General Information & Status Updates
A. Fire Department Strategic Plan – The fire department recently completed a five-year
strategic plan, creating a roadmap to improve service to the growing community. The plan
was developed with input from department members, an external stakeholder group, and
the 2026 Community Survey. The plan sets five strategic goals:
1. Optimize delivery of fire and EMS response
2. Prioritize the safety and wellness of personnel
3. Manage capacity and resources amid community growth
4. Enhance community risk reduction
5. Recruit, develop, and retain a high-performing workforce
Each goal has measurable objectives, assigned leads, and target dates. Examples include
opening Fire Station 10 at Landmark, pursuing NFPA 1710 response-time compliance, and
preparing for 2028 Commission on Fire Accreditation International reaccreditation. The
plan builds on recent milestones, including an ISO Class 1 rating and accreditation by the
Commission on Accreditation of Ambulance Services. Progress will be reviewed on both
a quarterly and annual basis. Online Flipbook | Denton Strategic Fire Plan 2026-2030. Staff

B. Summer Inclement Weather Operations – From July 18 through Sep. 21, the Denton
Community Shelter operated by Our Daily Bread (ODB) expanded capacity for Inclement
Weather (IW) operations continuously for 66 days, the longest continuous stretch of IW
operations since the shelter opened in 2021. The IW shelter is opened in accordance with
the City’s Use of Facilities for Inclement Weather Policy to provide overnight cooling for
individuals when there is a Major or Extreme HeatRisk. There were 10 days during this
period where ODB elected to expand capacity in excess of City policy due to a heat index
of over 100 degrees on days with a moderate HeatRisk.
Throughout this period, there was an average of 55 individuals per night who utilized the
expanded capacity. Shelter utilization peaked on Aug. 22 with 83 individuals. There were
353 unique individuals who were recorded to have utilized IW shelter, ranging from ages
19-83 (average age: 44). Of these individuals, 119 (34%) were accessing services within
the Housing Crisis Response System for the first time in Denton County. Staff contact:

E. Mayor’s Pet Spotlight – Eve is a 2-year-old, 55-pound spayed female Lab mix who is
sweet, affectionate, playful, and easy to walk on a leash. She’s always ready for fun,
cuddles, and lots of love. While Eve is still working on her potty training, she simply needs
a patient owner willing to give her the time, guidance, and encouragement she needs to
learn. Come meet Eve and give this sweet girl the chance to become a part of your family.

Responses to Council Member Requests for Information
A. Flood Mitigation – On Sept. 29, Mayor Pro Tem Stevens inquired about preventative
checks for drainage issues before storm events. Ahead of the expected rainfall, Water
Utilities crews will visually inspect and photograph all creek crossings on the pre-storm
inspection list, including the areas upstream and downstream of Congress Street. While in
the area, they will also verify that all inlets are clear. Water Utilities have also coordinated
with the Engineering team to inspect the surrounding area based on drainage-related
requests they have received from residents.
If residents notice flooding in an area such as a public road during a rain event, contact
Denton 311 by mobile phone at 3-1-1 or landline at (940) 349-7311, so a drainage crew
can monitor the area. If the flooding appears to be an emergency, call 911. Staff contact:
Stephen Gay, Water Utilities
B. Fairground Event Parking – On Sept. 16, Mayor Pro Tem Stevens shared a resident inquiry
from a resident regarding parking enforcement in the neighborhood around the North Texas
Fairgrounds during events. During events, residents are encouraged to report all parking
complaints to the police department by calling the non-emergency line at 940-349-8181.
Transportation Services staff will reach out to the resident and discuss the process for the
possibility of adding no parking to gauge support for any proposed changes. If there is
neighborhood support, staff would complete a corridor-level field audit review of the area
to confirm the specific segments where width is insufficient for emergency vehicle passage
and where no-parking areas may be appropriate. Staff contact: Charlie Rosendahl,
Development Services
C. Riney Road Pedestrian Crossings – On Aug. 25, Council Member Rumohr inquired about
adding pedestrian island crossings across Riney Road. After a site audit, Transportation
Services staff found mid-block islands along Riney Road are not recommended at this time
because of cost and drainage impacts. As an alternative, staff will install an all-way stop
control at the Hardaway Road intersection, which is closer to Reeves Elementary School.
At the Discovery Boulevard intersection, staff plan to modify the ADA ramps to facilitate
a crossing with crosswalk markings and pedestrian-activated Rectangular Rapid Flashing
Beacon (RRFB) lights for safety after the Riney Road project is completed. Staff contact:
Chandra Muruganandham, Transportation Services
D. Traffic flow at University and Bonnie Brae – On September 28, Council Member Rumohr
shared resident concerns about the traffic signal flow at the intersection of Bonnie Brae
Street and University Drive, where southbound traffic is only one lane, but has its green
turn signal at the same time as northbound traffic. Due to active construction along Bonnie
Brae, staff had modified signal phasing operations with permissive movements. In response
to these concerns, Traffic Operations staff will pilot and evaluate the impact of changing
Northbound and Southbound Bonnie Brae to separate phases. Staff contact: Chandra
Muruganandham, Transportation Services
5 Table of contents
E. Cooper Creek Concern – On Sept. 26, Mayor Pro Tem Stevens shared a resident inquiry
regarding Cooper Creek having reduced flows and going fully dry recently, and the relation
of data centers. Cooper Creek like many streams and creeks across North Texas have been
impacted by the high heat and lack of precipitation. While the Denton area experienced a
small amount of rain in September, the last appreciable rain event was recorded on July
13th. To date, the City of Denton has received just over 20 inches, as compared to an
estimated 27 inches in a normal year. Area lakes have been impacted as well; Cooper Creek
flows into Lewisville Lake that is reportedly 3.78 feet below full condition.
Irrigation runoff from the community may also be lower than historically seen with
community members adhering to twice per week water schedules as well as timely repair
of automatic sprinkler systems. These combined efforts would limit the amount of
irrigation runoff that may enter the creek.
Area data centers rely on treated water sources (such as the City of Denton water system)
for their needs. Staff are unaware of any using surface water such as a creek for their water
needs. Staff contact: Michael Gange, Environmental Services and Sustainability
F. Hodge Elementary Traffic – On September 22, Mayor Pro Tem Stevens shared a resident
inquiry related to the vehicle pick-up line at Hodge Elementary overflowing onto
Deerwood Road and Kings Row toward Loop 288. Transportation Services staff visited
Hodge Elementary School during the school dismissal time. The afternoon pickup traffic
was organized; however, queues started to build from 2:15 PM for a 3 PM dismissal and
lasted until 3:20 PM. During the observation, the queues did not extend from Kings Row
to Loop 288. However, a delayed pickup or blocking active travel lanes could cause queues
to extend onto Loop 288 main lanes. City Transportation staff discussed the issue with
school staff, and they were not aware of traffic extending onto Loop 288. City staff will
conduct an additional follow-up visit for additional evaluation during school afternoon
peak hours and may discuss options with the school for a staggered operation if feasible.
