General Information & Status Updates
A. Texas Intrastate Fire Mutual Aid – On Aug. 10, the Denton Fire Department (DFD)
deployed a wildland truck with 3 firefighters on a Texas Intrastate Fire Mutual Aid System
(TIFMAS) request for strike teams for increased wildfire danger around the state. Crews
from Denton, Little Elm, Dallas, Ft. Worth, McKinney, Coppell, and Lewisville Fire
Departments now make up Strike Team 139 (ST-139). Each deployment can last up to
eight days, and they could be deployed anywhere in the state, where needed. Staff contact:

B. Inclement Weather Shelter – From Aug. 6 through Aug. 12, the Inclement Weather Shelter
at the Denton Community Shelter (909 N. Loop 288) was opened seven times by Our Daily
Bread. The Inclement Weather Shelter is opened in accordance with the City’s Use of
Facilities for Inclement Weather Policy to provide overnight cooling for individuals when
there is a Major Heat Risk, representing a major risk of heat-related impacts affecting all
individuals without proper hydration and adequate cooling. The table below details the
shelters utilization and capacity through this period, and Attachment A below is the
Denton County Public Health Heat-Related Illness Surveillance Report for the week of
Aug. 2 through Aug. 8. Additional information on shelter and weather resources, including
instructions on how to sign up for inclement weather alerts, can be found on the City’s

D.Crescent Street at Alice Street Intersection Improvements – Transportation Services
conducted a road safety audit at the intersection of Crescent Street and Alice Street
following recent crashes. The audit found that contributing factors included poor yielding
from Alice Street. To address this, staff will convert the intersection from Two-Way Stop
Control, to All-Way Stop Control. The intent of reconfiguring the intersection is to improve
clarity, provide stop control for all movements, and enhance safety for all road users
(pedestrians, bikes, and motorists). These improvements will be implemented in-house by
Traffic Operations staff within three weeks. Staff will monitor the location and conduct an
additional study to evaluate the safety and effectiveness of the changes in one year. Staff

E.Mayor’s Pet Spotlight – Pandora is a 5-year-old, 42-pound spayed female Husky with
striking blue eyes and a gentle, intelligent nature. While the stress and noise of the shelter
environment initially overwhelmed her, Pandora has completely blossomed since
transitioning into a foster home. Settling into a calm setting restored her appetite and
confidence, revealing a sweet, easygoing companion who loves belly rubs, enjoys being
brushed, and often claims a spot in the recliner to relax. She gets along well with other dogs
and is indifferent toward the feral cats that occasionally enter her foster family's yard.

Responses to Council Member Requests for Information
A.Certificate of Occupancy for Historic Renovation – On Aug. 9, Mayor Pro Tem Stevens
shared an inquiry from a resident who was required to have an issued Certificate of
Occupancy (CO) for a residential alteration to qualify for a rebate from the Texas Historical
Commission. The City typically does not issue COs for residential permits, which is a
common practice in the industry. However, for unique situations like this, a CO can be
issued if requested. Residents are encouraged to contact the Development Services
department at (940) 349-8600 or building@cityofdenton.com for any questions. Staff

B.Congress Street Park – On Aug. 11, Mayor Pro Tem Stevens asked about the timeline for
the beginning and completion dates for Congress Street Park, as well as plans that have
been finalized for the new park. Beginning and completion dates will be identified once
staff has completed working with vendors to finalize scopes of work and obtain quotes for
the work. The proposed improvements, based on neighborhood feedback and approved by
the Parks, Recreation, and Beautification Board, include the following:

C.Westgate Drive Student Safety – On Aug. 6, Council Member Rumohr asked about safety
improvements and discouraging cut-through traffic on Westgate Drive ahead of the
Westgate Phase 2 project. Transportation Services conducted an audit along Westgate
Drive and Bronco Way adjacent to the new Denton High School. The audit found that the
roadway was built at the residents' request, with curb extensions to discourage right turns
and the use of Westgate by the Denton High School students; however, no signage was
installed to clarify the intent. To address these issues, Staff added a no-right-turn sign at
the intersection of Westgate Drive and Bronco Way, and a no-left-turn/U-turn combo sign
from westbound Bronco Way to southbound Westgate Drive. These improvements were
implemented in-house by Traffic Operations staff before Denton High School opened.
Staff will conduct a speed study for Westgate Drive in mid to late August and coordinate
with the Police Department for targeted enforcement during daytime school hours for

