General Information & Status Updates
A. BridgePay Outage Update – Credit and debit card payment options for online utility bills
have been restored. City Staff have worked with our online payment portal vendor, Invoice
Cloud, to temporarily utilize a different card processing provider that enables our
customers to resume using credit and debit cards for online utility bill payments. Since Feb.
6, online utility bill payments using credit or debit cards were unavailable due to a system
outage resulting from a cyber incident involving BridgePay, a third-party card processing
vendor. BridgePay has confirmed this incident does not currently involve a card data
breach.
Here’s what customers need to know:
Auto-Pay Customers:
• Payments scheduled from Feb. 16 onward will process as normal – no action is
required.
• Auto-payments scheduled between Feb. 5 and Feb. 15 did not process. Customers
will find instructions on their next bill regarding how to address this payment.
Late fees and service cutoffs will remain suspended until Monday, Feb. 23, to allow
customers to adjust to the restoration of online card payments.
Anyone with questions or needing financial assistance paying their bill may contact
Customer Service at 940-349-8700.

B. City Auditor’s Office FY 2024-25 Q4 Report – The City Auditor's Office has released its
Fiscal Year 2024-25 fourth quarter performance report. During the fourth quarter, one audit
report covering Public Works Maintenance: Streets & Drainage was issued. In addition,
the City Auditor's Office responded to five requests for advice and assistance. At the end
of the fourth quarter, the Office had used about 92 percent of the time budgeted for audit
projects. The report also includes the Fiscal Year 2024-25 Annual Auditing Standards
Compliance Report and Strategic Plan Performance Report.
The City Auditor’s Office’s Quarterly Reports are intended to provide the City Council
and the public with a status update on the Annual Internal Audit Plan and Recommendation
Follow-Up Status. The full Fourth Quarter Report can be seen on the Internal Audit

C. Mayor’s Pet Spotlight – Reggie's story is truly heartbreaking. Neighbors watched as his
family packed up and moved away, leaving him behind. Though he wandered the streets a
few times, he always came back to that porch, faithfully waiting for the life he lost. The
good Samaritans couldn't watch any longer, and a call to Animal Services was made. He
was deeply wary of strangers and his surroundings, frozen in fear and grief. When put into
the quieter office area, Reggie immediately fell asleep. This sweet boy is in desperate need
of a quiet home where he can relax and feel safe. With the help of our staff and volunteers,
Reggie has come from being a shut-down dog to rediscovering trust and confidence. He
has started to come out of his shell more and more, and deserves someone who will fight
for him, someone who will not give up. If you have the training, resources, and heart to
help Reggie heal, step forward. He is waiting for his second chance. Please contact Denton

D. North Lakes Controlled Burn – Denton Fire will be conducting a controlled burn on
Monday, Feb. 23 on a 22-acre portion of North Lakes Park, south of the Vela Soccer
Complex and west of the dog park (see diagram). The burn is expected to begin around
12:30 p.m. and finish around 3:30 p.m. Weather forecasts currently call for moderate winds
that will direct any smoke away from the Animal Shelter.
The purpose of controlled burns is to rejuvenate native grassland habitat and encourage the
growth of wildflower plants. Controlled burns also offer firefighters from Denton and
surrounding areas critical wildfire training opportunities. Staff contacts: David Boots, Fire

Responses to Council Member Requests for Information
A. Solid Waste Truck Leakage – On Feb. 17, Mayor Pro Tem Rumohr shared an inquiry about
leaking fluid from solid waste trucks that could potentially be hydraulic fluid. Initially, a
resident’s 3-1-1 call related to this was routed to Streets and in their investigation, they
noted that the staining on the streets was dry and the absorbent would have no effect on the
street material. On Feb. 17, Staff inspected the trucks that service this area, and none were
found to be leaking any fluids. Staff went to the site and observed what appeared to be both
old, dried staining, and dried fluids because of extensive rain over the weekend. Going
forward, Staff will ensure that the trucks are drained on a City Solid Waste site prior to
leaving after extensive rainfall events. However, residential carts do collect rainfall, and
will add liquids to the trucks throughout the day, making it difficult to eliminate the
potential for any fluids on the streets during collection. Staff contact: Brenda Haney, Solid

B. Great American Cleanup Site – On Feb. 17, Council Member Beck shared an inquiry about
litter in Eagle Creek and the upcoming Great American Cleanup. Staff shared the
information about the litter with the Keep Denton Beautiful (KDB) team, and this location
is now highlighted as one needing attention. KDB hosts the Great American Cleanup
community event annually with Keep America Beautiful, Keep Texas Beautiful, and
Denton Parks and Recreation. This year’s event is on Saturday, March 28 and registration

C. Insulation Permit Requirement – On Feb. 12, Mayor Pro Tem Rumohr shared an inquiry
from a resident regarding permit requirements for adding insulation to an attic. A permit is
required when existing attic insulation is removed and replaced because the exposed
cavities must meet current code requirements for new construction under Section R503.1.1
of the 2021 International Energy Conservation Code (IECC). The permit ensures
compliance with insulation standards and costs $100, with review typically completed in
3–5 business days. By contrast, adding new insulation on top of existing insulation does
not require a permit because it does not expose empty cavities or reduce energy efficiency.
This type of work is expressly exempted under the IECC R503.1.1 since it improves the
thermal boundary without exposing floor cavities.
