G.Winter Weather Homelessness Response – During the winter weather event last week City
staff and their partners expanded operational capacity to ensure the unhoused population
was aware of the dangerous temperatures and how they could safely avoid them.
•Overnight shelters: Throughout the winter weather event, an average of 236
individuals received shelter from the Denton Community Shelter and the Salvation
Army Shelter nightly. The Denton Community Shelter did not reach capacity at any
point during the event. Our Daily Bread was prepared with additional cots, bedding,
and staff support if there was a need to increase capacity.
•Street outreach: Street outreach was conducted daily by Giving Grace and the Denton
Police Department Outreach Team to alert unsheltered individuals of oncoming cold
weather.
•Warming stations: City facilities operated as warming stations for the duration of the
event providing individuals with shelter from the cold during operational hours. DCTA
passes were available for individuals who needed help getting from the warming
station to emergency shelter. Warming stations were supplied with 220 DCTA passes
ahead of, and throughout, the event to ensure transportation was available.
Staff contact: Jesse Kent, City Manager’s Office
H.Mayor’s Pet Spotlight – Tank is a lively four-year-old terrier/pit bull mix with a zest forlife. He has been in the shelter since Dec. 12, 2024, and we're
eager to find him a loving foster/forever home as soon as
possible. Tank is a high-energy dog who loves to jump and play, making him a great companion for active individuals or families. He is dominant but knows basic commands, making training and bonding with him a rewarding experience. Tank
adores toys and can spend hours entertaining himself, which is
perfect for keeping him mentally stimulated. His high energy levels mean he needs regular exercise and engagement to stay happy and healthy. While he can be kennel reactive, his mental state is stable, and he will thrive with the right environment and
care. Due to his length of stay at the shelter, it's crucial to place
Tank in a foster home where he can receive the attention and activity he craves. By fostering or adopting Tank, you'll be
3
allowing him to flourish in his forever home. Please contact Denton Animal Services by phone at (940) 349-7594 or at Animal.Services@cityofdenton.com. Staff contact: Bailey Coleson, Animal Services

C.Downtown Public Improvement District – On Feb. 21, Council Member McGee requestedinformation regarding the proposed Downtown Public Improvement District (PID). Citystaff met on Jan. 17 with downtown property owners to discuss the potential creation of a
PID, a recommendation from the recently adopted Downtown Master Plan, and previousCouncil direction for staff to explore sustainable funding for the Downtown Ambassadorpilot program. Staff contact: Christine Taylor, City Manager’s Office
D.Cottage-Style Home Development – On Feb. 25, Council Member Byrd inquired about thecapability of cottage-type neighborhoods. Generally, “cottage neighborhoods” refer toresidential uses designed around a central open space. The residential uses within cottage
neighborhoods vary from tiny homes and accessory dwelling units to single-family homes, townhomes, and multifamily developments. The Denton Development Code does notinclude a formal “cottage neighborhood” as a development type. If a property owner soughtto construct a cottage neighborhood to sell to individual owners, the path towarddevelopment would depend on the project layout and proposed residential use, as it may
4
align with an existing standard zoning district or require specialized development standards. Staff contact: Julie Wyatt, Development Services
E.Encampment Cleanup – On Feb. 26, Mayor Hudspeth inquired about an encampment
located on public property near Loop 288. Staff is working with Giving Grace to connectindividuals at the encampment site with resources while coordination for cleanup isunderway. The site cleanup is expected to be completed by March 14. Staff contact: JoshuaEllison, Community Services