D. Bronco Way/Bonnie Brae Street Sidewalk – On Aug. 10, Council Member Rumohr shared
an inquiry regarding safe access for Students to Denton High School and Reeves
Elementary School during Bonnie Brae construction. Ahead of Denton ISD's first day of
school on Thursday, Aug. 13, several roadway adjustments were put in place at Bonnie
Brae and Riney Rd./Bronco Way:
• Concrete sidewalks on the south side of Riney Rd./Bronco Way will be
continuously accessible from Denton High School to Reeves Elementary.
• All lanes of traffic will be open on Bronco Way from Bonnie Brae to the I-35
Frontage Rd.
• Riney Road will be fully open from Bonnie Brae to US-77 (Elm).
• Bonnie Brae will have two-way traffic open on the new southbound lanes from
Riney to US-77 (Elm).
Staff notes that while these adjustments were ready for the first day of school, as road work
continues in this section of Bonnie Brae, additional temporary adjustments may be needed.
This could include lane closures for sidewalk installation, street lighting, and other
parkway improvements as crews work toward substantial completion of the project.
Staff will post updates about these temporary adjustments as they arise on the Bonnie Brae
Street Discuss Denton project on Discuss Denton. As a reminder, this construction is part
of the larger Bonnie Brae Phase 6 project, and focuses on making the following
improvements:
• Enhanced student and pedestrian safety through the installation of new sidewalks
and crosswalks at Bonnie Brae, Riney Road, and Bronco Way
• Improved traffic safety and smoother flow through new signal-controlled
intersections at Riney Road and Bonnie Brae, and at US 77 and Bonnie Brae
• Better traffic flow and reduced congestion surrounding Denton High School and
Reeves Elementary
• Improved access to Bonnie Brae for nearby residents, including those at The
Beverley and Kings Ridge
We are grateful for the community’s continued patience as we make these important

E. Bonnie Brae Traffic Confusion – On Aug. 9, Council Member Holland shared an
observation of drivers entering the oncoming traffic lane on Bonnie Brae Street at the I-35
service road, as the existing traffic control isn’t being followed. City staff confirmed the
traffic control is a part of the TxDOT I-35 Merge project. Staff relayed the information to
the TxDOT project team. They will investigate it and add more cones or signage, if needed,

TO MAYOR AND CITY COUNCIL
SUBJECT:
Resources to support police officers responding to mental health calls for service.
EXECUTIVE SUMMARY:
On July 13, 2026, Council Member Ferrie submitted an initial two-minute pitch to have a work
session to discuss opportunities and avenues for increased mental health training for our police
officers. After a discussion with Interim Police Chief Salas, Council Member Ferrie proposed a
modified pitch at the July 21 City Council Meeting to have a work session to discuss increasing
mental health resources to aid our police officers, finding opportunities to collaborate across
departments, and funding opportunities. On July 21, 2026, the City Council gave direction to
proceed with the two-minute pitch proposal as outlined in Ordinance 24-1725.
This Informal Staff Report provides an overview of opportunities to reduce the burden on
officers responding to mental health-related calls for service. This information aligns with the
City Council’s request to explore strategies that improve service delivery, enhance community
support, and reduce strain on public safety resources.
BACKGROUND:
A mental health crisis can impact anyone, anywhere, and at any time. These crises can be
devastating for individuals, families, and our community. For those seeking support in the City
of Denton, there is an overlay of responses between nonprofit entities, hospitals, and law
enforcement. Who responds to a crisis and how quickly depends on who is called and what
resources are available at the time.
In the City of Denton, the primary provider of mental health care is Denton County My Health
My Resources (MHMR). MHMR serves as Denton County’s Local Mental Health Authority
(LMHA), which is an entity designated by the Health and Human Services Commission (HHSC)
to oversee and provide community mental health services in its designated area when no other
provider is available. To support individuals in crisis in Denton County, they contract with
MHMR of Tarrant County to provide a 24/7 crisis hotline service that provides information,
support, intervention, and referrals to callers. Additionally, they have a Mobile Crisis Outreach
Team (MCOT) that provides 24/7 clinical assessments to individuals in crisis who are presenting
as a danger to themselves or others or are experiencing severe deterioration. MCOTs are
comprised of a Qualified Mental Health Professional and/or a licensed professional. The purpose
of the clinical assessment is to determine an individual’s risk of harm to themselves or to others,
and to determine the least restrictive treatment setting in which an individual can safely receive

