General Information & Status Updates
A. Denton Halloween – On Wednesday, Oct. 1, the City of Denton kicked off its 31 Days of
Halloween celebration with the official ribbon cutting of The Maze, followed by the community Blocktober Party and Pumpkin Drop, both of which took place at the Denton Civic Center. Denton is proud to be the official Halloween Capital of Texas after a successful first year
that drew nearly 660,000 visitors from all 50 states and several international destinations. What started as a bold idea to bring residents and visitors together, boost economic impact, and showcase our unique community has quickly grown into a highly anticipated North Texas annual tradition.
This year, Denton Halloween features an expanded lineup of experiences, including The Maze., new decor pop-ups, a skeleton-themed Scavenger Hunt, and events under the Cirque du Horror Big Top Tent. Close to 300 events are spread across every day throughout October, allowing residents and visitors to enjoy Halloween-themed events, interactive activities like the Haunted Hotlines, and festive food and drinks from our local

Mayor’s Pet Spotlight – Meet Macy! This adventurous and spirited 3-year-old spayed female Pit Bull mix is ready to find her forever home! Weighing in at a perfect 41 lbs,
Macy is just the right size for apartment living or any cozy household. Macy came to us as a stray on May 27, and since then, she’s been winning hearts with her sweet personality. She walks well on a leash and has a medium
energy level, though she enjoys a good case of the zoomies when she’s outside! Macy exhibits signs of possibly being potty trained, but without being in a home, there is no way for shelter staff to guarantee it. As a black Pit
Bull, Macy may be overlooked by some, but we know her loving nature will shine through and help her beat the odds. One game of fetch and you’ll see just how special she is! Macy has done well in playgroups with other
dogs, but we always recommend a meet-and-
greet to make sure it’s a good match. She’s also super food-motivated, which makes training and learning new tricks a fun and easy experience.

C. Temporary Dog Park Closures – Starting on Monday, Oct. 6, there will be temporary closures at both Lake Forest’s Wiggly Field dog park and at North Lakes Park’s Fetch dog park for regular maintenance, including ryegrass overseeding and establishment. These
temporary closures will occur in two phases.
Phase 1: From Monday, Oct. 6, 2025, to Sunday, Oct. 19, 2025, half of each dog park will be closed. Both will reopen on Monday, Oct. 20, 2025, pending no delays.
Phase 2: The other half of each dog park will be closed from Monday, Oct. 20, 2025, to
Sunday, Nov. 2, 2025. Reopening is set for Monday, Nov. 3, 2025, pending no delays. During both phases, sections for both large and small dogs will remain available at each park. Hanging signs on the doors of the dog pens will inform patrons of the temporary

Community Improvement Services FY24-25 - Community Improvement Services (CIS) works with residents and businesses to preserve the health, beauty, and safety of the Denton community through education on, and enforcement of, the City's property maintenance
code. Throughout FY 24-25, there were 8,046 property maintenance code cases resolved, an increase of 11% over FY 23-24. Of those, 97% achieved compliance through education, without needing enforcement. The average time to close a case in FY 24-25 decreased 24% from FY 23-24, going from 14.8 to 11.2 days. A majority of these cases, 62%, were initiated proactively by the seven CIS officers, with the remaining 38% being generated by
reports from residents through the City's 311 system, representing an increase from the 58% of cases that were opened proactively in FY 23-24. Staff contact: Joshua Ellison, Community Services

Responses to Council Member Requests for Information
A. Old North Park & Stonehawk Drainage issues – On Sept. 29 and Oct. 1, respectively,
Council Members Beck and Holland shared inquiries from residents about drainage and flooding coming off of the Stonehawk development site. A rain event on Sept. 21 & 22 brought almost 5 inches of rain to the City of Denton. Staff met with the developer and walked the site on Sept. 26. The site currently has underground drainage installed; however, construction is not complete. The Developer is reviewing options and plans to
improve the site’s drainage during construction, which should mitigate flooding on the neighboring property. The Developer's Engineer will be surveying the area near the existing residences to assess the drainage in that area to see if additional improvements can be made. Based on the engineered plans, the site should function correctly once construction is complete and not have an impact on the neighboring properties. Staff will
remain engaged with the developer on compliance with City and stormwater standards.

B. Federal Trail Fund Cancellation Order – The recent amendments to federal funding
guidelines by the USDOT emphasize the importance of compliance in all grant applications. These changes introduce a new assessment process that relies on a density-based analysis for access to transportation using various data sources and demographic profiles of the study area. Additionally, the updated guidelines place greater emphasis on the impact of trail, bicycle, and pedestrian projects on automobile traffic flow. The new
process ensures that funding applications must demonstrate that proposed projects do not adversely affect traffic flow or roadway capacity. For existing agreements, the USDOT will communicate further if any scope changes are required or if the projects are terminated. To date, all City of Denton trail applications and ongoing awarded projects are proceeding as planned. Staff contact: Farhan Butt, Transportation Services
C. North Lakes Stop Signs – On Sept. 23, Mayor Hudspeth inquired about the warrants for new stop signs and bike lanes in the North Lakes neighborhood. Indicators used to determine if a stop sign is warranted include documented crash data, observations, pedestrian/vehicle interaction, vehicle yielding behavior, school and children's presence,
availability of sidewalks or bike lanes, and lastly, professional judgment of the traffic
engineer. Since 2021, there have been eight reported crashes/incidents directly at the intersections where stop signs have been added. In addition to the new stop controls, a bike lane separated by concrete curbs is approved to be installed on Malone Street from US 380 in the south to Auburn Drive and Bowling Green Park in the north, with funding from the
North Central Texas Council of Governments (NCTCOG). Staff contact: Chandra

