Public Meetings & Agendas | Denton, TX (civicplus.com) General Information & Status Updates A. Correction: State of Homelessness 2026 – A correction was made on the May 8 issue of the Friday Staff Report to clarify the data United Way Denton County tracks represents the number of homeless households actively seeking housing support. The update is included below: On May 1, The Path Home (formerly the Denton County Homelessness Coalition) and United Way of Denton County presented the 2026 Point in Time (PIT) Count, conducted on Jan 22. The PIT Count, an annual census of individuals experiencing homelessness, showed a decline from 690 in 2025 to 433 in 2026 across Denton County (37%). In Denton, the count decreased from 607 to 357 (41%). These trends align with decreases in homelessness‑related emergency service activity and with the Housing Priority List tracked by United Way Denton County, which shows the number of actively homeless households seeking housing support dropping from 580 to 347 (40%). Staff will provide an update to Council on the City’s homelessness initiatives, including additional information about the PIT Count, during the June 2 Work Session. Defining Affordability Quick Guide – As the City continues to refine its affordable housing policies to focus on housing that is affordable for Denton, staff have created the attached Defining Affordability Quick Guide as a reference for policy makers and the community on the key concepts related to affordable housing, Area Median Income (AMI), income and rental limits, and what they mean in the context of Denton. Staff contact: Leia Atkinson, Community Services 2 C. Mayor’s Pet Spotlight – Dana is a 2-year-old German Shepherd who has been at the shelter since April 3. She’s calm, social, and loves being around people. Fully potty trained, Dana would be an easy fit in most homes. She’s indifferent to other dogs, so she can live happily as an only pet or with other calm companions. Like most German Shepherds, she’s intelligent, loyal, and eager to bond. After her shelter stay, Dana is ready for a loving home where she can relax and show her affectionate side. Dana is currently in a foster home. Corbin Road Plans – On April 24, Mayor Pro Tem Rumohr submitted an inquiry for a formal summary on development plans for Corbin Road on the east side of I-35W. Staff across Transportation Services, Capital Projects, Streets, and ITS coordinated to provide the following consolidated information. Corbin Road is currently shown on the City’s Mobility Plan as a secondary arterial, with a planned future connection under I-35W to New Bonnie Brae. An ordinance adopted by the City in 2010-092 closed Corbin Road near I-35, and this closure remains in effect. Regarding I-35W, staff have been working with TxDOT, Denton County, and ITS to advocate for frontage roads as part of the I35W project. While current TxDOT plans include frontage roads only as far north as Vintage Boulevard, staff continues to pursue funding support and agency interest in extending those frontage roads to the I-35W merge point as congestion is still anticipated in that area even after the expansion is complete, particularly during crash events or other disruptions. The segment between Vintage Boulevard and the I-35W merge presents substantial engineering challenges due to the existing floodplain. This challenge significantly increases construction costs and reduces the potential benefit due to the limited developable acreage along that corridor. These factors lower the feasibility of securing funding for frontage road extensions in that area. If frontage roads were extended in the future, Corbin Road, as a secondary arterial on the Mobility Plan, would provide the most optimal connection point to those facilities. Staff would not initiate Corbin Road improvements without frontage roads moving forward. However, because Corbin Road remains on the Mobility Plan, any future development in the area would be required to construct improvements consistent with the plan. Depending on the scale of development, future plans may include a connection to New Bonnie Brae to address traffic demand generated by that development. Earlier this year, prior to receiving recent neighborhood feedback, staff were evaluating a potential connection to New Bonnie Brae as a second point of access to promote public safety for the neighborhood. After hearing community feedback, staff from Transportation Services and Capital Projects identified an alternative solution that provides secondary emergency access from the north along the proposed sidepath. This option meets emergency response needs without creating a full public connection. Staff are available to attend a future Denia Neighborhood meeting to answer questions directly. Staff are committed to improving communication with residents and ensuring 4 there is clarity and consistency regarding the City’s planning efforts. Staff Contact: Charlie Rosendahl, Development Services B.Various Infrastructure Requests Across the City – On May 8, Mayor Hudspeth submittedresident requests regarding infrastructure across the city. Staff addressed these requests,including straightening and resetting street pole 50497 that was previously hit and leftunstable, informing a resident about the process for burying utility lines, and removing anold utility pole installed in the middle of the sidewalk at Hodge Elementary. Staff Contact: Seth Garcia, Capital Projects C.Railroad Crossing Equipment – On May 8, Mayor Hudspeth submitted an inquiryregarding equipment owned by the railroad operator dropped off along the tracks and whether it was related to the Downtown Quiet Zone construction. Staff inspected the site and confirmed the presence of equipment; however, it is not associated with the DowntownQuiet Zone. One