General Information & Status Updates
A. City Council Travel Expenses – The City Auditor's Office received direction from the City
Council to provide an annual report summarizing Council travel expenses and assessing
compliance with the City's travel policy as part of an October 2024 two-minute pitch. This compliance review generally included (1) verification of approval appropriateness, (2) evaluation of support documentation adequacy, and (3) assessment of travel expense report submission timeliness. The full Analysis Report can be seen on the Internal Audit
Website here. Staff contact: Madison Rorschach, City Auditor
B. Federal Funding Pause – On Jan. 27, the White House Office of Management and Budget (OMB) issued a memo pausing "federal financial assistance" pending a program-by-program review. This action was subsequently challenged in court, resulting in an
injunction halting implementation until at least February 3. Multiple lawsuits followed, and
the memo was ultimately rescinded by the Administration. The City receives federal funding through several programs, including CDBG, HOME, and Reconnecting Communities. These funds are often distributed to local nonprofits serving vulnerable populations. At this time the City is advising its community and nonprofit partners to
continue operations as usual. Additionally, staff is working to identify any funding areas
potentially vulnerable to future reductions or elimination and developing contingency plans to mitigate the impact of any potential pauses or cuts from the federal government. Staff will publish an ISR in next Friday’s report with findings and next steps. Staff contact: Kristi Fogle, City Manager’s Office
C. Mayor’s Pet Spotlight – Meet Rico, a handsome young adult American Pit Bull Terrier with a striking black and tan coat. This big guy is full of love and would make a loyal companion for an active individual or family. Rico is already neutered and house-trained, and at just over two
years old, he's got plenty of energy for playtime and
adventures. He's a quick learner with excellent manners, especially when treats are involved! Rico loves kids and enjoys cuddling up with his favorite humans. While he's not a good fit for homes with cats, he'd thrive in a
household where he can be the center of attention. Rico's
foster family adores him and is happy to keep fostering him until he finds his perfect forever home. For more information about Rico, please contact Denton Animal Services by phone at (940) 349-7594, or via email
at Animal.Services@cityofdenton.com.
Staff contact: Monica Benavides, Animal Services

Responses to Council Member Requests for Information
A. Recorded Meetings – On Jan. 25, Council Member Byrd inquired about televised public
meetings. In 2019, at the direction of City Council, the City began televising select Board
and Commission meetings. Council determined which boards and commissions would be included in this initiative. Through a Council-approved contract with Swagit Productions the City expanded its production capabilities to include more public meetings. Currently the City televises 11 Boards and Commissions: four produced by Denton Television (DTV
City staff) and the seven produced by Swagit. All 11 meetings are streamed live, and recordings are made available on the City’s website for public access.
• DTV Produced: City Council, Planning and Zoning Commission, Mobility Committee, and Public Utilities Board
• Swagit Produced: Economic Development Partnership Board, Committee on Person with Disabilities, Board of Ethics, Zoning Board of Adjustment, Historic Landmark Commission, Sustainability Framework Advisory Committee, and Special Citizens Bond Advisory Committee Staff contact: Billy Matthews, Marketing and Communications

Information from the City Manager
From time to time, I would like to share with the City Council local government-related resources
that I find insightful, interesting, or timely. These may be studies, periodicals, reports, or web resources. My intent is to make the Council aware of broad perspectives and discussions and not to suggest any policy or service change. – Sara
