Public Meetings & Agendas | Denton, TX (civicplus.com) General Information & Status Updates A. Customer Service Staff Development and Training Day – On Friday, Dec. 19, the Customer Service lobby will close at 12:00 pm for staff training. During this time, customer service representatives will not be available in person, but customers can utilize kiosks, drop box, and remote pay options. Customers can find more information here. As a reminder, service interruptions are not scheduled for Fridays or during the week of the Christmas holiday. The public will be notified via phone queue messages, social media, and the City website beginning the week of Dec. 15. Staff contact: Christa Foster, Customer Service B. Tree Rebates – The Tree Rebate Program, which the Environmental Services and Sustainability Department administers, is streamlining processes to align with current Sustainability Incentive guidelines. Rebates, previously unavailable to landlords, will now be available as a check payment, and the minimum purchase price language tied to rebates will be changed to a maximum for each rebate or 100% of the invoice if less. For example, under previous guidelines, if a 15-gallon tree was purchased for $95, the minimum purchase per tree would not be met. With the modified language, the full purchase price up to $100 would result in a $95 rebate. C. Shingle Dumping – Staff provided information to the City Council in the Jan. 24, 2025 Friday Staff Report about ongoing reports of shingles being dumped in the area of East University Drive near North Trinity Road. The shingle pile is located outside Denton city limits, within Denton County jurisdiction. While access to the site is through property within the City, the City does not have enforcement authority over land use or zoning outside our boundaries. City Staff have continued quarterly inspections of the site, most recently in Oct. 2025. In response to a resident inquiry, Staff conducted an additional inspection on Dec. 8, 2025. In both cases, Staff found no evidence of dumping activity within the City limits. Staff will continue to monitor the site and coordinate with the appropriate agencies, including TCEQ, should any new concerns arise. Staff contact: Charlie Rosendahl, Development Services 2 D. Greater Dallas Planning Council North Committee – Cassey Ogden, Deputy City Manager, has been elected to the Greater Dallas Planning Council North Committee as a board member. The Greater Dallas Planning Council (GDPC) advocates, educates, and plans for a more prosperous and dynamic North Texas, with many voices united to shape the future of our region. The North Committee of the GDPC has representatives from the private and public sectors in Collin, Grayson, and Denton counties. Staff contact: Kristi Fogle, City Manager’s Office E. Mayor’s Pet Spotlight – Meet Buddy, an 85-pound bundle of love, joy, and tail wags currently thriving in a foster home and ready to find his forever family. Federal Homelessness Funding – Last week, staff issued an Informal Staff Report (ISR 2026-012) notifying Council of impending shifts in federal homelessness funding through the Department of Housing and Urban Development’s (HUD) Continuum of Care (CoC) Program and local CoC’s competition for funding. On Monday, Dec. 8, HUD announced they were recalling the notice of funding opportunity (NOFO) due to pending litigation but committed to re-releasing the NOFO before next year’s funds were obligated. Despite HUD recalling the NOFO, the local CoC has decided to continue forward with our local funding competition, presumably under the assumption that HUD will re-release the NOFO soon. Staff will continue to monitor homelessness funding and will respond to support Council objectives. Staff contact: Jesse Kent, Director of Community Services 3 G. Water Utilities – Texas Commission on Environmental Quality Annual Permit Fees – In fulfillment of its annual regulatory obligations and under the authority of Ordinance No. 22-1727, the Water Utilities Department completed the required Texas Commission on Environmental Quality (TCEQ) fee payments. The Public Water System fee for the Water Treatment Plants (WTP), including Lake Ray Roberts WTP and Lake Lewisville WTP, was $127,422.05, and the Water Reclamation Plant (WRP) permit fees covering Pecan Creek WRP, Clear Creek WRP, and Robson Ranch WRP totaled $114,261.66. All payments were processed and completed in November 2025. Staff contact: Jewel Lanning, Water Utilities H. Hickory Creek Water Reclamation Plant – Texas Commission on Environmental Quality Discharge Permit Update – The City submitted the new Texas Pollution Discharge Elimination System (TPDES) permit application for the Hickory Creek Water Reclamation Plant (WRP) on Aug. 19, 2025, and Texas Commission on Environmental Quality (TCEQ) deemed it administratively complete on Oct. 22, 2025. The required Notice of Receipt of Application and Intent to Obtain Permit (NORI), produced by TCEQ, will be posted at the Pecan Creek WRP and will be published in the Denton Record Chronicle on Saturday, Dec. 13, and in Al Día on Wednesday, Dec. 17, as part of the permitting process. Account information, including amount due, due date, and important messages, can be found on each monthly utility bill. For questions about your bill, call (940) 349-8700, Monday through Friday, 8 a.m. to 5 p.m. Additionally, while utility payments are expected by the due date listed on the bill, the City offers flexible programs that allow customers alternate payment options that will not incur late fees. Southridge Historic Resource Survey – On Dec. 5, Mayor Hudspeth and Mayor Pro Tem Rumohr shared inquiries regarding the Southridge Historic Resource Survey. The City of Denton is not proposing to designate the Southridge neighborhood or any property within it as historic. The area was identified as a High Priority for survey in the 2019 Historic Preservation Plan, which outlines Denton’s goals for preserving its historic resources and recommends surveys as a foundational step to identify properties that may be eligible for future designation—only if property owners choose to pursue it. In 2023, City Council approved funding for the Southridge Historic Resource Survey as part of the budget. The survey began in 2025, conducted by SWCA Environmental Consultants, to document architectural and historical features of the neighborhood. Two community meetings were held (Apr. 28 and Dec. 4, 2025) to inform residents, gather input, and share survey results. The survey is informational only and does not result in automatic designation. Once finalized, the report will be posted on the project webpage, and more information about historic surveys can be found at the Texas Historic Commission website. Per City ordinance, if utility payments are not received by the due date, the following will occur: • 5 business days past due – $20 late fee will be incurred • 21 days past due – service may be disconnected • 7 days past disconnection date – utility account may be closed Account information, including amount due, due date, and important messages, can be found on each monthly utility bill. For questions about your bill, call (940) 349-8700, Monday through Friday, 8 a.m. to 5 p.m. Billing Programs with No Late Fees While utility payments are expected by the due date listed on the bill, the City offers flexible programs that allow customers alternate payment options that will not incur late fees. Pay As You Go – Similar to a prepaid cellphone plan, customers have the freedom to make payments on a chosen schedule as long as a balance is maintained on their account. Electric costs are charged in real time, while other utilities are estimated and divided over the month. To learn more about Pay As You Go, visit www.cityofdenton.com/paymybill. Budget Billing – Using historical usage levels, the customer establishes a set payment amount for each month throughout the year. This allows the customer to build a credit on the account during lower-usage months, which is used to offset increased charges in higher-use months. The budgeted amount is evaluated mid-year and adjusted based on usage patterns, and the account is settled each September for the previous year.