way of doing this is through affordable housing initiatives. Let’s define some common phrases in affordable housing. In Denton, about one in every three renting households pays more than half of their income towards rent each month (2024 American Community Survey 1-year). Affordable: Housing is considered Affordable if a Low-IncomeHousehold spends 30% of their income or less onhousing. Some housing is Income-Qualified, which means theproperty owner has to rent or sell it to Low-Incomehouseholds who have a specific level of income,usually with a limit in price. TheIncome Limits are set according to the median household income for theregion and then adjusted for household size. Income Limits help toinform policy and qualify households for housing programs. In Denton, market rental rates are typically lower than an 80% AMIrent limit. This means that not all Income-Qualified rental homes result in acost reduction for Denton residents. Affordable for Denton (American Community Survey, B25031, 2024 1-Year) 10 INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL SUBJECT Early Morning Concrete Pours and Increasing Noise Ordinance Exception Requests SUMMARY This report outlines the reasons behind the recent increase in contractor requests for early morning concrete pour variances to the City’s noise ordinance. Historically, these requests were tied almost exclusively to extreme summer heat and the impacts high temperatures can have on worker safety and concrete performance. While heat remains a major factor, additional logistical and regional supply‑chain considerations, and the size of developments have contributed to the uptick in requests now coming before City Council. Staff provides this context to help explain why these requests are occurring more frequently and notes that no complaints have been received from nearby residents regarding the exceptions granted by City Council in recent months. BACKGROUND Increasing Variance Requests and Evolving Industry Needs City Council has observed a rise in contractors seeking noise ordinance exceptions for early morning construction activity. These requests were traditionally rare and typically limited to the hottest months of the year, when early morning scheduling is essential to protect workers from heat related illness and ensure the structural integrity of concrete. Recently, however, staff has identified additional drivers behind these requests: •Off-site concrete batch plant reliance: Permanent batch plants in Denton are limited byzoning, requiring most contractors to obtain concrete from plants outside city limits. Thisintroduces constraints related to delivery timing, traffic conditions, and plant availability. •Regional construction market pressures: Increased development activity across the region has placed strain on material availability and scheduling windows for concrete delivery. •Project scheduling complexity: Many modern construction projects involve tightsequencing and depend on predictable pour times. Early morning operations help avoid delays, material waste, or setting issues caused by afternoon weather conditions and traffic congestion. •Heat considerations still significant: High temperatures continue to impact hydrationrates, finishing time, and worker safety, reinforcing early morning pours as a preferred industry practice. Concrete Quality & Performance Benefits 11 •Cooler morning temperatures improve curing conditions, reduce shrinkage cracking,extend workability, and promote stronger concrete. •In winter, morning pours benefit from rising daytime temperatures, providing a longercuring window before evening cool-downs. Logistical & Traffic Advantages •Early morning scheduling avoids commuter traffic delays that can cause concrete to set intransit. •Starting earlier mitigates the risk of afternoon thunderstorms and improves finishing conditions.Worker Safety & Efficiency •OSHA compliant heat mitigation plans favor early morning shifts to avoid high risk heatperiods. •Maximizing daylight supports timely finishing of complex pours and allows flexibilityfor unforeseen issues. Zoning Limitations on Permanent Batch Plants Permanent concrete batch plants are restricted to LI and HI zoning districts, which are limited in availability. These facilities require site plan approval, TCEQ permitting, industrial development standard compliance, and traffic review—factors that limit the number of plants operating within Denton. As a result, contractors depend heavily on plants outside the City, contributing to tight delivery windows that often favor early morning pours. Community Feedback It is important to note that Staff has not received any complaints from neighbors associated with the noise ordinance exceptions recently granted by City Council. Despite increased activity, these operations have not resulted in observed or reported community impacts. Applicants are required to provide a notice to nearby residents impacted by the construction activity prior to these items coming before City Council. CONCLUSION The rising number of noise ordinance exception requests reflects evolving construction industry conditions beyond summertime heat alone. Logistical constraints, supply‑chain limitations, and tighter project schedules all contribute to the need for early morning concrete pours. These operational realities, combined with the consistent absence of resident complaints, suggest that early morning pours continue to provide significant benefits to project quality, worker safety, and construction efficiency with minimal disruption to the community. In the coming months City Council will see more exception requests come before them, as staff are currently working with an applicant on a couple to be on the agenda soon, and expect to see more as we move into the summer months.
