General Information & Status Updates
A. Monthly Mobility Report – Innovative Transportation Solutions (ITS) provides a monthly
report that includes an overview of Texas Department of Transportation (TxDOT) regional projects. See Attachment A for the ITS Monthly Mobility Report for review. Staff contact: Seth Garcia, Capital Projects
B. Mayor’s Pet Spotlight – Herman is a goofy type of
guy. Everything he does will brighten your day, and even make you question why he doesn’t have his own Netflix comedy special yet! Not only is he highly social with humans, but he also enjoys playing with other dogs. He is a medium/high
energy dog, but don't let that discourage you! High-
energy dogs thrive with playtime, food puzzles, and even just having a doggy friend to hang out with. Herman enjoys running alongside our Denton Area Running Club volunteers. His curiosity and zest for
life make exploring the city an excellent weekend
activity. Trying a new recipe? Herman is a certified food judge. He will keep it real with you, whether or not cottage cheese really belonged in that recipe. Being as food
motivated as he is, learning new tricks won't be a

C. Stream Clean Event – The City of Denton’s Environmental Services and Sustainability Department hosted Stream Clean 2025 on Saturday, Oct. 18. Almost 200 volunteers collected 173 bags of trash, more than 20 tires, and other various large items
totaling 1.4 tons of waste. Large items, including shopping carts, bike frames, scooters, pet carriers, playground equipment, and
textiles, were removed from

D. Coin Handling at Customer Service - Beginning Nov. 1, Customer Service will no
longer accept or provide coin change to customers. The move stems from recent
operational evaluations, which identified that payments that included coin handling
accounted for only 0.1% of all utility payments but took up more than 100 staff hours
per year to research coin discrepancies and complete cash drawer and vault audits.
Customers have been notified since Sept. 1 to give advanced notice of the change.

Responses to Council Member Requests for Information
A. Water Main Break in Denia – On Oct. 20, a water main break occurred on Parvin Street in
the Denia neighborhood, which impacted water service in the area. Council Member Beck shared an inquiry about the temporary patch used for the repairs. A structural assessment is completed following the American Public Works Association (APWA) and Federal Highway Administration (FHA) guidelines. The site had a temporary patch, using a material called cold mix. It can appear soft until complete compacted, but it
is safe to park a car on it. On Parvin Street, crews completed the work of digging out the temporary material and replacing it with a permanent base and paved the asphalt top layer. Crews will be back in the area on Monday and Tuesday to mill and install asphalt to a damaged area on Jaqueline Drive. Staff contact: Stephan Gay, Water Utilities
B. Eureka Park Tennis Court Light – On Oct. 14, Council Member Holland shared a notice
from a resident that a light was out at the tennis courts and Eureka Park. Staff identified one light out at the tennis courts and have ordered a replacement fixture. There is a six-week lead time on the light fixture, but Staff will prioritize the repair as soon as the new unit is delivered. Staff contact: Gary Packan, Parks and Recreation
C. Return Envelopes for Utility Billing – On Oct. 20, Mayor Hudspeth shared an inquiry from a resident regarding mailed utility bills no longer including a return envelope. Customer Service implemented this change on Sept. 18, after Staff research of customer usage indicated that less than 25% of return envelopes were used to make payment. Customer

Municipal Electric D. Missing Sign on Pecan Creek Road – In March, a stop sign at the intersection of N. Locust Street and Pecan Creek Road was destroyed in a vehicle crash and was promptly replaced.
However, the street signs at the top of the pole were not reinstalled at that time. On Oct.
16, Mayor Hudspeth shared a request from a resident to add the street signs back to the pole. Traffic Operations Staff installed new signs at the top of the pole in the same configuration as before the crash. Staff contact: James Andrews, Traffic Operations

• ROW acquisition efforts are on hold due to District budgetary constraints.
• PS&E: CP&Y updated PBLR for final
submittal.
• CP&Y updated Exhibit A and made final submittal on September 30, 2024.
• The 95% PS&E plan set submittal was
made on September 3, 2024. The comment resolution meeting was held on January 28, 2025. CP&Y continued addressing comments and working toward final submittal.

Current Activity: • Design: LJA submitted 60% schematics to TxDOT for review on July 7, 2025. LJA prepared
schematic for public meeting.
• LJA continues coordination with NCTCOG, TxDOT, USACE, and other agencies.
• Traffic projections were updated to include the limits east of DNT. Completed crash data review for 2023 and 2024. LJA is working on traffic.
• Utilities: LJA continues developing utility conflict matrix. LJA continues developing Level D map. LJA is coordinating and identifying areas to perform Level B SUE. LJA is working to develop utility cost estimate and utility easements.
• Environmental: Evaluating easements and TxDOT property near USACE property. Reviewing
additional constraints and areas of concern. Archeological survey is in progress.
• Other: Project website is available: www.DentonCountyOuterLoop.com.
• Public Involvement: LJA prepared for public meetings. Public meetings were held on September
29, 2025, in Denton and on September 30, 2025, in Aubrey/Pilot Point. There were 170 in
attendance at the Denton meeting and 190 in attendance at the Aubrey/Pilot Point meeting, for a total of 360 attendees. The comment period will end on October 29, 2025.
