Public Meetings & Agendas | Denton, TX (civicplus.com) General Information & Status Updates A. BridgePay Outage – Since Feb. 6, online utility bill payments made by credit or debit card, including Pay As You Go, have been unable to be processed. BridgePay, the City’s third- party card payment processor, has confirmed that a cyber incident caused its system outage. At this time: • Late fees and disconnects were suspended on Friday, Feb. 6, to give customers time to utilize an alternative payment method to pay their bill. The suspension of disconnects and late fees has been extended until Monday, Feb. 23, before late fees and cutoffs resume. If you are unsure whether your payment was affected by the outage, log into your City of Denton Utilities account and verify that your account is up to date, even if your bills are set to autopay. • Neither debit nor credit card data is suspected to have been compromised. BridgePay has confirmed this incident does not currently involve a card data breach. • A restoration timeline has not been provided to the City. Because this situation is ongoing and the timeline for resolution is unknown, we encourage customers to visit www.cityofdenton.com/paymybill for the latest updates. Additionally, significant updates impacting customers will be posted to our communication channels. The City offers several alternative payment options. While this matter is being resolved, customers can use the following payment alternatives: • Online Options: Customers can still pay online with a credit or debit card by logging into their utility billing account and selecting one of the following: o Venmo o PayPal o PayPal Credit • Customers may also pay through their bank directly via eCheck. In-person alternatives: • 24/7 self-service kiosks located in the Customer Service Lobby at 601 E. Hickory St. • Customer Service Lobby located at 601 E. Hickory St., open 8 a.m. to 5 p.m. Monday – Thursday, and 8 a.m. to noon on Friday • Additional personnel will be available in the Customer Service Lobby to assist customers opting to make in-person card payments. Customers are encouraged to visit www.cityofdenton.com/paymentoptions for a full list of alternative payment options. We are thankful for the community's patience as we navigate this impact. Staff contact: Kayla Herrod, Marketing and Communications 2 B. Community Survey Launch – The City of Denton will launch its biennial Community Survey on Feb. 18. Invitations will be sent to a random sample of single-family and multifamily households, stratified by ZIP code to ensure proportional representation across the city. The survey provides selected residents an opportunity to evaluate City services and quality of life. Results will help guide resource allocation, service levels, and future planning and will be shared with the City management, department directors, and City Council for consideration in policy and budget decisions. The survey will remain open for approximately one month. Staff contact: Aimée Kaslik, City Manager’s Office C. Fire Station 5 Relocation – The 2023 Bond Program funded the design and construction of Fire Station 5 located at 2230 West Windsor. The project includes a temporary fire station site, adjacent to the current station, to house the fire crew for approximately 14 months during the construction phase. The move from the permanent fire station to the temporary site is expected to occur during the week of Feb. 16, with no interruption in service. Staff contact: Kenneth Hedges, Fire D. Controlled Burn Updates – Due to unfavorable wind conditions the controlled burn scheduled for the Burch property on Monday, Feb. 9 has been rescheduled for Friday, Feb. 20. For similar reasons, the North Lakes burn that was scheduled for Feb. 10 will be moved to Feb. 23. The purpose of controlled burns is to rejuvenate native grassland habitat and encourage the growth of wildflower plants. Controlled burns also offer firefighters from Denton and surrounding areas critical wildfire training opportunities. Staff contacts: David Boots, Fire and Marshall McGee, Parks and Recreation 3 E. Mayor’s Pet Spotlight – “Some of our long-term residents and less-visited dogs are looking for love! To help them find it, some of our pups have created profiles to catch the eye of the "one." Our next available bachelorette is Whitney. This mature lady has been searching for love with the City of Denton Animal Shelter since November 2nd. She came in with a group of 14 other dogs and is the last one from the group to not have found a special someone. Staff have noticed that Whitney is clearly in her feelings and keeps blasting Whitney Houston's hit song, "I Have Nothing." Whitney has been single for so long that she wants all her new love's attention for herself, so she would do best in a home with no other dogs. You are still welcome to do a meet and greet if you have other pups in the house. So, will you swipe right on Whitney? Ray Robert Water Treatment Plant (RRWTP) Project Update – On the Dec. 5, 2025, and Jan. 9, 2026, Friday Staff Reports, staff outlined a series of three complete plant shutdowns scheduled at the RRWTP as part of the ongoing Capacity Re-rate and Performance Improvements project. The first two shutdowns were successfully completed in Dec. and Jan. The initial schedule planned for Feb. 9 to Feb. 20, 2026, for the third and final shutdown; however, the dates have been