the information intended for them. Residents can continue to use the form to communicate with Council, and staff will monitor its performance to ensure reliability moving forward. Staff contact: Kristi Fogle, City Manager’s Office C. Texas Commission on Environmental Quality (TCEQ) Inspection – The TCEQ Municipal Solid Waste Enforcement Section and Air Quality Investigation Team conducted full-day inspections of the Denton Landfill. The inspections reviewed all records, solid waste operations on-site, the landfill gas collection, and flare systems. Both comprehensive inspections yielded no areas of concern or violations, earning the Solid Waste team a perfect result. Staff contact: Brenda Haney, Solid Waste & Recycling 2 D. Monthly Mobility Report – Innovative Transportation Solutions (ITS) provides a monthly report that includes an overview of Texas Department of Transportation (TxDOT) regional projects. Monthly Financial Reports – The Monthly Financial Report provides a year-to-date comprehensive overview of the City of Denton's financial performance, including key revenue and expenditure highlights, as well as budget variances. Staff contact: Matt Hamilton, Finance F. 2026 Low-Income Housing Tax Credit (LIHTC) Council Consideration – In accordance with Council’s updates to the City’s LIHTC policy, there will be no City Council Work Session discussion on the 9% LIHTC application that was received this year. Staff have applied Council’s requirements for consideration and Council will hold a public hearing and consider the adoption of a Resolution of Support for the project at the Feb. 3 City Council meeting. Due to potential weather related facility closures on Jan. 26, the public meeting has been rescheduled to Jan. 28 at 6 p.m. at the Denton North Branch Library. Mayor’s Pet Spotlight – Maverick is a 6-year-old German Shepherd who has been at the shelter since December. He’s a high-energy, playful dog who thrives on interaction and loves toys. Maverick is highly social with people and enjoys being part of the action, but he does tend to jump up when excited and can pull on the leash, so he’ll do best with fosters comfortable handling a strong, enthusiastic dog. True to his breed, Maverick has herding instincts and benefits from regular exercise and mental stimulation. He’s reactive to other dogs in the kennel environment and can be selective with dog friends, but he does well with bigger dogs outside the shelter. Due to his kennel reactivity and the length of his stay, we’re urgently seeking a home to help Maverick decompress and show his best self. Maverick would thrive in a home that can provide structure, plenty of activity, and positive outlets for his energy. He’s looking for a person who can help him practice good manners and enjoy all the love and loyalty German Shepherds are known for. East McKinney Street Speed Limit – On Oct. 17, Mayor Hudspeth shared an inquiry from the Principal of Ryan High School regarding a potential reduction of the speed limit of East McKinney Street adjacent to the school. Based on speed and crash data, immediate changes to the roadway and speed limit are not recommended, but Transportation Staff will share the data with the Police Department for targeted enforcement in the area. Additionally, this corridor will be one of many considered for a City-wide systematic speed limit adjustment as part of the Vision Zero Phase II Implementation Plan. Union Pacific Railroad Quiet Zones – On Jan. 20, Mayor Hudspeth shared an inquiry regarding the timeline for the downtown area railroad quiet zones for the Union Pacific Railroad (UPRR) in Denton. The City’s design work for the project is completed. However, the City is still working with UPRR on the agreements and final cost of implementation. There has been no timeline on this from UPRR. Traffic Signal at Frame Street – On Jan. 17, Council Member Beck shared a report that the traffic signal at the intersection of Frame Street and University Drive was flashing red. The issue had not been reported to either the Denton Police Department or Denton 311. On the morning of Jan. 20, Traffic Operations Staff drove out to the intersection, made repairs, and corrected the issue.
