office with 2-3 workstations,as has been included in all past fire station construction projects.
2/2/2026 Brian Beck Work Session A 25-2195 Fire What are the annual M&O costs for the temporary vs. permanent options?
Although the temporary fire station will have a smaller physical footprint, its operational and
maintenance demands will be higher due to reduced energy efficiency, increased system wear, and
the inherent limitations of temporary structures. For budgeting purposes,it is recommended to
use Station 5's current annual O&M cost of$51,000 and apply a 25%adjustment, resulting in a
proposed annual O&M allocation of$63,750 for a temporary facility of comparable need.

the board can immediately alter any changes? stage is critical to ensuring the initial structure reflects the City's high standards for accountability,
representation, and the proper use of HOT funds.
Although a Board may amend bylaws post-formation,the City maintains ongoing oversight through
several guardrails:
Contractual safeguard:the HOT fund agreement provides the City with leverage that exists
independently of the bylaws.
Voting thresholds:the initial bylaws establish specific requirements and voting thresholds for any
future amendments.
Board representation:the City will maintain representation on the Board, ensuring the City's
interests remain central to governance discussions.
Ultimately, the City Council's approval is the first necessary step to ensure the organization is
launched with a clear mission, providing the Board with flexibility to operate while retaining the
City's right to oversight through funding and contractual compliance.

Removal of this type of vegetation is consistent with the maintenance recommendations provided

2/2/2026 Brian Beck Public Hearing A 25-1975 Development Services Why are we striking Bike/PED TIAs in section 5.9.8? Compliance with city bike and pedestrian standards is currently reviewed at multiple development
phases, including the site plan and engineering stages. Because these requirements are already
rigorously evaluated during those milestones, including them in the Traffic Impact Analysis(TIA)
created unnecessary redundancy.Consequently, the latest Design Criteria Manual (DCM)update
has removed this requirement from the TIA process to streamline development.

practices. How does this contract address those concerns and recommendations? "specialty surgeries" not being covered under the existing contract;the absence of a process to
independently verify invoice accuracy;and incomplete inventory tracking of non euthanasia drugs.
To address these issues,Animal Services has implemented the following corrective actions:
updated the scope of work and performance requirements within the veterinary services contract;
established a clock-in/clock-out system for veterinary technicians, along with a reporting process to
verify invoice accuracy;and initiated the implementation of software to manage drug inventory.
With these measures in place and the scope of work updated accordingly, staff believe the audit
concerns have been addressed and recommend proceeding with the contract.

and timing of developing the construction documents for this station. The crew will have a safe
structure to begin servicing in October 2028 during severe weather events, with a dedicated safe
room,as incorporated in other modern fire stations.A permanent station will be required at some
point. Moving forward now will conserve all costs associated with a temporary station ($1.2 million

qualified candidates to ensure a balanced and effective board.
2/2/2026 Suzi Rumohr Work Session C 25-2042 Discover Denton Slide 14:What does the HOT Agreement entail? It will serve as the primary contractual mechanism for accountability and oversight. The framework
of this agreement will be largely modeled after the long-standing contract the City held with the
Chamber of Commerce from 1976 until the recent transition. It explicitly outlines eligible use of
funds,reporting requirements,and performance metrics.
