The August 2026 Monthly Financial Report can be accessed here. Staff contact: Matt Hamilton, Finance B.Inclement Weather Shelter – On Oct. 14, the Inclement Weather Shelter at the Denton Community Shelter (909 N. Loop 288) was opened by Our Daily Bread. The inclement weather shelter is opened in accordance with the City’s Use of Facilities for Inclement Weather Policy to provide overnight cooling for individuals when there is a Major HeatRisk, representing a major risk of heat-related impacts affecting all individuals without proper hydration and adequate cooling. The table below details the shelter’s utilization on Oct. 14. Additional information on shelter and weather resources, including instructions on how to sign up for inclement weather alerts, can be found on the City’s website. Staff contact: Julia Alessandra, Community Services HeatRisk HeatRisk: 2 (Moderate)* Date 10/14/2026 Denton Community Shelter Occupied Beds (Standard Capacity: 195) 130 2 Table of contents Responses to Council Member Requests for Information A. Economic Development Strategic Plan – On Oct. 12, Council Member Ferrie inquired about the timeline for an update to the Economic Development Strategic Plan, which was adopted in 2020. Several items remain active and relevant from the current plan. Typically, the cost to draft and adopt an economic development strategic plan ranges from $100k– $200k. Funding for a new plan will be requested through the next budget process. The Economic Development Partnership Board is finalizing a work plan discussed during its recent retreat. The board’s objectives will be incorporated into the department’s operational goals and continue advancing initiatives outlined in the Design Downtown Plan and the Southeast Denton Area Plan. Staff contact: Brittany Sotelo, Economic Development B. Green Ribbon Program – On Oct. 8, Council Member Rumohr shared an inquiry about potentially implementing the TxDOT Green Ribbon program along a section of University Drive, and whether a wildflower area is feasible instead of a fully landscaped and irrigated space. Wildflowers can be incorporated into Green Ribbon projects, but staff would need TxDOT to confirm eligibility for a wildflower-only proposal. The program emphasizes enhancing the natural landscape and improving air quality, making plant selection and trees important components. These projects also carry a long-term landscape maintenance agreement, with future changes to the approved design requiring TxDOT approval. The implementation cycles are currently in flux while TxDOT evaluates the program. Staff confirmed that applications may not open until December 2027. Staff will continue tracking the program. Staff contact: Jen Basham, Parks & Recreation C. Construction Traffic Hazard – On Oct. 7, Mayor Watts shared an inquiry regarding traffic hazards caused by a construction crew on Sundown Boulevard. On Oct. 9, City inspections staff addressed the traffic control issues by having the contractor move their trucks and put flaggers into place. Additionally, the City is scheduling a meeting with the developer to address the ongoing issues. Staff will continue to visit the site each day to monitor the situation. Staff contact: Seth Garcia, Capital Projects & Street Operations D. US 380 Lighting Project Update – On Oct. 14, Council Member Rumohr requested an update and timeline for the US 380 lighting project. The Notice to Proceed for this project was issued on June 15, 2026. The project is ahead of schedule with most of the conduit now in place, and the contractor is working on pole foundations. The contract is 360 days, and current completion date is June 10, 2027. This information has been updated on the US 380 Lighting Discuss Denton page. Staff contact: Seth Garcia, Capital Projects & Street Operations 3 Table of contents E. Bowling Green Park Improvements Update – On Oct. 14, Council Member Rumohr requested an update and timeline for the Bowling Green Park improvement project. The completion date for the Bowling Green Park Improvements Project is approximately the end of Q1, 2027. Staff contact: Ziad Kharrat, Parks & Recreation F. Holiday Fire Engine Parade – On Oct. 14, Mayor Pro Tem Stevens inquired about bringing back the Santa on a Fire Engine program. The Fire Department will bring back its holiday fire engine parade for the 2026 season. Fire engines decorated for Christmas will drive through the city playing holiday music. The program is staffed by Fire employees and their families who volunteer their time. In past years, they enjoyed spreading holiday cheer as much as residents enjoyed watching the engines go by. This year, Fire staff will introduce planned routes that will be shared with the public well in advance. They may also include stops at local parks along the way to offer fun photo opportunities. Fire will share more details with Council in late November. Staff contact: Kenneth Hedges, Fire G. Jail Bonding Inquiry – On Oct. 5, Council Member Ferrie shared an inquiry about whether someone is required to have a permanent address to bond out of jail. There is not a requirement for a permanent address to be on file to bond out of our jail if someone is posting a cash bond. However, a private bondsman may be requiring a permanent address in order to post a bond for an individual.
