Congressman Burgess’ 2024 Congressional Veteran Commendation – On Nov. 11, Assistant City Manager Frank Dixon was recognized with the 26th Congressional District Veteran Commendation. The Congressional Veteran Commendation was created in 2005 by Congressman Michael Burgess to honor the distinguished veterans of Texas’ 26th Congressional District. The commendation is awarded based on military service and dedication to their community as a civilian. B. Airport Rates and Fees Discussion Update – In early 2024, Aviation Management Consulting Group (AMCG) began a financial analysis of the Denton Enterprise Airport. This analysis was driven by the recognition that future airport revenues would be insufficient to cover airport costs, resulting in annual net reductions in the Airport fund balance. Part of the AMCG project involved completing a General Aviation Fee Study that would evaluate the current airport rates and fees and provide recommendations based on airport best practices. The airport will host several events to share the study’s results with the public. The public meeting dates are as follows: • Nov. 20: Airport Town Hall • Dec. 4: Airport Town Hall • Dec. 11: Presentation of staff rate and fee recommendations to the Airport Advisory Board (AAB) for its consideration and recommendation to the Council. • Jan. 4: Staff presents the Fee Study results, public feedback, and staff and AAB recommendations to the Council in a work session • Feb. 14: City Council consideration of rate and fee changes • April 1: Effective date of any adopted rate and fee changes Figure 1(L-R): Congressman Burgess and Frank Dixon 2 In addition to the town halls, a Discuss Denton page has been developed to allow stakeholders to review background information and related documents, ask questions, and make suggestions regarding the rates and fees discussion. Community Development Funding – The Community Services Department is seeking feedback regarding federal funds for community development, housing, and public services. The feedback provided from this survey allows the Community Services Advisory Committee to develop recommendations for funding priorities that are presented to the Council in the Spring. The annual Funding Priority Survey is available on the Community Development page through Nov. 29. Texas Recycles Day 2024 – Please join the City of Denton's Solid Waste & Recycling and Environmental Services & Sustainability Departments for Texas Recycles Day this Saturday, Nov. 16, from 9 a.m. to noon at Nette Shultz Elementary located at 1502 Hanover Drive. Residents are encouraged to participate by bringing items such as batteries, oil, lightbulbs, antifreeze, electronics with no screens, books, bikes, and plastic bags. Other local organizations will be available to accept gently used arts & crafts supplies, clothing, shoes, accessories, toys, eyeglasses, and more. Paisley Street Transportation Audit – On Oct. 15, Mayor Hudspeth shared an interest in improving the stop signs at Paisley Street and Pace Drive. Staff audited the location of Paisley Street at Pace Drive for the efficiency of the all-way stop signs. Staff will make the following improvements: lower STOP signs to 6 feet from the ground for more attention from the drivers, refresh the STOP bar markings, and add reflective strips around the STOP sign vertical pole (all four sign poles) and around the actual STOP sign, which will help in 3 low-light/night conditions. Staff will monitor and revisit the location and make additional improvements. EXECUTIVE SUMMARY: On October 17, 2023, Council Member McGee presented a two-minute pitch to consider a resolution encouraging the Denton County Commissioners Court to establish countywide vote centers. The Council did not reach the necessary consensus of six Council Members to place the proposal on a future agenda as a resolution. However, the Council directed staff to gather additional information to present back to the Council. BACKGROUND: “Vote center” is a term used to define a model of voting where a voter can cast their vote at any Election Day polling location instead of just the one that is assigned to their voting precinct. In Texas, it is also called the Countywide Polling Place Program. In 2009, the Texas Legislature authorized the Countywide Polling Place Program, which enables participating counties to allow voting at any polling location on Election Day. Until 2021, Denton County was precluded from participating because any participating county must exclusively use direct recording electronic (DRE) voting systems at all polling places. While Denton County has utilized a paper voting system since 2017, it is eligible to participate in the Countywide Polling Place Program. Currently, Denton County voters can cast their vote at any Early Voting location in the County but must vote at their assigned precinct on Election Day. DISCUSSION: To implement a countywide voting program, Denton County must submit an application to the State following the guidelines outlined in Texas Election Code Section 43.007. As of September 2024, the County expressed no intentions to pursue this program. CONCLUSION: The City does not have the authority to compel the County to participate in the Countywide Polling Place Program; thus, further consideration of this proposal is not recommended. EXECUTIVE SUMMARY: On May 16, 2023, Council Member McGee requested a work session to consider making Election Day a municipal holiday, which received majority support. However, after the work session presentation, the City Council voted against proceeding with the holiday. On May 17, 2024, Council Member McGee made a second pitch to revisit the discussion, requesting another work session to re-evaluate the proposal for adding Election Day as a municipal holiday. DISCUSSION: The City of Denton observes 11 holidays, during which city business and facilities are closed, plus two personal floating holidays, totaling 13 paid holidays for employees each year. If a holiday falls on a weekend, it is observed on the nearest weekday. Full- and part-time employees receive paid time off for observed holidays. Non-exempt employees who work on a holiday can either take equivalent time off during the same week or receive holiday pay along with their worked hours, potentially resulting in overtime pay. In August 2023, Human Resources updated a 2021 survey of 136 municipalities on the number of holidays provided. The findings showed that none of these cities offered Election Day as a holiday. Human Resources observed no significant shift in organizations, either in the private or public sector, towards adding the Election Day holiday. The City of Denton remains competitive in holiday offerings, providing the most holidays among its comparator cities in the metroplex. No concerns have been reported regarding employees' requests for time off to vote. The estimated payroll cost for an additional holiday is $571,614. While this expense is budgeted and would be incurred without a designated observed holiday, the holiday would allow most employees to receive the wages as a paid day off rather than as productive hours for the City. Additionally, to cover essential staffing, the City incurs an estimated average of $130,200 in overtime costs per holiday. Below is the allocation by fund: Fund Estimated Amount General Fund $78,120 (60%) Electric Fund $21,678 (16.65%) Water/Wastewater Fund $10,286 (7.9%) Solid Waste Fund $13,671 (10.5%) Other Funds $6,445 (4.95%) Total: $130,200 CONCLUSION: The last holiday additions by the City Council were on January 1, 2022, with Juneteenth, Veterans Day, and two personal floating holidays. The proposal to make Election Day a municipal holiday in even-numbered years (on the Tuesday after the first Monday in November) would require a budget amendment. If Council Member McGee wishes to advance the pitch beyond an Informal Staff Report, City Staff will present the information to Agenda Committee with a staff recommendation to route a holiday proposal as a supplemental item through the FY25/26 budget process.
