Example: Plumbing, Mural, etc. Please list the projects that are eligible for consideration for the rebate. The total project cost is estimated to be $542,247. The grant is for 50% of a project cost up to $50,000. Project costs in this application include: Façade/Building Rehab projected cost: $148,457. This includes painting, mural, and roof repair. Utility Upgrades projected cost: $100,050. This is for plumbing. For more information on project costs please refer to Exhibit 2, page 13. 5/3/2026 Gerard Hudspeth Consent K 26-0738 Human Resources Does the agreement speak to appointing other supporting Judges? I think that needs to be clear and I did not see it. I believe a discussion should be had with the appointed Judge within the first 60 - 90 days, to ensure she has everything she needs and all is going accordingly. What is the process to seek support for this idea? The Charter does not authorize the Presiding Judge (interim or permanent) to appoint additional judges. Appointment authority rests with City Council. The interim presiding judge may participate in interviews and provide a recommendation for an Assistant judge, but an appointment must be approved by Council. There will be four Assistant Judges remaining while Judge Burkett serves as Interim Presiding Judge. Their terms end December 31, 2027. A Closed Session discussion can be added within the first 60-90 days to meet with Judge Burkett. 5/3/2026 Gerard Hudspeth Consent M 26-0665 DME / Procurement What is the definition of UAT? “business users during UAT”? I am going to pull this item for a separate vote, pending a better understanding? I would like to schedule a call to discuss, please coordinate with me to set a time for the appropriate person and I to talk. User Acceptance Testing (UAT) is the process by which employees and the contracted vendor test new workflows and functions before they are put into production/go-live. Maximo is the Electric Utility's Enterprise Asset Management and Work Order System, which replaced two independent legacy systems and will replace a third at the DEC once their system reaches end of life. Maximo, which is used by many electric utilities, will serve as a single asset management and work order system but will also integrate with GIS and Engineering design software. This amendment will provide a bundle of hours to complete application configuration for Maximo. 5/3/2026 Gerard Hudspeth Public Hearing A Z25-0018a Development Services Do you have a site layout image? Please confirm the city does not regulate street parking in this area. Why does staff support introducing a new zoning on Bolivar, which is different from Elm street? Does it stand to reason that the increase density will likely increase the market value of the neighboring properties? The site plan is attached. Please note that this plan is conceptual in nature and is not tied to the approval of this zoning request. The City does not regulate street parking in this area apart from what is provided in the Code of Ordinances, Chapter 18, Article IV. The proposed zoning aligns with the development of Bolivar Street, which contains a mixture of zoning districts, including the R7 zoning district. Approximately one-third of the block on which the subject lot is located is made up of R7 zoned lots. The development in the surrounding area is comprised of a mixture of zoning districts and densities; while Staff cannot speak to real estate values in the area, Staff does not anticipate that this request will significantly impact the density of the area. 5/3/2026 Gerard Hudspeth Individual Consideration A 26-0757 City Manager's Office Please provide the overlay map of the original Quakertown footprint.Attached Map 5/3/2026 Gerard Hudspeth Individual Consideration A 26-0757 City Manager's Office Please ask for a list of renters for the past year (if available). Please request the amount of money the federation gave to charity last year. Response from the Women's Federation : 58 rentals occurred between February 2025 and April 2026. Of these, 23 were by non-profits and 35 were private rentals. Our organization does not make direction cash contributions to outside charities. However, we offer reduced costs to local non-profit and community organizations to rent the facility for meetings, events, programs or fundraising. For example, the Donna Trammell week long event has raised over $200,000 since 2016. This past November each night benefitted a separate local charity: Hearts of Homes, Interfaith Ministries, Our Daily Bread, Health Services of North Texas and the Woman's Club Building. And this past December, the Breakfast with Santa event, tickets were given at no cost to several PTA's. The Federation's fundraising has gone towards the maintenance, operations and upkeep of the historic Building itself - a 1928 city of Denton Historic Landmark. The women that support the Woman's Club Building volunteer and provide monetary donations throughout the city. When the Community Services Advisory Committee reccomended using unallocated HOME funds to extend TBRA in the City, ODB expressed that they were not interested in continuing to provide the service, citing the reporting requirements related to TBRA. 5/4/2026 Suzi Rumohr Consent C 26-0617 Community Services Because ODB opted to terminate their TBRA agreement, does this result in more funding going to Giving Grace than in recent years? Yes. Both ODB and Giving Grace were awarded $856,811 to conduct Tenant Based Rental Assistance (TBRA) in 2022. A map showing the subject property and the segment of Masch Branch this is regarding would be helpful. The future development is on the northeast corner of N. Masch Branch Rd. and Hampton Rd. They will be constructing the west side of N. How many lanes? How much ROW is available? They're building 2 southbound lanes for 33.5ft of roadway. There is approximately 57ft of ROW available between the southern property boundary and the 2nd driveway entrance adjacent to an existing parking lot. There is 74ft of ROW available north of the 2nd driveway entrance. 