postponed by a week, moving to Feb. 16 to Mar. 2, 2026, to accommodate the testing of filters 5-8. These shutdowns have been, and continue to be, coordinated with the Lake Lewisville Water Treatment Plant staff to ensure Denton’s water supply needs are met, and there will be no impact on customers during these shutdowns. The RRWTP may be brought back online sooner if the improvements are completed early or if water demand increases. Staff contact: Kyle Pedigo, Water Utilities. G. Lake Lewisville Water Treatment Plant (LLWTP) Planned Maintenance – In the Jan. 9 Friday Staff Report, staff identified tentative schedules for two complete shutdowns of LLWTP to perform routine maintenance. An opportunity has arisen to initiate the first LLWTP shutdown earlier than originally planned, due to a modification in the RRWTP shutdown schedule. LLWTP is scheduled to shut down from Feb. 12-14 to remove sediment buildup in the Caustic and Rapid Mix structures. The LLWTP planned maintenance shutdown has been coordinated with the Ray Roberts Water Treatment Plant Capacity Re-Rate and Performance Improvements project shutdowns. The LLWTP plant may be brought back online sooner if the improvements are completed early or if water demand increases. Bonnie Brae Phase 6 timeline update – On Feb. 9, Mayor Pro Tem Rumohr inquired about the timeline for a planned road closure after weather-related delays. The traffic control plan set up on Jan. 14 is extended to Feb. 20, with a total closure of Bonnie Brae Street from Riney Road to Conquest Drive and limited access from Conquest Drive to US-77 for local resident traffic only. Then, from Feb. 23 to Mar. 6, a total closure will be in place from Conquest Drive to US-77. Staff contact: Seth Garcia, Capital Projects B. Corbin Road Update – On Feb. 3, Mayor Pro Tem Rumohr shared an inquiry from a resident requesting an update on Corbin Road plans. Staff have been analyzing the feasibility of extending East Corbin Road from Old Bonnie Brae to New Bonnie Brae, in alignment with the mobility plan. A survey was being conducted to explore the potential purchase of right-of-way to facilitate this connection. The project would establish a second point of access for safety to properties north of Roselawn Drive off Old Bonnie Brae, and provide a more efficient travel route for those residents to reach New Bonnie Brae. However, after receiving feedback from the neighborhood, Staff are holding off on further action until a neighborhood meeting can be held with area residents to gather input on the proposed plans. BACKGROUND: On Tuesday January 13, 2026, the City Council adopted ordinance 25-2298 ordering a regular election for Place 5, Place 6, and Place 7 (Mayor), and a special election for filling a vacancy in Place 1 and Place 2 for the unexpired term ending in May 2027, to be held on Saturday, May 2, 2026 and if required, a runoff election to be held on Saturday, June 13, 2026. Polling locations used during any election will vary depending on the number of jurisdictions contracting with Denton County Elections (DCE). In some instances. Denton County will assign precincts to a specific location and districts may share a polling location. These are the locations that the City will share costs for with Denton ISD. A map is included of the proposed polling locations. PROPOSED EARLY VOTING POLLING LOCATIONS Residents can vote at any early voting location throughout Denton County during the Early Voting period and are not restricted to voting at City of Denton polling locations. The Denton County Elections Administrator will provide the list of all Denton County Early Voting locations after April 10, 2026, once all participating jurisdictions are known. The polling locations were presented to Denton ISD who confirmed on February 10, 2026, that they would participate in cost sharing for the polling locations suggested by staff for Early Voting and Election Day. Denton County Elections recommends using the Wesley Foundation (adjacent to the UNT campus) over the Greek Life Center, as it has more parking spaces. Denton Wesley Foundation staff confirmed availability for it to be used, and TWU staff also confirmed availability for Hubbard Hall to be used, as polling locations for Early Voting and on Election Day. Denton ISD has confirmed availability for the Denton ISD Sisk Service Center Annex to be used, but only on Election Day. If a runoff election is necessary, proposed polling locations would be deliberated at the time the runoff election is ordered and would be based on offices/races in the Runoff. OPTIONS: The following options exist: • Give direction to proceed with staff’s proposed locations for the May 2, 2026, general and special election to be incorporated into the draft election contract scheduled for consideration at the March 3, 2026, Meeting. • Give direction for staff to research substitute locations for potential use. NEXT STEPS: 1. Please communicate back to staff by Thursday, February 19, 2026, if you: • agree with the proposed polling locations, or • have questions, or • would like to investigate other locations. 2. Staff plans to include the proposed polling locations together with the draft Denton County Elections contract for presentation to Council on March 3, 2026, for approval. 3. Finalized polling locations must be submitted to Denton County Elections on or before their Friday, March 6, 2026, deadline.
