5/14/2026 Nick Stevens Consent K 26-0727 Procurement Is this related to the vote that took place a few months ago on council? If I
remember correctly, a bid was voted down was going to be brought back for a re-bid
with this contractor.
Likewise, I see that the cost is somewhere around $800K. Does this city recover the
cost for these uniforms, etc once they are sold to the public? If so, does the city mark
them up?
The contract for consideration on Tuesday is specific to Parks and Recreation
and covers jerseys and shirts used for recreation leagues or special events.
The Fire Department also uses a portion of the contract for their station
workwear. The recent contract that was rejected by Council, where Groggy
Dog did not receive the award was for City-wide workwear, such as
departmental uniforms. We are still working on rebidding that specific
contract that will come back for Council consideration in the future.
For Parks programming, the City uses a cost recovery model to calculate
program expenses, including staff time and materials, and those costs are
recovered through registration fees. There is no mark-up passed on to
participants.

those zip codes?
An invitation to participate in the 2026 Community Survey was sent to a
random sample of 18,000 single-family and multifamily households in
Denton. The sample was stratified by ZIP code to ensure that each area was
represented proportionally to its share of the City’s population, as detailed
in Appendix F: Respondent Characteristics. The City received 1,509
completed surveys, yielding a statistically valid response rate of 8.38
percent. Response rates by ZIP code were as follows: 76201 at 6.82 percent,
76205 at 6.44 percent, 76207 at 9.15 percent, 76208 at 5.87 percent, 76209
at 6.06 percent, and 76210 at 7.20 percent. These rates should be
interpreted with the understanding that 17 percent of respondents did not
report their ZIP code.

Will the community have the opportunity to provide feedback on the project
implementations? I have concerns about removing pedestrian connectivity across
Eagle at both Elm and Locust and detouring them to busier, more dangerous
intersections like Eagle at Bell and Eagle at Carroll.
The removal of pedestrian connectivity across Eagle Drive is a temporary
construction-phase requirement with permanent sidewalks being restored
at project completion, which is expected in 3 to 4 months. Staff will prioritize
pedestrian safety throughout the project. Additionally, Staff will be seeking
community input on future projects through the available City
communication channels.

#8 states that, as part of Vision Zero efforts, the City will look into a connection of
Windsor across Loop 288. Windsor was not identified in the High-Injury Network.
Please explain the rationale for why Windsor, which sees fewer crashes and injuries,
is being prioritized above high-injury segments identified in the High-Injury Corridor
Prior to the adoption of the Vision Zero Plan and the High Injury Network
process, The East Windsor/Loop 288 corridor was previously submitted to
the USDOT as one of the demonstration corridors for the 2024 Safe Streets
and Roads for All (2024 SS4A) Grant Application. The City was awarded
$720,000 for Comprehensive Safety Planning in the City of Denton. The City
is considering this corridor because of the grant award and expected TxDOT
modifications to the future alignment and connection from US 380 to East
Loop 288, which will be removing the signalized crossing at Kings Row. The
City will be planning for connectivity in this area and for the safe design of
the East Windsor connection for all users, which will serve a mix of
residental, industrial, bicycle, and pedestrian traffic. Vision Zero still remains
a high priority and staff is focused on enchancing road safety on all high
injury network locations.

NAA? In a previous case recently, we heard back from the property owner only after
starting the annexation process and sending certified mail.
Yes, the notice was sent via certified mail on April 13, 2026 and was recieved
on April 16, 2026.
