Public Meetings & Agendas | Denton, TX (civicplus.com) General Information & Status Updates A.Performance Scorecards – In the City’s continuous effort to enhance transparency and keep the community informed about the City of Denton’s ongoing work, Strategic Services is pleased to present Capital Projects’ Performance Scorecard. This can be accessed via theCity's Strategic Plan Dashboard under "Performance Scorecards." These scorecards assistdepartments in formulating a purpose statement, identifying core services, and establishingmeasures for practical service evaluation. The data visualizations presented on Capital Project’s scorecard help tell the department’s story and demonstrate its dedication to planning, executing, and inspecting every aspect of Denton's horizontal and verticalinfrastructure. Staff contact: Aimée Kaslik, City Manager’s Office B.Special Charter Amendment Election – On May 3, 2025, the City of Denton will hold a regular election for Council Places 2 and 3 and will hold a special election to consideramendments to the City Charter. Voters can cast their ballots for three Charter amendmentsthat were considered by the Charter Review Committee and placed on the ballot by CityCouncil. Denton voters can find information on the special election and other election-related materials on the City of Denton website. Staff contact: Kristi Fogle, City Manager’s Office C.North Lakes Dog Park Improvements – The North Lake Dog Park is scheduled for phasedimprovements beginning April 21 to enhance accessibility and durability. This project willreplace the existing decomposed granite trails with concrete and improve stormwater drainage and ADA-compliant accessibility ramps. The work will be completed in fourphases. Throughout the project, access to the large dog pens will be maintained. However,the small dog pen will be temporarily inaccessible during Phase 3 due to its blocked accesspoint. D.Wildflower Garden Project at Avondale Park – Girl Scout Troop 2302 will install a new wildflower demonstration garden at Avondale Park. The garden will feature a 3x3 meter square raised bed constructed from cinder blocks. The troop plans to paint the blocks, fill them with soil, and plant wildflower seeds. This project aims to educate Girl Scouts and the community on plot preparation and invasive species reduction through solarization, weeding, and ongoing care. Troop 2302 anticipates completing the raised bed by late September 2025. The garden will be primarily watered using ollas (partially buried terra cotta pots filled with water for slow irrigation). The Girl Scouts will share their acquired knowledge with other troops to ensure the garden's sustainability. Parks Maintenance staff will collaborate with the Girl Scouts to integrate the garden with existing park programs and maintenance. Recently, she underwent an amputation of her front right leg due to an injury, but this brave girl remains optimistic and eager for human connection. Despite her challenges, Samantha's affectionate nature shines through, and she is ready to share her love with a caring family. Responses to Council Member Requests for Information A.Denton 195 Project Park – On March 27 and 30 Mayor Pro Tem Meltzer and Council Member Holland shared feedback from a resident regarding the donation of a portion ofland by the developer of the Denton 195 project, located southeast of I-35W and CorbinRoad. A portion of the land proposed for City use is classified as a floodplain. The best useof the land proposed to be dedicated to the City would be for preservation and trails. During the April 9 meeting of the Planning and Zoning Commission, the Commission considered the rezoning application from the developer, which was denied. City Council is scheduledto consider this matter on May 6. DISCUSSION: The City has received a request (attached) from Greg Ballentine, Executive Director for Denco Area 9-1-1 District, to nominate individuals to serve on the Denco Board of Managers. The Denco Area 9-1-1 District was created in 1987 and is governed by a board of managers appointed by the County, participating cities, and the Denton County Fire Chiefs’ Association. Each year, on September 30, the term of one of the two members appointed by participating municipalities expires. The board has five scheduled meetings a year at the Denco office in Lewisville. There may be additional meetings if necessary. Current Board members are: •Bill Lawrence, Chairman, Denton County Commissioner’s Court Representative •Sue Tejml, Vice Chair, Municipal Representative (not seeking reelection this year) •Jim Carter, Secretary, Municipal Representative •Jason Cole, Denton County Commissioner’s Court Representative •Chief Eric Schlotter, Denton County Fire Chiefs Association Representative If council would like to nominate a candidate to represent the municipalities on the Denco Board of Managers, a letter of nomination must reach Denco on or before May 30, 2025 at 5:00 pm. Each year on September 30th, the term of one of the two members appointed by participating municipalities expires. Denco requests the following actions by the governing bodies of each of the 32 municipalities in the district: 1.Immediate Action (Nominate): If your city/town would like to nominate a candidate to represent the municipalities on the Denco Board of Managers, please send a letter of nomination, by way of council action, and résumé of the candidate to the Denco Area 9-1-1 District office. Nominees are historically current or former elected officials in the district; however, there are no official prerequisites. Enclosure 7 2020.01.30.AI.06 DENCO AREA 9-1-1 DISTRICT RESOLUTION DEFINING PROCEDURE FOR APPOINTMENT OF PARTICIPATING MUNICIPALITIES' REPRESENTATIVE TO THE DISTRICT BOARD OF MANAGERS WHEREAS, this resolution shall take the place of Resolution 1999.02.04.R01 by the same title; and WHEREAS, Chapter 772, Texas Health and Safety Code provides for the Denco Area 9-1- 1 District Board of Managers to have two members appointed jointly by all the participating municipalities located in whole or