mental health services. More information about MHMR’s other crisis services can be found on
their website: Crisis Services – Denton County MHMR Center.
Often in the City of Denton, individuals in crisis, family or friends, or even concerned
unaffiliated individuals call 911 or the police non-emergency line (940-349-8181) to report a
person in need. These calls are assessed by public safety dispatchers and result in an emergency
response by the City. The responsibility to respond to these calls falls to police officers assigned
to patrol and officers assigned to the Outreach Team.
•The Police Department Outreach Team currently has three police officers who have
received specialized training in responding to calls for individuals in a mental health
crisis.
•The Police Department provides Mental Health training to all patrol officers graduating
from the police academy. During the police academy, officers receive 40 hours of Crisis
Intervention Training and 8 hours of De-escalation Techniques.
•The Police Department has a 4-hour course on the Emergency Detention Order (EDO)
into the Field Training Academy. All Patrol Supervisors, Field Training Officers (FTOs),
and officers hired since November 2025 have received this training.
•The Police Department is actively expanding EDO training to all officers, allowing for
greater coverage throughout the city.
•During annual in-service training, all officers participate in scenarios related to de-
escalation, mental health, and crisis intervention.
•When responding to Mental Health calls, officers work with members of the Crisis
Intervention Response Team (CIRT). The CIRT team is composed of four mental health
professionals, either Licensed Professional Counselors (LPC) or Licensed Clinical Social
Workers (LCSW), who are assigned under the Community Services Department. The
CIRT Team is dispatched to Mental Health calls by Public Safety Dispatch (PSD) to
respond to mental health and suicide calls.
Between July 31, 2025, and July 31, 2026, DPD received 1,715 mental health calls for service
and 802 suicide calls for service.
Additionally, the City of Denton continues to experience a rise in calls for service related to
homelessness, many of which involve individuals experiencing mental health crises.
Approximately one in every ten calls for service received by DPD is currently related to persons
experiencing homelessness. These calls at the intersection of homelessness and mental health
crisis create complex scenarios that sometimes require both enforcement and social service
intervention.

DISCUSSION:
To better respond to these types of calls, the City has applied for Continuum of Care (CoC)
funding for Supportive Services Only – Street Outreach. The $500,000 grant would provide for
five additional case workers to be integrated with public safety, as CIRT is, and allow for the
intervention of civilian personnel alongside mental health professionals to de-escalate situations
and lead to a positive outcome for all involved. The ongoing case management of individuals
combined with supportive services connections will help to reduce recurrences and help
individuals secure stability. There is currently no funding planned to support such programming
with general fund dollars if the CoC funding is not secured.
CONCLUSION:
The Denton Street Outreach initiative represents a meaningful opportunity to reduce demand on
police officers responding to mental health-related calls, particularly those involving
homelessness. Through coordinated dispatch, integration of case managers, and strengthened
collaboration with mental health clinicians, the City can improve outcomes for vulnerable residents
while easing the operational burden on public safety staff.
Upon receipt of the Informal Staff Report, Council Member Ferrie may indicate if the information
provided satisfies their request. Should the request not be satisfied, the item will be considered by
the Agenda Committee for placement on a future Work Session agenda or routing through an
appropriate board, commission, or committee.

The results of the City’s most recent competitive bond sales for the Series 2026 General Obligation
Refunding and Improvement Bonds, Certificates of Obligation and General Obligation Refunding Bonds,
Series 2026A.
BACKGROUND:
The purpose of this report is to provide the City Council with details regarding the sale of Series 2026 and
2026A bonds authorized on July 14, 2026, with Bond Ordinances 26-0804 and 26-0805.
DISCUSSION:
On July 21, 2026, the City’s financial advisor, Hilltop Securities, conducted competitive sales for
$62,550,000 in General Obligation (GO) Bonds and $280,025,000 in Certificates of Obligation (CO). The
delivery of funds to the City will be made on August 20, 2026.
The GO bonds were awarded to BOK Financial Securities, Inc. and the COs were awarded to Wells Fargo
Bank, NA., the lowest true interest cost bidders. Below is a list of all participating firms who placed bids on
the 2026 GO and CO issuance.

The GO 2026 bonds included the issuance of $44,223,000 to fund the third year of voter approved projects
from the November 2023 bond election, refunded a portion of the remaining principal amount CO Series
2016 and the remaining principal amount Utility Revenue System Revenue Bonds 2017. As approved by the
City Council on July 14, 2026, the GO bond sale met all the following required parameters listed below:
-Maximum principal amount of sale is $316,338,000;
-Final stated maturity of February 15, 2046;
-Maximum net effective interest rate of 5.00%;
-Delegation authority ends January 14, 2027.
Concurrently, the City also completed a competitive CO sale for $280,025,000 to support general
government, solid waste, water, wastewater, and electric projects. As approved by the City Council on July
14, 2026, the CO sale met all the following required parameters listed below:
-Maximum principal amount of sale is $295,000,000;
-Final stated maturity of February 15, 2056;
-Maximum net effective interest rate of 5.250%;
-Delegation authority ends January 14, 2027.

$11.879 million.