5/4/2026 Suzi Rumohr Consent E 25-2012 Development Services Is this a sidewalk or a sidepath? I thought 10-foot width was a sidepath / multi-use path. How do we differentiate between sidewalk and sidepath? The Development Agreement is specific to a sidepath that they are providing payment in lieu of constructing due to limited ROW availability. Sidepaths are 8ft or greater and used for both bike and pedestrian use. Sidewalks are 6ft or less(min. 42" per ADA) and only for pedestrian use. 5/4/2026 Suzi Rumohr Consent E 25-2012 Development Services What effort was made to try to adjust the design to enable the sidewalk/sidepath to fit within the existing ROW? There is not enough room within the 57ft of ROW to accommodate the 3 lanes of traffic. The area near US380 has already made turning lane, signal improvements, and the improvement of the additional lanes will help with the truck traffic from the development in this industrial area. The Districts divide into subdistricts to help with the financing for those Districts. How will we recoup this costs from these nearby properties when they develop? These costs will be recouped through impact fees. This project is in the Hickory Creek basin so any impact fees collected in this area will go to pay for regional projects and projects in this basin. 5/4/2026 Suzi Rumohr Individual Consideration B 26-0098 Development Services How “oversized” will this project be? What was the planned size originally, and what is it now? The Cole Ranch Development needs a 27"-36" line, and it's being oversized to a 48" line. The master plan anticipated a 42" line with a 30" parallel line in the future; however, this oversizing allows us to delay, reduce, or eliminate the future 30" parallel line. 5/4/2026 Suzi Rumohr Individual Consideration B 26-0098 Development Services Was this project included in the list of capital projects we used to calculate wastewater impact fees? Assuming so, was its anticipated cost based on the capacity/size we’re seeing on this agenda? This is project 23 on the Wastewater Impact Fee report for a planned cost of $4.8M for an estimated size of 36"-42". The line on the agenda is a 48" line at a cost of $8.6M. The size and estimated cost were lower than estimated in the impact fee study, but the actual cost will be refelected in the future impact fee study and the oversizing delays or eliminates the need for a future parallel line. 2 5/4/2026 Suzi Rumohr Individual Consideration D 26-0323 Finance Please remind me of the difference between reimbursement ordinance and NOI to help me understand why these amounts are different in the list of projects in the AIS. The reimbursement ordinance (RO) is an ordinance that allows the City to reimburse itself for capital expenses from a future planned bond sale. This allows the projects to begin with the start of the fiscal year, rather than waiting to recieve bond proceeds later in the year. The RO project list is developed early in the budget process (e.g., Spring/Summer 2025), and adopted in October at the beginning of the fiscal year. Since that time project schedules, scopes, and/or costs may have changed. Typically, we see a reduction from the RO to the NOI, as projects may experience longer than anticipated design, procurement, or planning that shift the need for funding into a future fiscal year. In preparation for the NOI, staff from all departments with debt-funded projects carefully review the cash flow needs of the projects, and adjust the bond sale amounts accordingly to ensure the City doesn't issue more debt than is needed to support the project. The difference between the RO and the NOI is due to changes in cash flow timing identified by the project managers during that review. The Notice of Intent (NOI) is a required publication for the sale of Certificates of Obligation (CO) prior to bringing forward the final bond ordinance to City Council. The NOI sets the maximum issuance amount for the bond sale, but does not obligate the City to issue that amount. It only sets the 'ceiling' for the bond ordinance. The final bond ordinance, which may be lower than the NOI due to further reductions and changes, will set the final amount. 5/4/2026 Brian Beck Consent D 25-2307 Development Services Do we track the RoI and/or opportunity-costs of our infrastructure upgrades made prior to a region being developed? ie. Can staff estimate how much being proactive now, costs or saves the city versus waiting to allow infrastructure to be developed reactively by developers and the city? Typically, these larger regional projects are constructed by the City rather than a specific development. This development agreement is unique in that the City had a planned CIP project (Project 13) that was already planned to be completed. A first agreement with one user (Orison Holdings) went to City Council on 12/16 where they contributed to a portion of the project, and this is the second user for the eastern tract. 5/4/2026 Brian Beck Consent D 25-2012 Development Services How much do we anticipate sidewalks costs to increase during the intervening years? Does the $48.75K fee include estimates for inflation adjustments? The $48.75k is based on an opinion of probable costs and does not include inflation adjustments. These improvements to the Masch Branch by the developer are above what is required, and staff will explore options for sidewalk connectivity with the private property owner using the available funding provided for payment in lieu. 5/4/2026 Brian Beck Consent F 26-0597 Development Services Can staff describe how the proposed administrative flexibility will enhance efficiency, and provide an example? Cole Ranch is anticipated to make boundary adjustments through the life of the project as the development progresses and the taxable value is created in the different districts. Allowing that flexibility to make these adjustments reduces time associated with bringing resolutions to City Council for these internal boundary adjustments. The boundary for the District as a whole can not be increased or reduced without City Council consent. 5/4/2026 Brian Beck Consent M 26-0665 DME / Procurement Could staff provide clarity on the incremental changes the amendment will be supporting beyond what the agreement already calls for? These hours will be used for the development and configuration of the safety and training modules, contract management module, and project closeout procedures.
