Public Meetings & Agendas | Denton, TX (civicplus.com) General Information & Status Updates A. Public Disposal Facility Reconstruction –On April 30, the Solid Waste and Recycling Department issued a Notice to Proceed for the repair of the Public Disposal Facility at the City of Denton Landfill. Reconstruction will begin Friday, May 8, and is expected to take approximately 90 days. During construction, all landfill traffic will be temporarily redirected to the main disposal area, and customers may experience increased wait times. State of Homelessness 2026 – On May 1, The Path Home (formerly the Denton County Homelessness Coalition) and United Way of Denton County presented the 2026 Point in Time (PIT) Count, conducted on Jan 22. The PIT Count, an annual census of individuals experiencing homelessness, showed a decline from 690 in 2025 to 433 in 2026 across Denton County (37%). In Denton, the count decreased from 607 to 357 (41%). These trends align with decreases in homelessness‑related emergency service activity and with United Way’s data, which shows actively homeless households dropping from 580 to 347 (40%). Staff will provide an update to Council on the City’s homelessness initiatives, including additional information about the PIT Count, during the June 2 Work Session. Staff contact: Jesse Kent, Community Services 2 C. Mayor’s Pet Spotlight – Bevo is a friendly 3-year-old dog who has been waiting for his forever home since March 3. He’s a highly social pup who loves being around people and does especially well with children ages 6–13. Bevo is very food motivated, making training and treat-based enrichment both fun and effective. He enjoys toys and interactive play, but with his medium energy level, he’s just as happy to relax with you after a good play session. Bevo prefers to be the only dog in the home and would thrive as the center of attention. He can get a bit jumpy when he’s excited, so an adopter who can help him continue practicing good manners would be a great fit. If you’re looking for a loyal, playful companion who will bring joy and affection into your home, Bevo is ready and eager to meet his new family! Visibility at Mingo Road and Fish Trap – On April 24, Council Members Byrd and Holland shared a request regarding visibility at the Mingo Road and Fish Trap intersection. While the intersection is under Denton County’s jurisdiction, staff conducted a safety audit and found no reported crashes in the past five years requiring immediate intervention. The audit did identify a sight‑distance issue caused by overgrown vegetation and roadway curvature. Staff notified Denton County of these findings and recommended the removal of vegetation. Speeding at the Reserves at Creekside – On April 24, Council Member Holland shared a request regarding increased traffic and speeding in the Reserves at Creekside neighborhood. Staff conducted several audits at the location at different times and observed increased detour traffic due to the closure of Hickory Creek Road. Additionally, staff plans to install a driver-feedback sign on the northbound side of Meandering Creek Street to support speed management and awareness and continue monitoring and enforcement of the area. The detour is expected to be removed in July 2026. Staff continues to coordinate with the Homeowners Association (HOA) to keep residents informed and address any neighborhood concerns. Staff Contact: Chandra Muruganandham, Development Services C. Old Bonnie Brae Street – On April 27, Mayor Pro Tem Rumohr shared an inquiry regarding City plans to repave Old Bonnie Brae Street. Staff has no resurfacing or rehabilitation projects planned for the segment of Old Bonnie Brae referenced in the request. Portions of the roadway were mill-overlayed in 2021 as part of the Bonnie Brae Phase 2 project, and the only work currently scheduled in the area is the construction of a cul-de-sac just north of this area as part of Bonnie Brae Phase 3. Drainage at Crow Cottages – On April 29, Council Member Beck forwarded an inquiry regarding drainage impacts to adjacent properties at Crow Cottages on Sena Street. Staff identified a level spreader on the property that was installed incorrectly, contributing to downstream drainage issues. The level spreaders are located within a private drainage easement maintained by the Homeowners Association. Staff has notified the property management company and are discussing potential corrective actions. Staff contact: Mike Linder, Development Services E. Fun Run Noise Ordinance – On May 3, Council Member Holland shared a resident inquiry regarding noise levels associated with fun runs at North Lakes Park. The running event at North Lakes Park on May 2, was a permitted special event with a noise exception from 6:00 am to 10:15 am. Staff has contacted the event organizers to remind them to stay within the allowed decibel levels and to follow all ordinance requirements for future