HomeMy WebLinkAbout2026-027 Declaration of Emergency Cell 6 Liner ProjectApril 17, 2026 Report No. 2026-027 INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL SUBJECT: Declaration of Emergency for Landfill Cell 6 Liner Construction Project. EXECUTIVE SUMMARY: The contract for this project was awarded to 4X Construction Group, LLC, through the City’s formal competitive proposal process. The contract was approved by Council on March 24, 2026. Recently the price of oil has been rising, directly impacting on the petroleum-based products essential to this project which resulted in a price increase of 23.5%. Solid Waste and Recycling Department and Procurement recommend processing this change order under the Declaration of Emergency process to remain on track with the path for timely completion of the project. BACKGROUND: The project requires the installation of over 3.3 million square feet of specialized materials, including High-Density Polyethylene (HDPE) and Geocomposite liners. Because these materials are produced on demand and are highly susceptible to UV damage during storage, they could not be purchased in advance. Construction has submitted a price increase of 23.5% based on documented supplier cost escalations. DISCUSSION: A change order is required to approve the additional funding for the Geocomposite Liner Components and the cost of fuel. Solid Waste and Recycling Department and Procurement recommend processing this change order under the Declaration of Emergency process to remain on track with the path for timely completion of the project. The Declaration of Emergency is necessary to award Change Order No. 1 in the amount of $618,467.03. On May 18 the Public Utilities Board will consider recommending adoption of an ordinance to ratify Change Order No. 1 and City Council will consider adoption at the May 19 meeting. CONCLUSION: This Declaration of Emergency provided for rapidly increasing project costs.
