A. Shining Star Award – On Sept. 11th, the Denco 911 "Shining Star" Award was presented
to Public Safety IT Team member Bret Densmore. "In celebration of your exemplary performance. Thank you for going above and beyond in all that you do. You are a shining star." - Denco Area 911 District. As a member of the Public Safety IT Team, Bret has consistently gone above and beyond to ensure that critical systems remain operational, secure, and responsive—often under intense pressure and time-sensitive conditions.
Whether restoring communications during a system outage, deploying new technologies to enhance field operations, or providing real-time support during
emergency incidents,
Bret has proven to be an indispensable asset to our first responders. Bret's
work behind the
scenes has directly contributed to the safety of our community and the
effectiveness of our

October, Denton 311 users will be able to opt into text messaging to receive real-time status updates on their service requests, and the system will be expanded to include the popular Waste Reminder module. These new features enhance transparency and keep residents informed every step of the way—from submission to resolution. Waste Reminders sends reminders to customers to set out their trash and recycling carts and will be updated to
reflect any collection schedule changes due to holidays or severe weather. Denton 311, launched in April 2025, replaced the Engage Denton app as the City’s centralized platform for City service requests. The system streamlines internal routing across departments and improves communication between City staff and the public.
Whether you're reporting potholes, high weeds, animal concerns, or other issues, Denton

E. Denton Wins at IFEA Conference – The City of Denton was recognized at the International Festivals and Events Association (IFEA) Conference on Sept. 22. The promotional components of the 31 Day of Denton Halloween in 2024 won gold awards in both the Best
Video Promotion and Best Overall Merchandising Program categories. Denton’s Halloween marketing also won bronze awards for Best Event Website and Best Commemorative Poster. Staff contacts: Dustin Sternbeck, Marketing and Communications; Autumn Natalie, Parks and Recreation
F. Tree Near City Hall Removed – On Sept. 24, a city contractor removed a tree adjacent to City Hall due to multiple limb failure caused by recent severe weather. Parks and Recreation staff conduct annual park inspections that include assessing declining or dead trees for removal. Additionally, inspections for weather related damage to trees occur following severe weather events. Staff contact: Haywood Morgan, Parks and Recreation
G. Monthly Mobility Report – Innovative Transportation Solutions (ITS) provides a monthly report that includes an overview of Texas Department of Transportation (TxDOT) regional projects. See Attachment A for the ITS Monthly Mobility Report for review. Staff contact: Seth Garcia, Capital Projects
H. Utility Bill Assistance – As a part of their "Sharing the Warmth" initiative, Atmos Energy has donated $25,000 to Interfaith Ministries to help Denton residents settle unpaid utility bills and past due debt in preparation for the winter heating season. These funds will help support our community throughout the season, helping Denton households to stay safe and
comfortable all winter long. If you're looking for help paying your Atmos Energy utility bill, more resources and information can be found by visiting atmosenergy.com/assistance.

I. Monthly Financial Reports – The Monthly Financial Report provides a year-to-date comprehensive overview of the City of Denton's financial performance, including key revenue and expenditure highlights, as well as budget variances. J. Emily Fowler Central Library Closure – Emily Fowler Central Library will be closed Friday, Oct. 3, through Sunday, Oct. 5, during the Denton Arts & Jazz Festival. Denton Public Library has posted closing notices at library facilities, on social media, on the library website, and the outgoing library phone message. Holds awaiting pickup at the Emily Fowler Central Library location during the closure will remain on the hold shelf for
additional days after the branch reopens. North Branch and South Branch Libraries will remain open with regular hours of operation. Staff contact: Jennifer Bekker, Library

K. New Art at ALH Senior Center – On Sept. 24, The Art Room, a Denton-based nonprofit, dedicated a series of new artworks at the ALH Senior Center (629 Lakey Street). The new works include a quilt featuring a Sankofa bird motif, a mosaic bench featuring Sankofa egg
motifs, and a mural that depicts the original ALH building. All artworks were created through the collaborative efforts of community volunteers. Staff contact: Cheylon Brown, Parks and Recreation

A. Audra Lane/Stockton Street Construction Project – On Sept. 22, Council Member Byrd
forwarded a resident inquiry regarding construction and clearing behind Stockton Street near Audra Lane. As part of the Audra Estates development, crews are installing an off-site drainage line that connects an on-site detention pond to a creek behind Stockton Street. There are 981 working days and 40 months of barricades. Contract has 120-day delay. TxDOT is evaluating utility clearance date and coordinating with Zachary on start date. Currently anticipate start of construction in November 2025 based on utility clearance estimates.

• Utilities: The status of utilities in conflict is listed below. o Utilities that are clear of construction: DME Transmission and UTRWD.

• ROW: For RCSJ 2250-02-023, there
are 19 parcels to acquire. There are: 2
parcels in ED and 17 parcels in
possession. For RCSJ 2250-02-024, there are 20 parcels to acquire. There are: 5 parcels in negotiations and 15 parcels in possession.
• ROW acquisition efforts are on hold due to District budgetary constraints.
• PS&E: CP&Y updated PBLR for final
submittal.
• CP&Y updated Exhibit A and made final submittal on September 30, 2024.
• The 95% PS&E plan set submittal was
made on September 3, 2024. The comment resolution meeting was held on January 28, 2025. CP&Y continued addressing comments and working toward final submittal.
• TxDOT requested revised traffic numbers; CP&Y awaiting new pavement design to finalize submittal.

• PS&E: Westwood completed 100% review comments on May 2, 2025. Westwood is making
minor right-of-way footprint revisions to schematic. Awaiting TxDOT District decision with regard to Southwire detention pond inclusion on schematic. Westwood is adding Bonnie Brae alignment from Loop 288 to US 77.
• Monthly coordination meeting with City of Denton held on August 7, 2025.
• Westwood is updating estimates, completing traffic control plan, and finalizing TxDOT forms.

INFORMAL STAFF REPORT
TO MAYOR AND CITY COUNCIL
SUBJECT: Additional option for thoroughfare lighting
BACKGROUND: Denton’s thoroughfare lighting standard is a cobra-head fixture on a white, concrete pole (Figure
1). This configuration is dark-sky compliant, but the aesthetic of the configuration is in stark
contrast to the more modern expression of the newly approved, square fixture (Figure 2) which will be used in residential developments. The chosen color scheme for the residential lights is a dark-gray luminaire on a dark-gray, square pole.
After careful research and analysis, DME Engineering has identified a thoroughfare fixture that
meets the following criteria:
• Compliance with current lighting standards
• Dark Sky certification, minimizing light pollution and preserving night sky visibility
• Equal look of residential lighting but sized appropriately for throughfare lighting
requirements
• Energy efficiency and long-term sustainability This solution reflects our ongoing efforts to balance functionality, community needs, and
environmental responsibility while providing an aesthetic that beautifies the City of Denton.

DISCUSSION:
The thoroughfare fixture identified is from the same family of fixtures for the residential lighting but slightly larger in size. This light will be installed on a dark-gray, round pole with arms.

CONCLUSION:
DME will include the equivalent version of the residential lighting option for thoroughfare lighting in the Denton Design Criteria Manual which is proposed to be presented, at a future date, to the Council. This pole and fixture will be specified for all new capital improvement projects for
roadways which require the addition of street lighting for a thoroughfare or collector roadway.