events. Fun runs at North Lakes Park start and end at the large pavilion, which provides shade and shelter for the runners and event organizers. Staff contact: Allison Wing, Parks and Recreation 4 F. Door-to-Door Solicitor Hours – On May 4, Council Member Beck shared a resident report of solicitors operating after permitted hours. The City requires all door‑to‑door solicitors to obtain a permit and adhere to set operating hours, and Solicitation is permitted between 9:00 am and the earlier of dusk or 9:00 pm on weekdays and between 10:00 am and the earlier of dusk or 9:00 pm on weekends. These limits do not apply when a visit is made by appointment with the occupant. Staff has reiterated these requirements to permit holders, along with the potential consequences for noncompliance. Street Closure Report ............................................................................................................16 6 May 8, 2026 Report No. 2026-029 INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL SUBJECT: Runoff Election Polling Locations BACKGROUND: On Saturday, May 2, the City of Denton conducted its Regular Municipal Election for Places 5, 6, and 7 (Mayor), as well as a Special Election to fill vacancies in Places 1 and 2 for the unexpired terms ending in May 2027. Based on the official tabulation of election results, no candidate in the Place 5 or Place 7 (Mayor) contests received a majority of the votes cast. As required by state law and the City Charter, a runoff election will therefore be held between the two candidates receiving the highest number of votes in each race. Because the Place 5 and Place 7 (Mayor) runoff contests are at-large positions, the runoff election will be conducted citywide. Staff have reviewed potential Election Day and Early Voting polling location configurations to support voter access while balancing operational feasibility and cost. Early Voting for the June 2026 Runoff Election will take place from Monday, June 1, through Saturday, June 6, from 8 a.m. to 5 p.m. Early Voting will also be available on Sunday, June 7, from 11 a.m. to 5 p.m., and on Monday, June 8, through Tuesday, June 9, from 7 a.m. to 7 p.m. DISCUSSION: Residents can vote at any early voting location throughout Denton County during the Early Voting period and are not restricted to voting at City of Denton polling locations. The Denton County Elections Administrator will provide the list of all Denton County polling locations once all participating jurisdictions are known. City of Denton residents will vote on Election Day, June 13, , according to their precinct and district. Staff reviewed turnout data from the May 2, General Election and identified seven polling locations that demonstrated the highest voter participation across all districts. These seven locations are proposed for use in the runoff election to provide broad geographic access for voters while maintaining operational efficiency. Although seven sites will be made available to voters, Denton County will provide the Election Administration Office as an Early Voting location at no cost to the City, reducing the overall expense of the runoff. The remaining six locations will serve as both Early Voting and Election Day polling locations and will incur standard election costs. Because the City will not be cost‑sharing with any other jurisdictions for the runoff, total expenses will be higher than those for the general election. The proposed locations were evaluated based on the highest voter turnout trends observed during the May 2 General Election. Given this is a citywide runoff for at‑large positions, the recommended locations balance voter accessibility with prudent fiscal management. Based on the proposed use of six Early Voting locations and six Election Day locations, the total projected cost of administering the runoff election is estimated to range between $90,000 and $120,000. Early Voting sites are expected to cost approximately $12,000–$15,000 each. Election Day polling locations are estimated at $3,000–$5,000 per site. The City will not be cost sharing with any other jurisdictions for this runoff; as a result, overall costs are anticipated to be higher than those incurred for the general election. The FY 2025–26 Adopted Budget includes $187,000 for election services. Denton County has provided an estimated cost of $90,000 for administering the May 2 General Election. Based on this estimate, the City has approximately $97,000 remaining to support the forthcoming runoff election. Any variance between the remaining budget and actual runoff costs will be reconciled within the department’s existing budget. RECOMMENDATION: The proposed polling locations will be included in the ordinance canvassing the May 2 General and Special Election and calling of the June 13 Runoff Election on May 12. Staff recommend the adoption of the ordinance canvassing the election results and calling the runoff.
