General Information & Status Updates
A.Sherman Crossing Stormwater Detention Basin –During the April 7, 2026, City Council meeting, a resident requested the City purchase theproperty immediately north of the basin, located at 1200 Poinsettia Boulevard. However,the property is currently in the development process, has an approved zoning complianceplan, and is under engineering review.
The Sherman Crossing detention basin is a privately owned and maintained flood controlfacility located at the northwest corner of East Sherman Drive and Hercules Lane. Thefacility is owned and maintained by the Sherman Crossing Homeowners Association(HOA).
In 2023, the basin’s outlet became obstructed, causing stormwater to accumulate withinthe basin rather than discharge downstream as originally designed. After that event, theHOA restored the basin to its proper operating condition. Corrective actions includedclearing the outlet obstruction, removing trees and aquatic vegetation, and allowing the

B.Mayor’s Pet Spotlight - Popeye is a sweet 5-year-old bulldog mix, who has been patientlywaiting for a home since April 2. He’s fully housebroken and potty trained, and he already
knows his “sit”, “down”, and “stay” commands, making him an easy, well-
mannered addition to any household. Popeye thrives on human companionship and lovesbeing by your side, whether you’re out for a walk, going for a jog, or simply enjoying quiettime together. Popeye does best as the only dog in the home, where he can enjoy all theattention. With a medium energy level, he’s always ready for playtime but just as happy to
settle in for cuddles. Popeye is more than ready for a family to call his own and a place
where he can feel secure, loved, and at home.

Responses to Council Member Requests for Information
A.Kings Row and Loop 288 Traffic – On April 21, Council Member Holland submitted arequest to review an increase in traffic occurring along Kings Row. Staff conducted an
audit of Loop 288 and confirmed that traffic levels have increased along the corridor. Based
on these findings, staff will adjust signal timing at the intersection as a temporary measureto reduce the number of drivers who fully stop in the travel lane. This timing adjustmentwill improve traffic flow, operational efficiency, and intersection safety. It should also benoted that increasing the green time for northbound Loop 288 will reduce the green time
available for Kings Row. In the medium term, specifically within the next 3 to 5 years,
TxDOT plans to close this intersection. Consequently, traffic from Kings Row will beredirected to the future E Windsor connector intersection, which is part of the proposed US380-Loop 288 connector project. Staff Contact: Charlie Rosendahl, Development Services;Farhan Butt, Development Services.
B.Streetlights on Carroll and Fort Worth Drive – On April 22, Council Member Hollandsubmitted a request to review street light brightness on Carroll and Fort Worth Drive. Afterevaluating the brightness of streetlights along Fort Worth Drive, staff determined that amore uniform lighting system would improve overall corridor operations. Because Fort
Worth Drive is maintained by TxDOT and no TxDOT improvement plan has beenestablished, the City will seek other alternative options to improve overall corridoroperations, through funding opportunities available from NCTCOG and HSIP programs.Staff Contact: Charlie Rosendahl, Development Services; Farhan Butt, DevelopmentServices.
C.Runoff into Unicorn Lake – On May 11, Council Member Holland submitted a residentrequest regarding runoff draining into Unicorn Lake from a construction site, where a fishkill occurred in August 2025. Staff conducted site visits and inspections and found noevidence of pollution. Staff inspects construction sites for compliance with the stormwater
permit, which consists of erosion control measures. Inspections also include a review ofsite conditions, identification of any deficiencies, and correction of deficiencies within oneweek of being recorded. Currently, the site is addressing corrections identified on May 14.If corrections are not completed, the next level enforcement, a Notice of Violation (NOV),will be considered.
Unicorn Lake contributes to the stormwater drainage system and has five outfalls servingthe surrounding properties. The Unicorn Lake property has a drainage pattern that isdivided between flow to Unicorn Lake (west) and to Unicorn Lake Blvd (east). Rainfall
surface flows from the construction site across the walking path into Unicorn Lake.
Erosion controls, such as silt fences, slow water flow, allowing soil particles to settlebehind them.
Regarding the fish kill at Unicorn Lake, the City was notified of the incident on August 23,
2025. The City of Denton and TCEQ staff both conducted independent investigations and
concluded the fish kill was most likely caused by a natural drop in dissolved oxygen. StaffContact: Michael Gange, Environmental Services

D.Free Range Chicken Ordinance – On May 13, Council Member Jester submitted a residentrequest pertaining to rules for addressing free-range chickens. The current ordinance
relating to fowl can be found on this link Sec. 6-26. - Keeping of fowl or pigeons, which
outlines restrictions and requirements related to chickens. Key provisions include:
•"It shall be unlawful for any person to keep or harbor any fowl or pigeon that is notmaintained within an enclosed structure or fenced yard that prevents the animal
from straying off the owner's property."
•"It shall be unlawful for any owner of any fowl to maintain yards, pens, sheds,coops, or other enclosures in which such fowl are confined in such a manner as to
give off odors offensive to persons of ordinary sensibilities residing in the vicinity,
or to breed or attract flies, mosquitoes or other noxious insects or rodents, or in anymanner to endanger the animals' health or public health, safety or welfare, or tocreate a public nuisance."
Animal Services Officers are available to respond and investigate any reports to ensure
compliance with current ordinance and resolve any issues of non-compliance. Staff Contact: Nikki Sassenus, Animal Services
E.Sherman and Kings Row Intersection – On May 18, Council Member Stevens submitted a
resident inquiry regarding navigating the stop sign on Sherman and Kings Row intersection
and plans for installing traffic lights. Staff reviewed this intersection and confirmedconstruction is underway to install a traffic light. This project is expected to be completedwithin 6 to 8 weeks, weather permitting. Staff contact: Charlie Rosendahl, DevelopmentServices; Farhan Butt, Development Services.
