Texas Recycles Day 2024 - On Nov. 16, the City of Denton held a drop-off event for Texas Recycles Day at Nette Shultz Elementary. Over 50 residents brought 162 lbs. of batteries, 159 lbs. of Oil/Antifreeze, 919 lbs. of paint, 125 lbs. of books, 94 lbs. of bikes, 84 lbs. of used electronics, and 136 pairs of eyeglasses. Clothing and craft supplies were also accepted. Entities that helped make the event a success: Guyer & Ryan High Schools, Thistle Creative, Donate2Impact, and the Denton Hi Noon Lions Club. Small Business Bootcamp – Community Services, Development Services, and Economic Development departments collaboratively coordinated a three-part Small Business Bootcamp for Denton residents Nov. 7, 14, and 16. The opportunity was made possible through an Economic Mobility and Opportunity grant from the International City/County Management Association (ICMA), in response to resident feedback to the Southeast Denton Area Plan. Twelve (12) residents participated in two (2) workshops to learn simple steps for starting a business and attended a small business networking hour with six (6) community partners. Work Zone Data Exchange Grant – The City of Denton has submitted an application to the North Central Texas Council of Government’s (NCTCOG) Work Zone Data Exchange (WZDx) Grant, which supports zone data initiatives such as updates for Waze, Apple Maps, and Google Maps. Staff applied for a grant to standardize the Citywide WZDx program. If awarded, an ordinance for grant application ratification will be prepared and presented at the Council Meeting on Dec. 17, 2024. City Partners with The Center for Nonprofit Management – The City of Denton recently partnered with The Center for Nonprofit Management (CNM) to deliver the CNM’s Nonprofit Management Certificate Program (NMCP) for nonprofit organizations providing human services to Denton residents. Forty-one (41) participants from local nonprofits completed the program in 2024. The City of Denton won an award for ‘Innovation in Education’ at CNM’s annual “A Night of Light” awards event, honoring organizations that have demonstrated real, positive change in the communities across North Texas. The City will receive a scholarship to be used by local nonprofits for additional training services. City Auditor’s Office Fiscal Year 2023-24 Fourth Quarter Report – During the fourth quarter, two new audit reports were released, Vendor Management and Development Planning-Application Processing. Additionally, five follow-up reviews were released, reporting on the implementation status of 115 recommendations. Additional items of note include the annual Auditing Standards Compliance Report and the Annual Strategic Plan Performance Report. The City Auditor’s Office’s Quarterly Reports are intended to provide the City Council and the public with an update on the Annual Internal Audit Plan and recommendation follow-up status. Staff contact: Madison Rorschach, City Auditor 4 F. 2025-2026 Community Development Grant Program Applications Open – The 2025-26 Community Development Grant Program supports nonprofit agencies serving low to moderate-income residents of Denton. Applications for Housing and Public Facility Projects opened Monday, Dec. 2, 2024, and the application for Human Services Projects opens Monday, Dec. 16, 2024. All applications will close on Friday, Jan. 17, 2025. Agencies interested in applying must attend a virtual application training on Thursday, Dec. 19, 2024, at 11:30 a.m. Links to the grant applications and registration for the application training are available on the Community Development Webpage. Staff contact: Luisa Garcia, Community Services. G. 2025 Denton County Point-In-Time Count – The 2025 Denton County Point-In-Time (PIT) Count will be on Thursday, Jan. 23, 2025. The PIT Count is an annual census of people experiencing homelessness, conducted nationally, that provides data and helps bring funding into the community. Community members can sign up to volunteer on the United Way of Denton County website. Volunteer training requirements and information about donations are also available on the website. Staff contact: Megan Ball, Community Services H. End of 2024 West Nile Virus (WNV) Mosquito Season – Due to recent freezes the 2024 West Nile Mosquito season is over. Twenty-four mosquito traps tested positive for WNV and there was one WNV-positive human case reported within Denton’s city limits this season. Under the approved Mosquito Surveillance Response Plan (MSRP), the City will remain at Risk Level Two (Enhanced Response) until the start of the 2025 mosquito season in May. Staff contact: Seth Garcia, Capital Projects B.Community Market – On Nov. 22, Council Member Beck inquired about the Denton Community Market funding and operations. Staff shared the Market operates on Countyproperty, and that the City provides funding through Hotel Occupancy Tax (HOT) funds.The City’s oversight is limited to ensuring the organization’s spending adheres to theapproved budget and the allowed uses of HOT funds. Staff contact: Terrance Jones,Finance C.Hickory Street Parking Closure - On Dec. 4, Mayor Pro Tem Meltzer forwarded a messagefrom a business owner concerning construction on Hickory Street near Fry Street. Permits(building and right-of-way) were issued for the repair of masonry at an adjacent building,the closure of the sidewalk, and five parking spots. Informal Staff Report A.2025-012 Community Engagement .........................................................................................7 Information A.Council Requests for Information .......................................................................................10 B.Public Meetings Calendar ...................................................................................................12 C.Future Work Session Items .................................................................................................15 D.Sreet Closure Report ...........................................................................................................16 6 December 6, 2024 Report No. 2025-012 INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL SUBJECT: Community Engagement Program BACKGROUND: On Sept. 18, 2024, Council Member McGee submitted a two-minute pitch to create a Community Engagement program to make local government more accessible to residents by forming a team of staff and Council Members to engage with residents quarterly at their front doors one Saturday per month. On Sept. 24, 2024, the Council gave direction to provide an Informal Staff Report to discuss the City’s current community engagement practices and strategies and examine how other cities are implementing community engagement and its effectiveness. EXECUTIVE SUMMARY: In February 2024, the City of Denton launched a Community Survey to a random sample of 17,500 single-family and multifamily households in Denton to provide feedback on city services. The survey received 830 responses. Results determined that residents are satisfied with opportunities to participate in community matters, with 60 percent rating this as “Good” or “Excellent”. The survey included an opportunity to rate the top three service areas that residents believe require the most emphasis from city leaders over the next two years. Of those priorities, homelessness, quality and maintenance of streets and sidewalks, and overall quality of the transportation system were the top priorities (Community Survey Report). Currently, the City conducts community engagement through a variety of programs and communications channels tailored to our diverse community based on feedback and information collected. Staff provide opportunities for feedback from the community through surveys, video engagement, social media, and Engage Denton, to name a few. Staff educate the community and request feedback on current and upcoming projects through Discuss Denton, workshops, listening sessions, and pop-up booths at highly attended events including Arts and Jazz Fest, State of the City, Day of the Dead, and Blues Fest. City departments including Police, Fire, Planning and Development, Community Services, Library, and Parks and Recreation conduct outreach in the form of the Student Resource Officer, Summer Youth Program, Citizens Police Academy, National Night Out, Coffee with a Cop, Clowns on Fire, Citizens Fire Academy, Night Out on the Square, Careers on Wheels, Denton 360, and a Special Collections blog. Outreach programs focus on educating the community about safety, available resources, and services offered. At this time, staff is confident that the community has numerous avenues for providing feedback and engagement, as demonstrated above. 7 December 6, 2024 Report No. 2025-012 If the above summary does not meet the intended outcome, staff recommends conducting a series of town halls, as a pilot program, led by the Police department outlined below. During these town halls, department directors and senior leadership will attend to provide information and engage with the community.