D. Trees Planted Beneath Utility Lines – On Sept. 29, Mayor Pro Tem Rumohr informed staff of trees planted beneath utility lines along US 380 at the new Home Zone. The trees on this project were planted in accordance with a Planned Development approved in 2022. The
planting locations are not something that would be approved under today's standards, as trees are not permitted to be planted within easements. Staff is proposing alternatives to street tree requirements as part of both the Landscape Code Amendments and in the proposed Landscape Criteria Manual to better accommodate plantings adjacent to overhead utilities to avoid these types of conflicts in the future. E. Home Backup Power Systems – Council Member Beck recently requested that DME review Home Backup Power (HBP) devices for potential use within its electrical system. HBP systems include conventional portable generators, balcony solar units, and plug-in
solar units. As technology evolves, other similar “behind the meter” systems may become commercially available. Since these devices are generally understood to be “behind the meter”, DME collaborated with the City’s Building and Fire Inspections Departments. Today, all HBP Systems are required to be permitted and comply with the National Electric Code and the International Fire Code. A major consideration for DME is the issue of “back
feed.” Back feed refers to a situation where electrical power flows in the reverse direction from its normal path and energizes circuits from the load side rather than the line side. Back feed poses a danger to customers, contractors, and line workers when making repairs at or beyond the meter. As such, DME intends to update its interconnection agreement to apply to HBPs and require that a qualifying inverter be included in the installation to protect

SUBJECT: Provide an update regarding the Civil Service Salary Survey(s) per Meet and Confer for Civil Service employees.
BACKGROUND:
As part of the Police and Fire Meet and Confer Agreements (“Agreements”) adopted by City Council on September 27, 2023 and September 19, 2023 respectively, establishes Labor/Management Pay Subcommittees to survey comparator cities in May of each year. The Agreements state “The recommendation [for pay] will propose that the minimum and maximum
base pay for each rank will receive an increase (should an increase be required) to match the survey
average plus five percent (5%).
DISCUSSION: Per Article 10 of the Agreements, salary surveys were distributed to the thirteen (13) comparator
cities requesting compensation for specific ranks as defined in the Agreements and responses were
received from all.
Please see the attached survey results and memos for more information.
CONCLUSION:
Due to the current financial state, the FY 2025-2026 budget did not include adjustments consistent with the salary survey(s); however, eligible Police Officers and Firefighters who meet the requirements will continue to receive STEP Pay increases at designated intervals throughout the
year as communicated in the August 9, 2025 Budget Workshop.

SUBJECT: City Council nominees for appointment of a Primary Representative (PR) for the City of Denton to the Denton County Transportation Authority (DCTA) and an Alternate Representative (AR) for the City of Denton.
EXECUTIVE SUMMARY: The current Primary Representative, (PR), for the City of Denton to the DCTA, Alison Maguire, notified the City Secretary that she will not seek reappointment as the City’s PR when her current term ends on November 12, 2025. The current Alternate Representative is Patrick Smith.
Consideration of Council nominations is scheduled for the October 21, 2025, City Council
meeting.
BACKGROUND: Denton has been a partner of DCTA since September 13, 2003, when Denton, Highland Village and Lewisville voters elected to join DCTA, agreeing to levy a .5% sales tax to finance the
system.
The Denton County Transportation Authority is governed by a Board of Directors comprised of five voting members appointed by respective entities from Denton County and the cities of Denton, Lewisville, and Highland Village, serving two-year terms. Alternate members from Denton
County and the Cities of Denton, Lewisville and Highland Village, and non-voting members from
surrounding cities also serve on the Board. Board Members and Alternates may be reappointed following the expiration of their terms. There is no limitation on the number of terms a Board Member may serve.
Pursuant to DCTA Bylaws, the appointment eligibility requirements for a person to serve on
DCTA Board of Directors is as follows: [A] person must: (i) have professional experience in the field of transportation, business, government, engineering, or law; and (ii) reside (A) within the territory of the Authority; or (B) outside the territory of the authority in a municipality that
is located partly in the territory of the Authority
Alison Maguire was elected October 19, 2021, per Resolution 21-2270, as the PR member for the City of Denton, replacing the unexpired term ending November 13, 2021of Chris Watts, the City’s former PR. Ms. Maguire served two additional two-year terms as the City’s PR. Upon expiration of her term, the City will have 90 days to appoint a PR to serve a two-year term running from
November 13, 2025, through November 12, 2027.
NEXT STEPS: Council Members should send their nominees via email to the City Secretary’s Office by October 10, 2025, to be included in the slate of nominees on the City Council agenda for the Regular
meeting on October 21, 2025.

EXECUTIVE SUMMARY:
The Development Code Review Committee is a body whose purpose is to review and make recommendations to the Planning and Zoning Commission and the City Council regarding proposed Denton Development Code amendments. The Committee consists of three Council members and three members of the Planning and Zoning Commission. The three Council Member
positions have terms expiring August 31, 2027.
BACKGROUND: On July 15, 2025, the City Council appointed Mayor Pro Tem Rumohr and Council Members Jester and Beck to fill the three Council member positions on the Development Code Review
Committee with terms effective September 1, 2025, through August 31, 2027.
With Council Member Jester’s resignation from this committee on September 26, 2025, the existing vacancy must be filled by a sitting Council Member. Consideration of Council nominations is scheduled for the October 21, 2025, City Council meeting.
To date, a nomination for Council Member Byrd has been received from Council Member Beck.
NEXT STEPS: Council Members should send their nominees via email to the City Secretary’s Office by October
10, 2025, to be included in the slate of nominees on the City Council agenda for the Regular
