General Information & Status Updates
A. Mosquito Season 2025 Update – Due to the recent cold front experienced and current
mosquito counts, the City has ended the 2025 Mosquito Season. Moving towards the 2026
Mosquito Season, the City will be placed at Risk Level 2 – Enhanced Response. No
ground-level spraying was performed by the City of Denton this year. The community is
still encouraged to be vigilant in draining any standing water around their property, dress
in long sleeves and pants when outdoors, and defend by using their choice of insect
repellent. Visit the Fight the Bite page for mosquito-related information. Denton County
Public Health has reported they have also ended their 2025 Mosquito Season. Looking
forward, Staff are preparing updates to the City’s Mosquito Surveillance and Response
Plan for Council consideration in early 2026. Staff contact: Michael Gange, Environmental

B. Tree Preservation on Roselawn Drive – On Nov. 7, staff received a resident inquiry about
tree code compliance for a multi-family development project on Roselawn Drive. Staff
confirmed the project was reviewed for compliance with the Denton Development Code,
including tree preservation and environmentally sensitive area (ESA) regulations. The
project meets ESA requirements and exceeds the 30% tree preservation minimum outside
the ESA, with over 100 Post Oak trees being preserved. Staff contact: Hayley Zagurski,

C. Best in Texas Awards – The City of Denton celebrated a standout year at the 2025 Texas
Festivals and Events Association (TFEA) “Best in Texas” Awards, powered by strong
collaboration across departments and the community.
The American Idol Hometown Concert and Parade, hosted in May this year, earned Gold
for “Best Emergency Preparedness & Risk Management,” thanks to exceptional work by
Fire/Emergency Management and the Denton Police Department.
The American Idol event, all planned and executed within 72 hours, also received Silver
for “Best Parade” and Bronze for “Best Overall Entertainment Program.”
Denton Halloween, supported by tremendous community and business involvement in its
first year, brought home the following awards:
• Gold – Best Commemorative Poster
• Gold – Best On-site Décor
• Gold – Most Creative/Effective News Stunt
• Gold – Best Event Within an Existing Festival for Blocktober & the Pumpkin Drop
• Silver – Best Event Video Promotion
• Silver – Best New Festival or Event
• Bronze – Best Overall Merchandising Program
• Bronze – Best Event Website

D. Parks and Recreation Leadership Transition – Gary Packan, Director of Parks and
Recreation, will conclude his service with the City on Nov. 14, 2025. Gary has accepted
an opportunity to return to the City of Arlington as the Director of Parks and Recreation,
where he will oversee both Parks and Animal Services.
Gary has been an exceptional leader and a valued member of the City’s Executive Team
since 2018. His dedication to public service, compassionate leadership, and commitment
to the community have left a meaningful and lasting impact. We are grateful for his
contributions and wish him continued success in his new role. Allison Wing will serve
as Interim Director while the City initiates a recruitment process to fill the position

E. Mayor’s Pet Spotlight – Meet King, Your Future Royal Roommate! After a long and noble
reign at the shelter, King is ready to retire from public service and start his golden years
ruling a much cozier kingdom, your home! At a sprightly 10 years young, this distinguished
gentleman still has plenty of pep in his royal step and a whole lot of love to give. King
takes his royal duties seriously, especially when it comes to cuddling. His royal decree?
All humans must provide snuggles on demand. And don’t worry, he’s not picky, he loves
everyone! If you’ve got a face, he’s already a fan.
Thinking of bringing tribute to His Majesty? He graciously accepts: soft squeaky toys (the
fluffier, the better), tasty treats (fit for a king, of course), and your finest head scratches
and belly rubs. King also enjoys royal strolls around the neighborhood, where he can
survey his kingdom and sniff every bush like the dignified monarch he is. He walks best in
a harness, because even royalty needs a little support sometimes.
This noble pup is potty trained, crate trained, and keeps his quarters cleaner than most
humans. A true gentleman through and through. If your home is missing a little royalty

Responses to Council Member Requests for Information
A. Robson Ranch Brush Clearing – On Nov. 7, Council Member Holland relayed a resident
inquiry about the removal of saplings and small trees. As a Planned Development, Robson
Ranch follows the 1988 Landscape Code, which only requires permits for removing trees
over 10 inches in diameter. The trees in question did not meet that threshold, so no permit
was required. The resident also contacted the Robson Ranch HOA to share their concerns.

B. Bent Creek Estates – On Nov. 8, Council Member Holland shared an inquiry regarding tree
removal in the Bent Creek Estates subdivision. Staff inspected the location on Nov. 10 and
did not observe any recent pruning cuts on trees or visible stumps left behind from the
removal of a tree. The City of Denton requires a permit for all tree removals. However, in
Texas, Cities cannot prevent single-family property owners from removing trees on their

C. Central Village Estates – On Nov. 8, Council Member Holland shared an inquiry regarding
street tree removal in the Central Village Estates subdivision. Staff spoke with the inquiring
resident earlier in 2025 after a tree service company removed a street tree in this
subdivision without submitting a Tree Removal Permit application. Staff observed that the
removed live oak was planted in close proximity to a tree of the same species, which is the
case with the other street trees throughout the neighborhood, and the tree caused damage
to the adjacent sidewalk. Property owners are required to maintain street trees and remove
hazardous or dead trees, as necessary, from their property by the Denton Development
Code. In this instance, Staff agreed with the removal because the trees were too close for
both to grow to maturity, the damage to the sidewalk, and the requirement for the property
owner to remove hazardous trees as necessary. While a tree removal permit should have
been obtained, Staff would have permitted the removal. Staff contact: Hayley Zagurski,

D. Topsoil on Panhandle Street and Ector Street – On Nov. 5, Mayor Pro Tem Rumohr
forwarded a resident’s concern regarding the replacement of topsoil and grass in the City's
right-of-way near their residence, post roadway construction. After construction, crews
restore disturbed areas to their original condition to the greatest extent possible. The City’s
contractor made contact with the resident and will be installing additional topsoil and grass.
Staff will continue to coordinate with the resident and contractor on a timeline for

E. Franchise Projects near Universities – On Nov. 10, Mayor Pro Tem Rumohr requested
information on the anticipated timelines for ongoing non-city projects in the city right-of-
way.
• The work around the University of North Texas on Oak, Bryan, and Scripture
Streets is estimated to take up to another 4 weeks to complete.
▪ This is part of a relocation project for the Neighborhood 2&6 Capital
Improvement Project.
▪ It is replacing approximately 2,900 feet of gas main.
▪ They are currently moving over services to the new main.
▪ Work began in February 2025
• The gas work on Elm and Locust Streets near Texas Woman’s University is
estimated to last until mid-December.
▪ This is part of a relocation project for upcoming Capital Improvement
Projects.
▪ Replacement of approximately 11,000 feet of existing gas main.
▪ They are currently moving services over to the new main.
▪ Work began in January 2025.
Staff will continue to monitor and inspect these permits and keep Atmos’ focus on the
