General Information & Status Updates
A. TWU Women In Aviation – On Sunday, March 15, Denton Enterprise Airport staff hosted
12 members of the TWU Women in Aviation Student Chapter for a Foreign Object Debris
(FOD) Walk. FOD refers to any foreign material - such as trash, metal, screws, bolts, or
other windblown debris - that could pose a hazard to aircraft operations. Airport staff
routinely remove FOD during their daily inspections to help maintain safe operating
conditions.
During the event, students spent time walking the length of the Airport’s parallel runway
to identify and collect any potentially hazardous debris. The activity not only provided
extra sets of eyes to support airfield safety but also allowed students to become more
familiar with the airfield environment and meet the Air Traffic Controllers they will
communicate with as future pilots. This was a valuable collaborative effort with promising
opportunities for future partnerships. Contact: Ryan Adams, Airport
B. Residential Solar Panel Education – Last session, the Texas Legislature passed Senate Bill
1697, which requires the Public Utility Commission of Texas (PUCT) to create a website
to educate customers about residential solar panels. Denton Municipal Electric (DME) and
other electric providers are required to link to the site from their own websites and include
information in customer bills for twelve months. The PUCT site is now live at:
https://www.puc.texas.gov/consumer-help/electricity/solar/. To meet Bill’s requirement,
staff has placed a link to the PUCT website on the City’s Solar Webpage, and will include
a QR code link in one of the information panels on City of Denton Utility Bills for the 12-

C. Sotelo Named to 40 Under 40 – On March 17, the Dallas Business Journal announced the
selection of Brittany Sotelo, Director of Economic Development, to its 2026 40 Under 40
class. The annual awards recognize 40 rising stars across the region who have distinguished
themselves in their fields before the age of 40. Honorees include executives, innovators,
and entrepreneurs shaping the next generation of business leadership in North Texas.
Brittany is actively positioning Denton as a competitive and fast-growing hub within the
Dallas–Fort Worth region through strategic business recruitment, redevelopment
initiatives, and strong public-private collaboration. Her recent work includes recruiting
Novartis Gene Therapies’ $280 million radiopharmaceutical manufacturing expansion,
which is expected to generate approximately 150 high-wage positions with an average
salary of $124,000. She has also contributed to incentive negotiations and expansion efforts
for United States Cold Storage, Panel Rey Gypsum Manufacturing, Mayday
Manufacturing, and other incentivized projects totaling more than $437 million in capital
investment and over 800 combined jobs within her first two years with the City. The Dallas
Business Journal will feature Brittany online, in a special print publication, and at an

D. Washington, DC Advocacy Trip – This week, a delegation of City leaders attended the
National League of Cities (NLC) Conference in Washington, DC. The delegation included
Mayor Hudspeth, Mayor Pro Tem Rumohr, Council Members Beck, Jester, and McGee,
and Chief of Staff Kristi Fogle. While at the conference, the delegation met with Texas
State Senators Cornyn and Cruz, and Denton Congressmen Jackson and Gill. In these
conversations, the Council highlighted Denton’s FY 2027 Community Project Funding
submissions (Attachment A) and also touched on broader federal matters, including
transportation reauthorization, housing legislation, telecommunications authority, and key
appropriations programs, such as CDBG and HOME, that directly support Denton
residents. These meetings strengthened ongoing relationships with congressional offices
and ensured Denton’s needs and perspectives are well represented as Congress begins

E. DME Recognized as a Tree Line USA Utility – Denton Municipal Electric (DME) has
been recognized by the Arbor Day Foundation as a 2026 Tree Line USA utility, for the 4th
consecutive year. Through its power line maintenance program, DME benefits from
lowering line clearance costs with proper tree pruning. Properly pruned and maintained
trees increase service reliability because trees will have healthy root systems that reduce
chances for decay, have fewer structural weaknesses, and ultimately result in fewer

F. Mayor’s Pet Spotlight – Volunteer Favorite! Muffin is a 9-month-old Domestic Shorthair
who has been at the shelter since December. She’s a playful, curious cat with a medium
energy level who absolutely loves toys—watching her chase and bat at them is a joy for
staff and volunteers alike. Muffin is housebroken and gets along well with other cats,
making her a great companion for multi-cat households. While Muffin is affectionate with
people she knows, she can be wary of strangers and may need some time to warm up in a
new environment. Because of her cautious nature, we recommend an experienced cat
handler who can help her build trust and confidence. If you’re looking for a sweet, playful
cat who just needs a little patience to shine, Muffin is ready to meet you. Please contact

Responses to Council Member Requests for Information
A. Road Plates on West Oak Street – On March 18, Mayor Pro Tem Rumohr shared a request
from a resident to investigate the metal road covering plates on West Oak Street related to
the ATMOS project, as they had come loose. City Staff inspected the area and contacted
the Atmos contractor to have them either stabilize or replace the plates as needed. The work
was completed that evening on March 18. Staff contact: Seth Garcia, Capital Projects
B. Bonnie Brae Closure – On March 18, Mayor Pro Tem Rumohr shared an inquiry regarding
the current closure on Bonnie Brae for Phase 6. On Feb. 23, Bonnie Brae Road between
Conquest Drive and North Elm Street (US77) was closed as part of a road-widening
project. Due to external factors, the road closure has been extended from March 6
to March 23.
During this time, detour routes via signage will direct through traffic to Riney Road East
and Bronco Way/Westgate Drive. Residents of The Beverley at Denton and Kings Ridge
subdivisions will have access via Bonnie Brae from the south. Staff contact: Seth Garcia,

C. Dallas Drive Delineators – On March 11, Council Member Holland shared an inquiry
regarding delineator posts at the exit off I-35E onto Dallas Drive, where many of the posts
have been knocked away. Since Dallas Drive is a TxDOT facility, Transportation Services
staff are coordinating with TxDOT regarding this issue, and a project has been let to replace
the existing delineators with a raised concrete median. The work is expected to start in

FY27 Community Project Funding Request Submissions

Mobile Barricades
The requested funding would be used to purchase mobile anti-vehicle barriers to protect
Denton community members from intentional and accidental vehicle-based attacks. The
barriers would be used at special events, protests, outdoor events, or other mass
gatherings.

Mingo Road Bridge
The requested funding would be used for design and engineering for raising the Mingo
Road Bridge over Cooper Creek in northeast Denton. The existing Mingo Road bridge is
a low-lying structure that is routinely overtopped during small to moderate rain events,
compromising emergency response and basic mobility for Denton and nearby
communities.
Funding Requested: $1,000,000 Total Project Cost: $14,000,000
