4/6/2026 Suzi Rumohr Consent K 26-0462 Procurement Is it correct that we’ll be spending about $20k annually on this contract and receive roughly $13k
annually in commission from sales from the vending machines?
There is no annual fee for standard vending machines, as these products have a longer shelf life and do not require a minimum purchase. The
City receives approximately $13,000 annually in commissions from these stand‑alone machines. The micro market portion of the agreement
includes a minimum monthly spend of $2,150 because it is stocked with fresh items. The average monthly revenue generated from micro
market sales is approximately $1,850. The contract’s not‑to‑exceed amount is based on the minimum monthly spend, assuming no associated
revenue. This requirement would be reevaluated and discontinued if the City begins to see a decline in monthly micro market sales. Last fiscal
year, the City’s total micro market expense was $3,600, and the remaining estimated annual allocation is reserved for potential expansion at
facilities that may be a good fit. The City will only pay for services actually provided and is not obligated to spend the full annual amount
unless utilized.

vendor gets payment through individual sales.
The $100,000 is a five-year not-to-exceed amount associated soley to the micro market.The micro market at Development Services is required
to meet a gross minimum sale of $2,150 per month. If sales don't meet the minimum amount, the City is required to pay the difference. In
2025, the City paid a total of $3,572 for micro market shortages. There are no costs associated with vending machines, they are commission
based and the City recieves 18% of the gross sales revenue.

then check out via a kiosk.
4/6/2026 Suzi Rumohr Public Hearing A DCA26-0001 Community Services Slide 8: Is the proposal for “highest applicable” AMI because these smaller projects couldn’t pencil if
30% AMI were required on even one unit?
Staff has observed relatively thin margins in smaller infill developments with active applications. Staff has also found that these affordability
incentives have a large impact on what can be accomplished on an infill lot. This proposal is intended to protect the financial feasibility of
these projects and ensure the program is accessible to small developments.

appears related to someone selling a rental property prior to the end of the 30 year affordability period.
I don’t see this change being discussed in the presentation or AIS…unless this is related to First Right of
Refusal?
This section was removed with the Right of First Refusal clause. The City’s protection on the affordability requirements is secured by a
restrictive covenant, committing any future owners within the affordability period to provide the same affordability. In the event of a transfer
of ownership, the City would require the affordability restrictions of the new property owner.

Microseal contains stronger aggregates, cures faster, and has
more skid resistance. Slurry seal is less expensive than microseal.
4/6/2026 Suzi Rumohr Individual Consideration A 26-0446 Procurement/Streets In what situations is the slurry seal used versus micro surfacing?Slurry seal is more suitable for residential areas that are generally lower traffic, lower speed, and can accommodate a longer closure time (4-6
hours) during the curing process. Microseal is applied to higher traffic, collector, and thoroughfare roadways and can cure in an hour.

trends in comparable property valuations? For context, I've asked similar questions for TIRZ1 and the
ED team did a great job showing the impact of TIRZ1 above and beyond general trends. Could we get
something like that for TIRZ2 please? It can be involved so I understand if it cannot be included for the

Since the creation of the TIRZ #2 district in 2013, the zone valuation has significantly grown from $2,160,000 to $413,760,000 in 2024. See
attached presentation from the June 2025 TIRZ #2 Board meeting.
4/6/2026 Brian Beck Consent F 26-0369 Economic Development How many residential developments - both SF and MF - have been built within the boundaries of TIRZ2
since the creation of the TIRZ? Can staff comment on the compatibility of residential units in this rapidly
growing LI/HI/GO region?
The Westpark TIRZ district primarily includes commercial developments. The only residential development within the TIRZ boudaries is "The
Retreat Denton" on Oak Street and Precision drive. At this time, staff has not received specific feedback indicating a broader demand for
additional residential uses in this industrial area. However, staff has consistently heard concerns related to public transportation access to
employers in the general area. DCTA services are limited west of I-35.

Police/Fire For both UASI grant applications, which specific equipment do we envision buying from the grant? For the UASI-L 2026 Grant, the PD plans to request funding to purchase equipment for Mobile Field Force PPE (Personal Protective Equipment:
shields, gas-mask replacement filters, etc.), totaling approximately $14K. The remaining funds will be used to purchase deployable vehicle
barricades for special events. The UASI-R Grant proposal would include $20k in funding for a methane gas detector operates from up to 100
meters, allowing staff to test air quality at a safe distance.

evaluated per the criteria outlined in the solicitation.