part of the district."; and WHEREAS, each member serves a term of two years beginning on October 1st of the year member is appointed; and WHEREAS, one member representing participating municipalities is appointed each year. NOW, THEREFORE BE IT RESOLVED BY THE DENCO AREA 9-1- 1 DISTRICT BOARD OF MANAGERS: The procedure for participating municipalities to appoint a representative to the Denco Area 9-1-1 District Board of Managers shall be the following: 1. Nominate Candidate: Prior to April 1" of each year, the executive director shall send a written notice to the mayor of each participating municipality advising that nominations are being accepted until May 31't of that same year, for one of the municipal representatives to the Denco Area 9-1- 1 District Board of Managers. The notice shall advise the mayors that for a nomination to be considered, written notification of council action must be received at the Denco office prior to 5:00 p.m. on May 31st of that year. No nominations shall be considered after that time. 2. Vote for Candidate: On June 1' t of each year, the executive director shall send written notice to the mayor of each participating municipality, providing the slate of nominees to be considered for appointment to the Denco Area 9-1-1 District Board of Managers for the term beginning October 1n. The notice shall advise the mayor that the city/town council shall vote, by resolution from such city/town, for one of the nominees. Written notice of the council's selection must be received at the district office by 5:00 p.m. on July 315t. No votes will be accepted after that time. However, if a nominating municipality does not thereafter formally vote, its nomination will automatically count as a vote for its nominee. 3. Tally Votes: The one nominee with the most votes received by the deadline will be the municipal representative appointed for the two-year term beginning October 1' t. 4. Tie Breaker: If there is a tie between two candidates with the most votes, a runoff election will be held immediately with the candidate receiving the most votes serving the remainder of the term. Chai an of the Board ecreta f o the Board 8 April 11, 2025 Report No. 2025-040 INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL SUBJECT: Partial Removal of HUD-Funded Activities (CDBG and HOME) Grant Pause EXECUTIVE SUMMARY: On January 27, 2025, the Office of Management and Budget (OMB) issued memo M-25-13, directing a pause on the obligation or disbursement of federal financial assistance. This was lifted shortly after OMB memo M-25-14 was issued on January 29, 2025. While the City of Denton took proactive steps to protect financial risk by pausing all federally funded infrastructure and housing-related activities, staff now recommends lifting the temporary pause on all Housing and Urban Development (HUD) funded activities, specifically those under the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs. Resuming a portion of these activities will maintain federal compliance, meeting contract deadlines, avoiding repayment liability, and ensuring the City’s performance aligns with HUD’s Timeliness Test. Due to continued federal uncertainty, staff recommends continuing the pause on all other infrastructure projects not funded by HUD until further federal guidance is received. DISCUSSION: While uncertainty remains, some programs are actively reimbursing participants for costs under previously approved federal programs. With this in mind, staff recommends avoiding the risks listed below and resuming those activities for which federal reimbursement is expected to be received. Potential risks of continuing the pause on programs that appear to be receiving reimbursement include the following: 1. Contractual Deadlines: Subrecipients are required to meet completion dates outlined in their funding agreements. Delays could trigger the need for Council-approved extensions or result in default, such as Interfaith Ministries’ demolition and Habitat for Humanity’s Village project. 2. HUD Reporting Requirements: HUD requires accomplishment data to be reported within 12 months of the last draw. Projects that have already expended funds, such as Denton County Friends of the Family Justice Center project, is approaching critical reporting deadlines. Failure to report timely could result in required repayment of grant funds. 3. Timeliness Test: The City must expend a significant portion of CDBG funds. The city must spend $635,203.79 by August 2, 2026, to avoid failing the 1.5x Timeliness Test. Further delay in spending jeopardizes our compliance and future allocations. 9 April 11, 2025 Report No. 2025-040 4. Upcoming Allocation (Estimated May 2025): The new program year allocation will impact our timeliness ratio. Delays in launching these projects could further complicate fund management and compliance. Due to the changing federal environment, the Grants Division will implement the following operational oversight in addition to the city’s standard grant operations: • Weekly check-ins with Community Services staff to monitor project status. • Frequent draw submissions to reduce federal cash-on-hand and stay on schedule. • Prioritized oversight on subrecipient compliance, project milestones, and documentation. These additional measures will support timely performance, help avoid costly corrections, and keep the City aligned with HUD’s expectations. The focus on timeliness and compliance is critical to protecting program integrity. Staff will continue to closely monitor changes at the federal level which may affect this or other city funding. At this time, the City will: • Resume all HUD-funded (CDBG and HOME) activities immediately, including those currently under contract or ready for launch. • Maintain a pause on all infrastructure and park-related projects not funded by HUD until further notice. • Implement weekly monitoring protocol and expedited drawdown processing. • Reinforce compliance oversight for all new construction and installation activities to avoid federal ineligibility. • Monitor changes as they occur.
